Each sampling point is recorded via GPS. Once the samples arrive at IPH, they are received by a team of graduate students from the Postgraduate Program in Water Resources and Environmental Sanitation (PPGRHSA).

During our visit to the IPH laboratory on the afternoon of Tuesday, May 14, doctoral student Marcos Ribeiro and master’s students Lucas Bohnenberger and Vinicius Soroka were working alongside technician Louidi Lauer. Soon, water sample collection was added to their mission. “We have trained technicians to be qualified to operate the boats — at one point, we were using three vessels simultaneously. This operation involves about 15 people from IPH and Frota, a group of contracted drivers who handle the support vehicles,” explains Professor Maurício Paixão.

In the early days of the disaster, rescue efforts were concentrated in the Humaitá neighborhood and the nearby islands. “We lost count of how many people we rescued, but we can say it was in the hundreds,” says technician Louidi Lauer. Each boat carried eight to ten people per trip. In animal rescues, that number was even higher. “We rescued dogs, cats, chickens — even a goat,” Lauer recalls.

Every outing included at least one local resident onboard. “This isn’t a river, it’s a city — so local knowledge is crucial. Only the residents know where obstacles like street signs, fences, or submerged cars might be,” Paixão notes.

Rescue requests reached the team through messages received at a command center set up inside the Bourbon supermarket on Assis Brasil Avenue. Showing one of the handwritten notes requesting help, Lauer adds: “These will be preserved in the IPH Museum.”

One of the most challenging rescues involved a person suspected of having a spinal fracture, who had to be transported on a rigid stretcher. The operation took three hours. “We had to remove windows and build makeshift supports to get them out safely,” Paixão recalls.

The researchers also witnessed the growing insecurity in the flooded neighborhoods. “Humaitá was becoming dangerous. We started hearing gunshots in the air during the first days. Eventually, we had to move around with National Security agents. Social issues adapt to the crisis,” explains Paixão.

Academic Unit

The Institute of Hydraulic Research (IPH) is located on the UFRGS Vale Campus and conducts teaching, research, and outreach activities in the fields of hydraulics, water resources, and the environment. Established in 1953, the institute was initially created to carry out research and consulting in the area of scale modeling for river and coastal hydraulic engineering projects, while also supporting engineering programs through its teaching laboratory.

In 1969, with the implementation of a graduate program supported by UNESCO, IPH expanded its scope to include community services. Today, the Institute houses 16 laboratories dedicated to research.

IPH is responsible for the Environmental Engineering and Water Resources Engineering undergraduate programs and offers courses related to water for more than 12 academic programs across UFRGS. At the graduate level, it offers master’s and doctoral programs in Water Resources and Environmental Sanitation. The Institute is recognized as a leading center in its field both in Brazil and Latin America and maintains international partnerships with institutions from nearly every continent.

Translated into English by Amanda Cavagnoli Andreotti, undergraduate student enrolled in the course “Supervised Translation Training I (English)” of the Undergraduate Program in Language and Literature, under the supervision and translation revision of Professor Elizamari R.
