De acordo com a decis\u00e3o, a prefeitura deveria realizar processo seletivo p\u00fablico com crit\u00e9rios definidos em edital, porque a forma de contrata\u00e7\u00e3o atual abria a possibilidade da utiliza\u00e7\u00e3o de vagas de est\u00e1gio para fins eleitorais e financiamento de campanha. Para resolver isso, a Prefeitura de Fortunati publicou a <\/span><strong><a href=\"http:\/\/www2.portoalegre.rs.gov.br\/cgi-bin\/nph-brs?s1=000036423.DOCN.&amp;l=20&amp;u=\/netahtml\/sirel\/simples.html&amp;p=1&amp;r=1&amp;f=G&amp;d=atos&amp;SECT1=TEXT\" target=\"_blank\" rel=\"noopener\">Instru\u00e7\u00e3o Normativa n\u00ba 06\/2016<\/a><\/strong><span style=\"font-weight: 400;\">, que regulamentou o processo de candidatura de est\u00e1gios. S\u00f3 que n\u00e3o \u00e9 poss\u00edvel provar que os <\/span><strong><a href=\"http:\/\/portaltransparencia.procempa.com.br\/portalTransparencia\/rhEstagiariosPesquisa.do?viaMenu=true\" target=\"_blank\" rel=\"noopener\">3.239 estagi\u00e1rios<\/a><\/strong><span style=\"font-weight: 400;\">, em agosto de 2016, eram cabos eleitorais, como Marchezan afirmou. Al\u00e9m disso, n\u00e3o houve redu\u00e7\u00e3o total deste n\u00famero. Ainda assim, ela mesma reconhece que h\u00e1 uma falta de compila\u00e7\u00e3o e monitoramento dos mesmos. Marchezan tamb\u00e9m instituiu o Portal de Dados Abertos, estabelecido nos Decretos <\/span><strong><a href=\"https:\/\/leismunicipais.com.br\/a1\/rs\/p\/porto-alegre\/decreto\/2018\/1999\/19990\/decreto-n-19990-2018-regulamenta-no-ambito-da-administracao-publica-municipal-a-lei-federal-n-12527-de-18-de-novembro-de-2011-que-regula-o-acesso-a-informacoes-previsto-no-inc-xxxiii-do-art-5-no-inc-ii-do-3-do-art-37-e-no-2-do-art-216-da-constituicao-federal-cria-a-comissao-mista-de-reavaliacao-de-informacoes-da-administracao-publica-municipal-cmri\" target=\"_blank\" rel=\"noopener\">19.990\/2018<\/a><\/strong><span style=\"font-weight: 400;\"> e <\/span><strong><a href=\"http:\/\/dopaonlineupload.procempa.com.br\/dopaonlineupload\/2994_ce_263553_1.pdf\" target=\"_blank\" rel=\"noopener\">20.315\/2019<\/a><\/strong><span style=\"font-weight: 400;\">.
