Resumo:
<\/strong>Esta tese estuda a constru\u00e7\u00e3o do lugar institucional do urbanismo-planejamento urbano na administra\u00e7\u00e3o p\u00fablica municipal brasileira. Para tanto, analisa o processo de constitui\u00e7\u00e3o-desconstitui\u00e7\u00e3o de estruturas administrativas voltadas para o pensar e o fazer urban\u00edsticos na municipalidade de Porto Alegre, RS. Trata-se de um trabalho historiogr\u00e1fico, da elabora\u00e7\u00e3o de uma narrativa reflexiva sobre o passado-presente (e o futuro) do urbanismo-planejamento urbano, considerado uma \u201ctradi\u00e7\u00e3o\u201d naquela cidade, quest\u00e3o-problema que perpassa a pesquisa realizada. A defini\u00e7\u00e3o dos per\u00edodos temporais da pesquisa foi resultado de uma criteriosa avalia\u00e7\u00e3o de eventos ordenados em uma linha de tempo, que buscou identificar poss\u00edveis associa\u00e7\u00f5es entre os processos de elabora\u00e7\u00e3o de planos (planos-processos) e a constitui\u00e7\u00e3o-desconstitui\u00e7\u00e3o do lugar institucional do urbanismo-planejamento urbano. Cinco planos-processos foram tomados como fio condutor da narrativa, que percorre um s\u00e9culo de hist\u00f3ria (1912-2012): o Plano Geral de Melhoramentos (1914); o Plano Gladosch (1938); o Plano Diretor (1959); o Plano Diretor de Desenvolvimento Urbano (1979) e o Plano Diretor de Desenvolvimento Ambiental (1999). Ao situar esses planos-processos no tempo \u2013 da cria\u00e7\u00e3o da Comiss\u00e3o de Melhoramentos e Embelezamento, em 1912, \u00e0 extin\u00e7\u00e3o da Secretaria do Planejamento Municipal, em 2012 \u2013, a tese busca resposta a uma pergunta do presente: afinal, quem \u00e9 respons\u00e1vel pelo planejamento urbano no Brasil?

Abstract:
<\/strong>This these study about urbanism-urban planning institutional place constructions in the Brazilian municipal public administration. To do so, it analyzes the constitution-deconstitution process of the administrative structures focused on the urbanistic thinking and doing in the municipality of Porto Alegre, RS. It is a work of a historiography, the elaboration of a reflective narrative about the past-present (and the future) of urbanism-urban planning, considered a “tradition” in that city, a problem-issue that pervades the research carried out. The definition of the temporal periods of this research was the result of a careful evaluation of events ordered in a timeline, which sought to identify possible associations between the processes of elaboration of plans (processes-plans) and the constitution-deconstitution of the institutional place of urbanism-urban planning. Five plan-processes were taken as the connecting thread of this narrative, which runs through a century of history (1912-2012): the General Plan of Improvements (1914); the Gladosch Plan (1938); the Master Plan (1959); the Urban Development Master Plan (1979) and the Environmental Development Master Plan (1999). By placing these plans-processes in a time \u2013 from the setting up of the Commission for Improvements and Embellishment, in 1912 to the extinction of the Municipal Planning Secretariat in 2012 \u2013 this thesis seeks answers a question of the present: after all, who is responsible for urban planning in Brazil?<\/span><\/p>\n

Resumo<\/strong>:
<\/span>A tese entende o Projeto Urbano (PU) como um novo padr\u00e3o de interven\u00e7\u00e3o na cidade; um projeto pol\u00edtico que envolve procedimentos gerencialistas e articula\u00e7\u00f5es p\u00fablico-privadas. Quando inserido na l\u00f3gica do empreendedorismo urbano, o PU \u00e9 utilizado visando efeitos de curto prazo, em oposi\u00e7\u00e3o ao conceito de planejamento urbano. Tendo esse ponto de partida, e constatando lacunas e insufici\u00eancias nos debates acad\u00eamicos sobre o assunto, especialmente no Brasil, a tese realiza uma cr\u00edtica ontol\u00f3gica do PU no sistema em que opera, o capitalismo. Este objetivo implica na compreens\u00e3o da dimens\u00e3o ideol\u00f3gica do PU, que efetiva seu car\u00e1ter pr\u00e1tico-operacional. Para fundamentar a cr\u00edtica ontol\u00f3gica, se recorre a proposi\u00e7\u00f5es de Gi\u00f6rgy Luk\u00e1cs em sua obra tardia sobre a ontologia do ser social \u2013 conte\u00fado sistematizado no Cap\u00edtulo 1 da Parte I. A cr\u00edtica ontol\u00f3gica se dirige essencialmente aos pressupostos estruturais da tradi\u00e7\u00e3o criticada, \u00fanica maneira de figurar o mundo de maneira radicalmente distinta. Para descortinar essa cr\u00edtica ontol\u00f3gica do PU, a obra de Henri Lefebvre mostra-se um caminho coerente e prof\u00edcuo. Suas proposi\u00e7\u00f5es acerca da vida cotidiana, da produ\u00e7\u00e3o do espa\u00e7o e da sociedade urbana colocam quest\u00f5es ontol\u00f3gicas ao urbanismo, como objeto direto e tamb\u00e9m como pano de fundo de sua an\u00e1lise. Essas proposi\u00e7\u00f5es, relacionadas sobretudo \u00e0 Revolu\u00e7\u00e3o Urbana, s\u00e3o sistematizadas no Capitulo 2 da Parte I. Parte-se das reflex\u00f5es de Lefebvre sobre a cidade industrial, para atualiz\u00e1-las e afirmar que os meios de produ\u00e7\u00e3o (incluindo o planejamento urbano) migraram para uma l\u00f3gica associada ao gerencialismo, ao empreendedorismo urbano e ao planejamento mercad\u00f3filo. Ou seja, ocorre uma transforma\u00e7\u00e3o da cidade industrial para a cidade neoliberal e, na atualidade, um aprofundamento da cidade neoliberal de urbaniza\u00e7\u00e3o extensiva atrav\u00e9s da produ\u00e7\u00e3o de espa\u00e7os artificiais concebidos por meio de projetos urbanos. Em s\u00edntese, a tese sustenta que o projeto urbano \u00e9 o instrumento pr\u00e1tico operacional da produ\u00e7\u00e3o de espa\u00e7os artificiais na cidade neoliberal. Esse argumento fundamenta-se na abordagem dos seguintes aspectos espec\u00edficos: os deslocamentos no tempo e no espa\u00e7o na elabora\u00e7\u00e3o das ideias que fundamentam e possibilitam a pr\u00e1tica do PU \u2013 ou seja, sua g\u00eanese ontol\u00f3gica; a rela\u00e7\u00e3o dessas ideias com as pr\u00e1ticas \u2013 ou seja, seu car\u00e1ter pr\u00e1tico operacional no est\u00e1gio atual do capitalismo, desvelando as contradi\u00e7\u00f5es no espa\u00e7o a partir de projetos urbanos contempor\u00e2neos em diferentes est\u00e1gios do processo; reconhecimento das pr\u00e1ticas insurgentes que se orientam contra a artificialidade dos projetos urbanos, na dire\u00e7\u00e3o de uma sociedade urbana. Esses temas s\u00e3o desenvolvidos nos Cap\u00edtulos 3 e 4 da Parte II. Nas conclus\u00f5es, com a discuss\u00e3o final sobre a ontologia do PU e sua express\u00e3o contempor\u00e2nea concreta, busca-se um aporte que contribua para a supera\u00e7\u00e3o das lacunas identificadas no campo dos estudos cr\u00edticos urbanos.<\/span><\/p>\n

Abstract:
<\/strong><\/span>This thesis considers Urban Projects (UP) as a new intervention pattern in the city, a political project that involves managerial procedures and public-private negotiations. From the perspective of urban entrepreneurship, UPs are used for short-term purposes, as opposed to the concept of urban planning. Based on this assumption and considering the academic knowledge gaps on this subject, particularly in Brazil, this thesis proposes an ontological critique of the urban projects practiced within the capitalist system, aiming at understanding of their ideological dimension, which determines their practical-operational character. In Part I, Chapter 1, the propositions of Gi\u00f6rky Luk\u00e1cs in his work on the ontology of the social being are used to support this ontological critique. The only way to present the world in a radically different way is to focus on the structural assumptions of the criticized tradition. The work of Henri Lefebvre provides a coherent and effective guidance to uncover this ontological critique. Lefebvre\u2019s propositions on everyday life, production of space and urban society poses ontological questions as to urban planning as a direct subject and also as the background for his analysis. These propositions, mainly related to the Urban Revolution, are systematized in Part I, Chapter 2. Lefebvre\u2019s reflections on the industrial city are updated and used to show that the means of production (including urban planning) have migrated to a rationale associated with managerialism, urban entrepreneurship, and leverage planning. In other words, the industrial city is transformed into the neoliberal city and magnified into a neoliberal city with extensive urbanization by producing artificial spaces conceived through urban projects. In summary, the thesis asserts that the urban project is the practical operational tool applied for the production of artificial spaces in the neoliberal city. This argument is based on the approach of the following specific aspects: the displacement in time and space of the development of ideas that provide the theoretical foundation and allow urban projects to be put in practice, i.e., their ontological genesis; the relation of these ideas with practices, i.e., their practical operational character at the current stage of capitalism, revealing the contradictions in space based on contemporary urban projects at different stages of the process; and the acknowledgement of insurgent practices against the artificiality of urban projects and for an urban society. These themes are developed in Part II, Chapters 3 and 4. In the conclusions, a final discussion on the ontology of urban projects and its concrete contemporary expression proposes an approach to contribute to fill the gaps identified in the field of critical urban studies.<\/span><\/p>\n

Resumo<\/strong>:
<\/span>Esta tese investiga o campo da imagem como forma de projetar o territ\u00f3rio urbano. O referencial te\u00f3rico-metodol\u00f3gico adotado decorre da articula\u00e7\u00e3o do imagin\u00e1rio social a partir das vis\u00f5es de Walter Benjamin e Aby Warburg com os cen\u00e1rios pela vis\u00e3o de Paulo Reyes. Com vistas a uma articula\u00e7\u00e3o metodol\u00f3gica, busca-se demonstrar a possibilidade de associar os procedimentos de an\u00e1lise do imagin\u00e1rio social aos de s\u00edntese do projeto por cen\u00e1rios. A leitura e escrita dos aspectos subjetivos e imagin\u00e1rios da multifacetada realidade urbana, conjugada a um m\u00e9todo de planejamento estrat\u00e9gico mais abrangente e plural. mostra-se pertinente \u00e0s complexidades inerentes \u00e0 cidade contempor\u00e2nea. O imagin\u00e1rio social \u00e9 decifrado atrav\u00e9s de opera\u00e7\u00f5es imag\u00e9ticas que d\u00e3o a ver e a ler valores, desejos e necessidades coletivas. Ao inverter-se esse procedimento anal\u00edtico, \u00e9 poss\u00edvel sintetizar representa\u00e7\u00f5es a partir de elementos do imagin\u00e1rio, conferindo-lhe car\u00e1ter projetivo e projetual atrav\u00e9s do projeto urbano por cen\u00e1rios. A cria\u00e7\u00e3o de cen\u00e1rios projetuais a partir dos procedimentos de montagem do imagin\u00e1rio social – as “imagens dial\u00e9ticas” benjaminianas e os mosaicos do “Atlas Mnemosyne” warburguiano- combinados aos dos cen\u00e1rioso “gr\u00e1fico de polaridades” reyesiano- permite ampliar e qualificar o processo de leitura-escrita das narrativas por imagens. Mais do que representar, pensar e projetar por cen\u00e1rios \u00e9 construir imagens que explicitam conflitos no territ\u00f3rio e promovem um processo projetual mais aberto, flex\u00edvel e democr\u00e1tico. As complementaridades e analogias na capacidade hermen\u00eautica das imagens s\u00e3o evidenciadas ao serem relacionadas as estruturas narrativas do imagin\u00e1rio social \u00e0 estrat\u00e9gia projetual do pensamento por cen\u00e1rios. No \u00e2mbito da hist\u00f3ria cultural. o cruzamento de narrativas do imagin\u00e1rio social e do projeto por cen\u00e1rios denota o parentesco de opera\u00e7\u00f5es dial\u00e9ticas em que as imagens t\u00eam fator fundante tanto em a\u00e7\u00f5es anal\u00edticas como de s\u00ednteses projetuais da cidade.<\/span><\/p>\n

Abstract:
<\/strong><\/span>This thesis investigates the image field as a way to design the urban territory. The theoretical framework stems from the relationship between the social imaginary from the visions by Walter Benjamin and Aby Warburg and the scenarios, from Paul Reyes’ vision. With the aim to a methodological articulation, it seeks to demonstra te the possibility o f associating the analytical procedures o f the social imaginary to those o f synthesis o f the design by scenarios. The reading and writing of the subjective and imaginary aspects o f the multifaceted urban reality, articulated to a more comprehensive and pluralistic strategic planning method, is pertinent to the inherent complexities of the contemporary city. The social imaginary is deciphered through operations with images that allow seeing and reading values, desires and collective needs. By inverting the analytical procedure, it is possible to synthesize representations from elements o f the imaginary, giving it a projective and projectual character through the urban design by scenarios. The creation o f design scenarios based on the social imaginary mounting proceduresthe Benjaminian “dialectical images” and the mosaics of the Warburguian “Atlas Mnemosyne”- combined with the scenarios- the Reyesian “polarity map”- allows to enlarge and qualify the processo f reading-writing o f narratives through images. More than representing, thinking and projecting by scenarios is to construct images that make conflicts in the territory explicit and promote a more open, flexible and democratic design process. The complementarities and analogies in the hermeneutic capacity of the images are evidenced when the narrative structures of the social imaginary are related with the projective strategy of the design by scenarios. In the cultural history context, the intersection of narratives of the social imaginary and the design by scenarios denotes the affinity of dialectical operations in which the images have a founding factor in analytical actions so as in projectual syntheses of the city.<\/span><\/p>\n

Resumo<\/strong>:
<\/span>O crescimento das cidades vem sendo estudado desde muito tempo, com relativo sucesso, mas sempre esbarrando na complexidade desses sistemas. Ultimamente as teorias sobre Sistemas Complexos e Modelos Configuracionais Urbanos, tem propiciado uma consistente fundamenta\u00e7\u00e3o para a verifica\u00e7\u00e3o das vari\u00e1veis e suas intera\u00e7\u00f5es espaciais na identifica\u00e7\u00e3o desses processos. Entre os sistemas complexos, s\u00e3o representativos os conceitos sobre a criticalidade auto-organizada, o metabolismo e a alometria urbana, na contribui\u00e7\u00e3o da compreens\u00e3o do fen\u00f4meno do crescimento urbano por meio dos processos de densifica\u00e7\u00e3o da forma constru\u00edda e expans\u00e3o do tecido urbano. Tais abordagens conduzem ao desenvolvimento da hip\u00f3tese de que existiria uma rela\u00e7\u00e3o entre a evolu\u00e7\u00e3o da forma constru\u00edda agregada – medida em quantidades de \u00e1rea constru\u00edda, e a da \u00e1rea urbanizada. Que esta rela\u00e7\u00e3o seguiria um padr\u00e3o qualquer, uma regularidade que parece n\u00e3o ser trivial, visto que as duas vari\u00e1veis evoluem segundo agrega\u00e7\u00f5es diferentes – uma varia acrescentando quantidades muito pequenas, continuamente, outra varia agregando quantidades maiores, a intervalos de tempo. Que este padr\u00e3o poderia ser explicado atrav\u00e9s da criticalidade auto-organizada, que se estabelece pela exist\u00eancia de um ponto cr\u00edtico e pela distribui\u00e7\u00e3o das quantidades de \u00e1rea urbanizada agregadas, a cada tempo, segundo uma lei de pot\u00eancia. E, ainda, que este padr\u00e3o \u00e9 melhor descrito pela medida de centralidade da forma constru\u00edda, ao agregar a topologia do espa\u00e7o p\u00fablico \u00e0 medida de densidade da forma constru\u00edda. A averigua\u00e7\u00e3o e os comportamentos destes processos foram testados em uma situa\u00e7\u00e3o real, na cidade de Santa Maria \u2013 RS. Os dados cadastrais dos edif\u00edcios e dos parcelamentos urbanos foram espacializados recorrendo a um Sistema de Informa\u00e7\u00e3o Geogr\u00e1fica \u2013 SIG e suas intera\u00e7\u00f5es avaliadas com o uso de medidas configuracionais urbanas. Acredita-se, com isso, contribuir para a consolida\u00e7\u00e3o do conhecimento da din\u00e2mica do crescimento urbano.<\/span><\/p>\n

Abstract:
<\/strong><\/span>The growth of cities has been studied for a long time, with relative success, but always bumping into the complexity of these systems. Recently the theories on Complex Systems and Urban Configurational Models have provided a consistent basis for the verification of the variables and their spatial interactions in the identification of these processes. Among the complex systems, the concepts about self-organized criticality, metabolism and urban allometry are representative of the contribution of understanding the phenomenon of urban growth through the processes of densification of the built form and expansion of the urban fabric. Such approaches lead to the development of the hypothesis that there would be a relationship between the evolution of the aggregate constructed form – measured in quantities of constructed area, and that of the urbanized area. That this relation would follow any pattern, a regularity that seems not to be trivial, since the two variables evolve according to different aggregations – one varies by adding very small amounts, continuously, another varies by adding larger quantities, at intervals of time. That this pattern could be explained through self-organized criticality, which is established by the existence of a critical point and by the distribution of quantities of urbanized area aggregated, each time, according to a power law. Yet, this pattern is best described by the measure of centrality of the constructed form, by adding the topology of the public space to the measure of density of the constructed form. The investigation and the behaviors of these processes were tested in a real situation, in the city of Santa Maria – RS. The cadastral data of the buildings and the urban subdivisions were spatialized using a Geographic Information System – GIS and their interactions evaluated with the use of urban configurational measures. It is believed, therefore, to contribute to the consolidation of the knowledge of the dynamics of urban growth.<\/span><\/p>\n

<\/span>Esta pesquisa aborda as discuss\u00f5es te\u00f3ricas estabelecidas entre os conceitos de paisagem e do patrim\u00f4nio cultural em uma perspectiva de estudo relacionada \u00e0 identifica\u00e7\u00e3o de valores e par\u00e2metros espaciais que possam contribuir como contraponto \u00e0s a\u00e7\u00f5es de planejamento e gest\u00e3o urbanos. Para tanto, selecionou-se como estudo de caso a cidade de Santa Cruz do Sul, localizada no Rio Grande do Sul e que, enquanto cidade polo da Regi\u00e3o do Vale do Rio Pardo, possui um extenso patrim\u00f4nio cultural legado, especialmente, por influ\u00eancia da imigra\u00e7\u00e3o alem\u00e3. A caracteriza\u00e7\u00e3o e a an\u00e1lise da paisagem de Santa Cruz do Sul s\u00e3o realizadas de maneira interescalar, apresentando o Munic\u00edpio e o seu patrim\u00f4nio cultural, bem como a \u00e1rea de estudo que \u00e9 denominada de paisagem de aten\u00e7\u00e3o especial. Nesta \u00e1rea, coincidente com o centro hist\u00f3rico urbano, abordaram-se dois enfoques distintos: a paisagem e o patrim\u00f4nio vistos como problema em sua rela\u00e7\u00e3o com o planejamento; a leitura da imagem hist\u00f3rica e cultural da paisagem realizada a partir das marcas patrimoniais e da atribui\u00e7\u00e3o de valores. A abordagem da paisagem-problema pode constituir uma estrat\u00e9gia que permite avaliar os resultados vis\u00edveis de aplica\u00e7\u00e3o dos par\u00e2metros espaciais que s\u00e3o utilizados pelo planejamento. J\u00e1 a leitura hist\u00f3rica permitiu identificar os principais valores da paisagem e do patrim\u00f4nio, sistematizando-os nas categorias de interesse paisag\u00edstico-ambiental, visual e cultural. Os valores, em seu conjunto, constituem um contraponto ao planejamento e podem estabelecer par\u00e2metros espaciais voltados \u00e0 prote\u00e7\u00e3o das caracter\u00edsticas hist\u00f3ricas da paisagem.<\/span><\/p>\n

Abstract:
<\/strong><\/span>This research project approaches the theoretical discussions established between the concepts of landscape and cultural heritage, in a perspective of study focused on the identification of values and spatial parameters that can contribute as a counterpoint to the actions of urban planning and management. For this purpose, the city of Santa Cruz do Sul, located in Rio Grande do Sul, was selected as a case study and, as a polo city in the Rio Pardo Valley Region, has an extensive cultural heritage transmited by German immigration. The characterization and analysis of the landscape of Santa Cruz do Sul is carried out in an inter-scale way, presenting the municipality and its cultural heritage, as well as the study area named as a \u201cspecial interest landscape\u201d. In this area, coincident with the urban center, two distinct approaches were made: the reading of landscape and heritage seen as a problem in its relationship with planning; the approach of the historical and cultural image of the landscape by reading the heritage marks and attributing values. The problem landscape approach can be a strategy that allows to evaluate the visible results of application of the spatial parameters that are used by the city planning. On the other hand, the historical approach allowed the identification of the main values of landscape and heritage, systematizing them in the categories of landscape-environmental, visual and cultural interest. The values, as a whole, constitute a counterpoint to planning and establish spatial parameters aimed at protecting the historical and landscape identity characteristics.<\/span><\/p>\n

<\/span>A sociedade contempor\u00e2nea est\u00e1 em transi\u00e7\u00e3o. O mundo moderno, cartesiano e positivista, cede espa\u00e7o \u00e0 conduta p\u00f3s-moderna, em que a t\u00f4nica \u00e9 a liquidez e a efemeridade. O capital amolda-se a essa transforma\u00e7\u00e3o, mantendo a rela\u00e7\u00e3o simbi\u00f3tica com as institui\u00e7\u00f5es p\u00fablicas e influenciando nas decis\u00f5es estatais. No espa\u00e7o urbano, essa transforma\u00e7\u00e3o se traduz em conflito e desigualdade das oportunidades de acesso \u00e0 terra, \u00e0 infraestrutura e aos servi\u00e7os p\u00fablicos. Essa situa\u00e7\u00e3o \u00e9 agravada pela aus\u00eancia de efetividade e de inefici\u00eancia das a\u00e7\u00f5es do Estado. O objetivo deste trabalho \u00e9 o de pesquisar qual o papel do Estado, do Direito e da Justi\u00e7a brasileira, influenciados pelo capital, em dire\u00e7\u00e3o \u00e0 cidade justa, na sociedade p\u00f3s-moderna. Por meio do exame do ordenamento jur\u00eddico brasileiro, que pressup\u00f5e igualdade, justi\u00e7a, solidariedade social e participa\u00e7\u00e3o popular como princ\u00edpios constitucionais expressos, busca-se verificar a evolu\u00e7\u00e3o e efetividade do procedimento administrativo de recupera\u00e7\u00e3o de mais-valias urbanas. Abstract:
<\/strong><\/span>Contemporary society is in transition. The modern, cartesian and positivist world, gives way to postmodern conduct, in which liquidity and ephemerality stand out. Capital molds to this transformation, maintaining the symbiotic relationship with public institutions and influencing state decisions. In urban space, this transformation translates into conflict and inequality of access to land, infrastructure and public services. This situation is exacerbated by the lack of effectiveness and the inefficiency of the State. The goal of this work is to investigate the role of the Brazilian State, Law and Justice, influenced by capital, towards to the just city, in postmodern society. Through the examination of the Brazilian legal system, which presupposes equality, justice, social solidarity and popular participation as expressed in the constitutional principles, it is sought to verify the evolution and effectiveness of the administrative procedure for the recovery of urban surplus value. In this regard, it is used the process of implantation, execution and expansion of the Shopping Center Iguatemi, in the city of Porto Alegre, analyzing the materiality of the fair distribution of the onus and benefits emerging from the process of urbanization, as one of the means to reach of the just city.<\/span><\/p>\n

<\/span>Esta tese aborda a tem\u00e1tica das transforma\u00e7\u00f5es sociais, econ\u00f4micas e territoriais que ocorrem num contexto de intensifica\u00e7\u00e3o do processo de globaliza\u00e7\u00e3o e a busca dos territ\u00f3rios locais (cidades e regi\u00f5es) por sua inser\u00e7\u00e3o neste contexto. Entende-se aqui por transforma\u00e7\u00e3o territorial processos de mudan\u00e7a na base econ\u00f4mica, que acabam por refletir nas condi\u00e7\u00f5es sociais e de vida da popula\u00e7\u00e3o. Analogamente, quando se pensa numa transforma\u00e7\u00e3o de um territ\u00f3rio para melhor, se pensa num processo de desenvolvimento. Quando este processo de transforma\u00e7\u00e3o \u00e9 realizado pela pr\u00f3pria comunidade local ou regional, utilizando os seus pr\u00f3prios recursos e compet\u00eancias, chega-se ao desenvolvimento end\u00f3geno \u2013 nesta tese considerado como o pano de fundo para interpretar um caso espec\u00edfico. O desenvolvimento end\u00f3geno diz respeito um processo de crescimento econ\u00f4mico e de mudan\u00e7a estrutural que resulta na melhora da condi\u00e7\u00e3o de vida da popula\u00e7\u00e3o local (V\u00c1ZQUEZ BARQUERO, 2001). Esta tese ent\u00e3o \u00e9 um estudo de caso realizado a partir de dados secund\u00e1rios, documentos e entrevistas; que tem como objeto a transforma\u00e7\u00e3o da estrutura produtiva ocorrida, e que ainda vem ocorrendo, no Vale do Rio dos Sinos, a partir da d\u00e9cada de 1990. O Vale dos Sinos \u00e9 uma regi\u00e3o localizada ao norte da Regi\u00e3o Metropolitana de Porto Alegre (RS), que foi ber\u00e7o da coloniza\u00e7\u00e3o alem\u00e3 no Rio Grande do Sul no s\u00e9culo XIX e onde se originou a ind\u00fastria do couro e do cal\u00e7ado. O Vale j\u00e1 abrigou em seu territ\u00f3rio o maior aglomerado no mundo para a produ\u00e7\u00e3o e exporta\u00e7\u00e3o do cal\u00e7ado, em especial o feminino de couro Entretanto, a partir dos anos 1990, com o aumento da competi\u00e7\u00e3o internacional, especialmente dos pa\u00edses exportadores asi\u00e1ticos, e a valoriza\u00e7\u00e3o da moeda brasileira nos primeiros anos do Plano Real, houve uma crise que arrasou com a economia regional. A partir da crise, a regi\u00e3o teve que encontrar alternativas. Identificar quais foram estas alternativas e como se deu esta mudan\u00e7a, ou seja, como ocorreu e ainda vem ocorrendo o processo de transforma\u00e7\u00e3o econ\u00f4mica do Vale dos Sinos, a partir das mudan\u00e7as ocorridas na estrutura produtiva regional desde a d\u00e9cada de 90, visando identificar seus efeitos espaciais no territ\u00f3rio \u00e9 objetivo principal desta tese. Para tanto, a tese caracteriza o Vale dos Sinos nas \u00faltimas d\u00e9cadas (1980, 1990, 2000 e 2010), a partir da sua estrutura produtiva regional; identifica e analisa os efeitos espaciais produzidos pelo processo de transforma\u00e7\u00e3o no territ\u00f3rio do Vale; al\u00e9m de propor um framework te\u00f3rico-metodol\u00f3gico para analisar processos locais \/ regionais de transforma\u00e7\u00e3o econ\u00f4mica, embasado na teoria do desenvolvimento local end\u00f3geno. A partir da caracteriza\u00e7\u00e3o territorial realizada do Vale, verifica-se que h\u00e1 um processo de transforma\u00e7\u00e3o em curso, que inicialmente pode ser percebido pela perda de representatividade da atividade industrial no valor agregado bruto da regi\u00e3o, enquanto aumenta a import\u00e2ncia das atividades de servi\u00e7os Ao agregar dados de empregos, estabelecimentos e de exporta\u00e7\u00f5es, observa-se que embora os empregos pare\u00e7am estar se deslocando da ind\u00fastria para os servi\u00e7os, nos estabelecimentos ainda prevalecem as atividades industriais. Tamb\u00e9m se nota uma migra\u00e7\u00e3o nos segmentos produtivos industriais da regi\u00e3o: ainda existe cal\u00e7ado no Vale com menor representatividade; a ind\u00fastria metalmec\u00e2nica \u00e9 uma que ganhou espa\u00e7o; e surgiram atividades caracter\u00edsticas da financeiriza\u00e7\u00e3o. Ainda \u00e9 poss\u00edvel observar o surgimento de um novo tipo de atividade econ\u00f4mica \u2013 a inform\u00e1tica. Quanto aos efeitos espaciais, destacam-se: (a) a relocaliza\u00e7\u00e3o de plantas industriais deixando Novo Hamburgo; (b) o encarecimento do solo urbano, principalmente no centro e nos bairros mais centrais e melhor localizados de Novo Hamburgo e S\u00e3o Leopoldo; (c) estabelecimento de distintas estrat\u00e9gias do uso do solo nos munic\u00edpios do Vale; e (d) a cria\u00e7\u00e3o e a consolida\u00e7\u00e3o dos parques tecnol\u00f3gicos que geram um novo tipo de espa\u00e7o urbano qualificado, para a instala\u00e7\u00e3o de empresas de base tecnol\u00f3gica. Finalmente, outra constata\u00e7\u00e3o: os resultados destas mudan\u00e7as ainda n\u00e3o chegaram para toda popula\u00e7\u00e3o. Apesar do desenvolvimento econ\u00f4mico, a vida digna ainda \u00e9 um desafio.<\/span><\/p>\n

Abstract:
<\/strong><\/span>This thesis approaches the theme of the social, economic and territorial transformations that occur in a context of intensification of the globalization process and the search of the local territories (cities and regions) for their insertion in this context. It is understood here by territorial transformation processes of change in the economic base, which end up reflecting in the social and living conditions of the population. Similarly, when one thinks of a transformation of a territory for the better, one thinks of a process of development. When this process of transformation is carried out by the local or regional community itself, using its own resources and skills, we come to the endogenous development \u2013 in this thesis considered as the background to interpret a specific case. Endogenous development refers to a process of economic growth and structural change that results in the improvement of the living conditions of the local population (V\u00c1ZQUEZ BARQUERO, 2001). This thesis is then a case study based on secondary data, documents and interviews; which has as its object the transformation of the productive structure that has occurred in the Sinos Valley since the 1990s. The Sinos Valley is a region located north of the Metropolitan Region of Porto Alegre (RS), which was the cradle of German colonization in Rio Grande do Sul in the 19th century and where the leather and footwear industry originated. The Valley has already housed in its territory the largest cluster in the world for the production and export of footwear, especially the leather women. However, from the 1990s, with the raising of international competition, especially from the Asian exporting countries, and of the Brazilian currency appreciation in the early years of the Real Plan, there was a crisis that devastated the regional economy. From the crisis, the region had to find alternatives To identify what these alternatives were and how this change occurred, in other words, how the process of economic transformation of the Sinos Valley occurred and has been happening, based on changes in the regional productive structure since the 90s, in order to identify its effects space is the main objective of this thesis. For this, the thesis: characterizes the Sinos Valley in the last decades (1980, 1990, 2000 and 2010), from its regional productive structure; identifies and analyzes the spatial effects produced by the transformation process in the territory of the Valley; besides proposing a theoretical-methodological framework to analyze local \/ regional processes of economic transformation, based on the theory of endogenous local development. Based on the territorial characterization of the Valley, it is noted that there is a process of transformation in progress, which could initially be perceived by the loss of representativeness of the industrial activity in the gross value added of the region, while increasing the importance of activities services. By aggregating data of jobs, establishments and exports, it can be observed that although employment appears to be moving from industry to services, in the establishments still prevail the industrial establishments. Is also noted a migration in the productive segments of the industrial activities of the region: there is still footwear in the Valley, but with less representation; the metalworking industry is one that has gained space; and emerge activities characteristic of financialization It is still possible to observe the emergence of a new type of economic activity \u2013 information technology. Regarding the spatial effects, the following stand out:: (a) relocation of industrial plants leaving Novo Hamburgo; (b) the enhancement of urban land, mainly in downtown and in more central and better located districts of Novo Hamburgo and S\u00e3o Leopoldo, a fact that provoked a real estate valuation with significant verticalization of buildings; (c) establishment of different strategies for land use in the Vale’s municipalities; and (d) the creation and consolidation of technology parks which create a new type of qualified urban space for the installation of technology-based companies. Finally, another finding: the results of this change have not yet reached the entire population. Despite economic development, a dignified life is still a challenge.<\/span><\/p>\n

<\/span>A tese se insere na discuss\u00e3o sobre processos de estrutura\u00e7\u00e3o socioespacial de cidades brasileiras de pequeno porte a partir da instala\u00e7\u00e3o de grandes empreendimentos. Tem como objetivo compreender o processo de produ\u00e7\u00e3o do espa\u00e7o urbano de pequenas cidades a partir da a\u00e7\u00e3o do capital imobili\u00e1rio, diante da expectativa de amplia\u00e7\u00e3o da demanda por moradias e o consequente aumento de pre\u00e7os de aluguel e venda de im\u00f3veis. Adota-se como caso a experi\u00eancia da Universidade Federal da Fronteira Sul, institui\u00e7\u00e3o p\u00fablica de ensino superior criada pelo REUNI. Sua estrutura multicampi compreende seis campi implantados em uma rede de cidades de pequenos e m\u00e9dio porte dos tr\u00eas estados da regi\u00e3o Sul. Como objeto de estudo elegeu-se o espa\u00e7o urbano das tr\u00eas cidades pequenas que integram a rede institucional da UFFS (Laranjeiras do Sul\/PR, Realeza\/PR e Cerro Largo\/RS). Os procedimentos metodol\u00f3gicos envolveram o levantamento de dados quantitativos relacionados, entre outros, aos deslocamentos de pessoas e de bens materiais gerados pela UFFS, \u00e0s movimenta\u00e7\u00f5es do mercado imobili\u00e1rio obtidos a partir de classificados de jornais e contratos disponibilizados por imobili\u00e1rias, ao processo de expans\u00e3o urbana atrav\u00e9s de decretos de aprova\u00e7\u00e3o de loteamentos; e qualitativos, com base em entrevistas semiestruturadas realizadas com os principais agentes produtores do espa\u00e7o urbano dessas cidades, al\u00e9m de question\u00e1rio direcionado aos servidores da UFFS Foram analisadas as transforma\u00e7\u00f5es no espa\u00e7o urbano das pequenas cidades estudadas, ap\u00f3s a instala\u00e7\u00e3o dos campi da UFFS, assim como as mudan\u00e7as decorrentes no padr\u00e3o de produ\u00e7\u00e3o desses espa\u00e7os urbanos, evidenciando novos agentes como preponderantes no processo de estrutura\u00e7\u00e3o dessas cidades. A expectativa do aumento da demanda por moradias geradas pela presen\u00e7a dos campi, inserem essas cidades em um circuito regional da economia, atraindo agentes externos. Estes tornam-se respons\u00e1veis pela reprodu\u00e7\u00e3o dos padr\u00f5es de produ\u00e7\u00e3o de cidades maiores, baseadas na explora\u00e7\u00e3o do solo urbano pelo capital imobili\u00e1rio. As an\u00e1lises desenvolvidas permitem afirmar que o espa\u00e7o urbano de pequenas cidades que recebem grandes empreendimentos p\u00fablicos organizados regionalmente, torna-se suscept\u00edvel \u00e0 a\u00e7\u00e3o do capital que age articuladamente por meio de a\u00e7\u00f5es interescalares e que definem a l\u00f3gica de (re) produ\u00e7\u00e3o do espa\u00e7o urbano.<\/span><\/p>\n

Abstract:
<\/strong><\/span>This research is part of the discussion about the socio-spatial structuring processes of small Brazilian cities as from the large undertaking installation. The thesis aims to understand the process of the small cities urban space production from the action of real estate capital, in view of the demand expansion expectation for housing and the consequent increase in prices of rental and sale of real estate. It is adopted as a study case the experience of the Universidade Federal da Fronteira Sul, a public institution of higher education created by the REUNI, which has a multi-campus structure comprised of six campuses located in a network of small and medium-sized cities of the three states of the South Region. As an object of study was chosen the urban space of the three small cities that make up the institutional network of UFFS (Laranjeiras do Sul\/PR, Realeza\/PR and Cerro Largo\/RS). The methodological procedures involved the collection of quantitative data related to, among others, the displacement of people and materials assets generated by the UFFS, the real estate market movements obtained from newspapers classified and contracts made available by real estate companies, to the process of urban expansion through decrees approval of lots, and qualitative semi-structured interviews with the main producers of the urban space of these cities and a questionnaire addressed to the employees of the UFFS Were analyzed the transformations in the urban space of the small cities studied, after the installation of the UFFS campuses, as well as the changes of the urban spaces production model, evidencing new agents as preponderant in the structuring process of these cities. The increase expectation for housing demand generated by the campuses presence, places these cities in a regional circuit of the economy, attracting external agents. These become responsible for the reproduction of the larger cities production model, based on the exploitation of urban land by real estate capital. The developed analyzes allow us to affirm that the urban space of small cities that receive large public enterprises organized regionally, becomes susceptible to the action of the capital that acts of articulated form in diverse scales and that defines the logic of the urban space production.<\/span><\/p>\n
