Document presents public media education policies

The Social Communication Secretariat of the Presidency of the Republic (SECOM) brought together a set of initiatives developed by the Federal Government to promote media education for the Brazilian population in the document Brazilian Media Education Strategy (EBEM) .

The objective, according to the secretariat, is “to promote skills and competencies in children, adolescents, adults and elderly people for understanding, analysis, engagement and critical production in the experience with digital media channels and information creative, healthy, conscious and civic-minded way”.

Built from a public consultation that received more than 400 contributions, the document was launched during the 1st Brazilian Media Education Week, held in October 2023. EBEM is aligned with the National Common Curricular Base (BNCC), which presents references related to media education in at least six of its general competencies for basic education.

More recently, the National Digital Education Policy (Law nº 14,533/2023), established in January by President Luiz Inácio Lula da Silva, also stipulated priority strategies from the perspective of digital inclusion with a focus on a informational and civic perspective, which go beyond formal education.

According to EBEM, media education must also be promoted outside the school environment, reaching adolescents and young people who are not in the formal education system. Critical thinking skills in relation to the media must also be developed among adults and elderly people, especially in vulnerable groups and/or with precarious access to digital media, as well as among public policy makers, media professionals, health workers , Social Assistance and Justice, among others.
