  • HISTORIC

The Public Communication Observatory was implemented in 2015 with resources from the Public Notice MCTI/CNPQ/MEC/CAPES – No. 43/2013, linked to the Nucleus for Research in Public and Political Communication (NUCOP), under the responsibility of researcher professor Maria Helena Weber. It works with the support of the Federal University of Rio Grande do Sul, through the Faculty of Library Science and Communication, the Graduate Program in Communication and the Data Processing Center, which houses this website.

The implementation of OBCOMP was also supported by the Research Group on Organizational Communication, Culture and Power Relations (GCCOP) and, until 2021, was under the executive coordination of journalist Ana Javes Luz, PhD in Communication and Information (PPGCOM/UFRGS).

Currently, it is maintained as a teaching, research and extension project that integrates researchers, professors, undergraduate and graduate students and volunteers linked to four Brazilian universities - Federal University of Rio Grande do Sul (UFRGS); Federal University of Pelotas (UFPel); Federal University of Santa Catarina (UFSC); Federal University of Santa Maria, campus of Frederico Westphalen (UFSM/FW) - and the French university Sorbonne Nouvelle. In three universities (UFRGS, UFSC and UFSM/FW and UFPel), it was transformed into an Extension project.

OBCOMP participates in research networks that defend communication as a human right, educational process, cultural reference and with political and social responsibilities. They are:

    • INCT.DD – National Institute of Science and Technology in Digital Democracy
    • Latin American Network of Chairs and Observatories on Communication and Information, Culture and Social Development
    • RNCD - National Network to Combat Disinformation
    • RENOI - National Network of Press Observatories

The importance of OBCOMP has been registered through the participation of its members in lectures and debates, in which the Observatory itself is approached as a theme, and also through the following scientific articles:

    • Light, Ana Javes. Observation, criticism and public communication in the face of the pandemic. In: Laura Ferreira Guerra, Ana Javes Luz, Nísia Martins do Rosário, Paula Viegas (Organizers).
