This process of validation, which includes revision, evaluation, correction, and addition of suggestions and remarks to texts such as scientific papers, is carried out by experts that are not involved in the research. Steven Harnard, a researcher and activist for open science, has described peer review as “the invisible hand” that maintains the quality of science.
More often than not, the standard model adopted by scientific journals is double-blind peer review. In this process, both the person who issues the review and the one who receives it are not aware of each other’s identities. However, this practice is changing. Based on open science principles, many journals around the globe, especially those which already provide open access to their content, have adhered to open peer review.

A bit of history

The emergence of scientific journals was marked by the publication of Journal de Savants and Philosophical Transactions in 17th century Europe. In turn, the introduction of peer review assessment of manuscripts is credited to the Royal Society of London, which implemented the Committee on Papers on the editorial process of Philosophical Transactions journal in 1752. Yet, a method of peer review was conducted in scientific communities even before that. Its subsequent adoption by journals was based on the significant increase in the number of submitted papers – which urged a more rigorous selection of works for publication – and on the higher level of specialization and refinement of scientific fields, which made peer review an essential practice.

The standardization of the current peer review method dates back to the mid-20th century and it is grounded on Thomas Kuhn’s concept of scientific community. For the philosopher, science is shaped as a collective structure in which scholars perform, at the same time, the roles of producers, judges, and audience of each production.

Nowadays, the submission of a research to a scientific journal involves the following steps:

selection of the desired journal by the authors of a scientific paper;

assimilation of instructions and guidelines for submission;

submission of the original work;

pre-selection of manuscripts by the editors;

submission of the pre-selected manuscripts to peer review;

peer review is sent to the editors;

editorial decision based on reviewers’ suggestions;

authors are notified of the editorial decision;

upon acceptance, adjustments are made according to the reviews;

work publication.

If a paper is accepted for publication, authors are asked to consider reviewers’ remarks. However, the final word is not always in the hands of reviewers. If authors have a valid reason to reject a few suggestions, they must justify their decision to the editors. Once this is done, the text will proceed to publication.

Another interesting feature of scientific editorial practice is that, even if a work is rejected by one journal, authors can still submit their papers to other publications. The reviews received in the first submission can even help improve their research for future evaluation processes.

Two prominent models, several discussions

Although there are different types of peer review assessment, they all have the same purpose: to ensure that scientific research is thoroughly examined and valid before its publication.

An anonymous peer review can be proceeded through two different methods: single-blind peer review and double-blind peer review. While in the former only authors are unaware of reviewers’ identities, in the latter both authors’ and reviewers’ identities are anonymized. However, there is a lot of current debate around the effectiveness of this model. It was formerly believed that anonymization could ensure an unbiased assessment, free from any personal, institutional, academic, and professional favoritism. Nonetheless, this is contested, especially in recent or more restricted fields, in which there is a higher probability of researchers recognizing each other by their research theme.

Moreover, it has been argued that anonymity can encourage harsh, disrespectful reviews. This situation has led to a series of memes known as ‘Reviewer 2’, which represents reviewers who not only demand countless adjustments to the point of detracting the work from its original characteristics, but who also tend to do so unfoundedly and impolitely.

Peer review humor: on the internet, memes joke with the figure of Reviewer 2. (Republished)

This type of behaviour from reviewers is one of the issues open science supporters highlight. They understand open peer review as a way of ensuring legitimacy and accountability over reviews – aspects that directly affect interactions and shape knowledge production. In this regard, open peer review proposes a transparent dialogue between authors and reviewers, aiming for cooperation. Hence, anonymity is questioned in this model of peer review.

The arguments in favor of this model defend a transparent interaction among scholars in order to make the scientific production process more democratic. Moreover, the publication of reviews, also an open procedure, is said to be a way of crediting the anonymous and, usually, unpaid work of reviewers, who share their time and knowledge.

Even so, there are still controversies about moving to an open peer review model. For instance, it is claimed that open identities would not necessarily imply a higher degree of transparency, given the history of hostility in academia.

Getting reviewers to agree to review a manuscript is also mentioned as a growing issue. Finding specialists who are willing to participate in peer review is already one of the major stumbling blocks of scientific journals. In this sense, revealing reviewers’ identities can be an aggravating factor, as some may not want their names to be known.

There is also concern about the quality of the reviews’ content, which might prevent its publication. In scientific forums and events, editors worldwide underline the problem with overly concise reviews. This might be a result of a busy academic agenda – which is also the reason why many researchers decline the invitation to review manuscripts.

Last but not least, the workload of already small editorial teams increases significantly. Besides having to manage an open editorial process, editors, amid other demands, also need to mediate interactions between authors and reviewers.

Actually, open and blind peer review are not excluding models. In most cases they operate together, as both authors and reviewers can choose whether to adopt open procedures or not. Moreover, journals are still experimenting with this model, so the process is somewhat customized.
On this subject, Jornal da Universidade has contacted three journals: Em questão (UFRGS), Ensaio – Research in Science Education (UFMG), and Bakhtiniana – Journal of Discourse Studies (PUCSP). All of them operate according to SciELO’s guidelines, which recommend transparency and gradual opening of peer review processes, encouraging the interaction among authors, editors, and reviewers. We also interviewed Camila Silveira Cavalheiro, a researcher who has been on both sides of the peer review process, acting as an author and as a reviewer.

Experimenting with open procedures

Published by the UFRGS Graduate Program in Information Science, Em Questão was accepted in SciELO’s collection in August 2022. Since then, it has started to incorporate open peer review processes and to provide preprints.

The associate editor, Samile Vanz, explains that the journal is transitioning to an open model, so authors and reviewers must be consulted about adhering to open procedures. “Only with the consent of both parts of the editorial process the reviews are made public. Currently, about a third of reviews are published by Em Questão. “The main challenge is to manage extra documents in the editorial process, as reviews are published as separate documents and receive a DOI, conforming to SciELO’s publishing model”, reports Vanz. The reviews are published along with the articles, in different documents. However, there is no direct interaction between authors and reviewers yet, as the journal is still in the early stages of transitioning to an open model.

“The editorial team supports the open science movement and has been operating accordingly, encouraging authors to make their research data available. One of the major concerns is to maintain diamond open access model, which does not charge authors any fees. Open science as an ideological change in the processes of scientific communication is a great idea. In reality, though, it is expensive, and its financial impact to the system as a whole needs to be analyzed, even by SciELO”.

Samile Vanz

A review can turn into an article

Ensaio – Research in Science Education (UFMG) was the first journal from SciELO’s area of humanities to adopt open model review, introducing the publication of the article-opinion (artigo-parecer). Now, its open peer review policy is being broadened.

Nowadays, papers are submitted for blind peer review. If an article is accepted and its review is deemed constructive – that is, provides guidance, contributes to the paper’s improvement, and allows for an enriching dialogue –, editors invite reviewers to act as authors of an article-opinion, which is linked to the original work as a separate production. “As a result, reviewers are held in higher esteem, since they have engaged not only in peer review, but also in an article based on that review, which counts as a valid production in their name”, mentions Paula Mendonça, editor-in-chief.

When submitting an article, along with the manuscript, authors have to send some documents. One of them is the Open Science Compliance form.

“We only invite authors who manifest interest in participating in the open peer review process and in having the article-opinion associated with their production. Authors need to agree to this process and be aware of its conditions, because the article-opinion will comment on their work. That is, they have to understand the kind of critique they will be receiving.”

Paula Mendonça

Authors who have received constructive peer review feedback and have had their paper accepted for publication meet the criteria for invitation. When that happens, editors drop the double-blind circumstances, that is, by the end of the process, reviewers’ identities are revealed to authors and vice-versa. “To avoid potential discomfort with the open peer review model, we still keep some aspects of the double-blind method”, adds Mendonça.
Furthermore, in the Open Science Compliance form there are items related to the availability of research data. Since last year, the journal has had a repository in which authors of approved papers are invited to share data and content related to the research. Following SciELO’s standards, the material is curated by an editor of data, who instructs researchers on how to deposit information. “We implemented this role [editor of data] at the end of last year, and it has been central to the open data sharing policy. Mostly because it is a new culture and, as such, it requires some provision and education”, highlights Mendonça.

The editor-in-chief mentions that the publication of reviews values the reviewer and it may as well lead to higher quality reviews. It is still a non-automatic process, so invitations are sent one by one. This, however, allows deputy editors to actively monitor the whole process and to better observe which reviewers contributed with great quality reviews (or at least above average) – which, then, have great potential to become article-opinions.

“We believe that, in addition to the well-known contribution of peer review, article-opinions expand the discussion of the original article. Live streaming and publishing editorials were essential for the establishment of this culture, since these are the means to reach a wider community”, she points out.

According to Mendonça, this initiative has been well-received. “When we meet authors and reviewers at conferences and events, the overall comments on taking part in an open peer review process are positive. We have been working on this since 2021, and we see that people understand this initiative better now”.

Transparent process

In Bakhtiniana: Journal of Discourse Studies (PUCSP), a publication in the field of linguistics and literature, it is also possible to choose to take part in one or more opening procedures of the peer review process. Authors and reviewers can determine whether to interact with one another and, upon article acceptance, whether to publish the review.

Bakhtiniana’s editor-in-chief, Bruna Lopes, notes that compliance to open peer review has increased. Although it requires close monitoring from authors, reviewers, and the editorial team as a whole, Lopes believes that open peer review can grant transparency to the editorial process, elucidate its stages, and stimulate commitment, all of which are necessary to high-quality publications.

“The interaction between authors and reviewers has been fruitful and it has had a positive influence on the scientific production of published authors. If authors and reviewers both comply with it, reviews of a given manuscript are published on its final pages. In this regard, we invite people to read the articles published this year, which also allow for the appreciation of reviews.”

– Bruna Lopes

Camila Silveira Cavalheiro, a PhD student in Social Anthropology at UFRGS, has already published a few articles, some of them in journals of international excellence (Qualis A1). She has also been invited to review manuscripts in open and double-blind peer review models. Both as author and as reviewer, she was asked about open peer review procedures during the editorial process.

Currently, Cavalheiro’s research is about hormones in the scope of Anthropology. She explains that researchers in this field know each other, so the range of specialist reviewers is limited. “Even if the peer review process was anonymized, we would still have an idea of who could contribute to the research topic”, she remarks. In her opinion, open peer review facilitates dialogue between scholars who already discuss the theme in conferences, as well as encourages cooperation in scientific publications, research, and events.

“I feel that open review has made things more transparent, given the size of the field. She has received both anonymous and open reviews, but prefers the latter as it grants transparency to the context of evaluation. “In an interdisciplinary journal, when the review is issued by someone who is not a specialist in the field, for example, and a negative response or a suggestion that does not relate to my field of study is issued, I feel more confident to write back and explain
