Resumo:
\n<\/strong>O presente trabalho trata da investiga\u00e7\u00e3o da delimita\u00e7\u00e3o espacial do bairro Cidade Baixa a partir do imagin\u00e1rio urbano de sua boemia noturna, medido entre 2006 e 2007. A pesquisa busca demonstrar que os limites espaciais do imagin\u00e1rio urbano, resgatados atrav\u00e9s de pesquisa em publica\u00e7\u00f5es afins \u00e0 tem\u00e1tica, publicadas em livros ou peri\u00f3dicos, como jornais e revistas, al\u00e9m de entrevistas abertas e fechadas, question\u00e1rios e mapas mentais aplicados a seus usu\u00e1rios, no per\u00edodo referido, remetem a uma regi\u00e3o pertencente \u00e0 \u00e1rea da antiga \u201cBaixa Cidade\u201d \u2013 \u00e1rea de baixa cota de relevo e que inclu\u00eda as regi\u00f5es dos atuais bairros Bom Fim e Cidade Baixa, al\u00e9m do Parque Farroupilha e \u201cfranjas\u201d de alguns bairros lindeiros, que transpassa os limites territoriais legais do bairro Cidade Baixa atual \u2013 o qual carrega toda a carga simb\u00f3lica, imag\u00e9tica de valora\u00e7\u00e3o e das mem\u00f3rias da \u201cBaixa Cidade\u201d. A pesquisa apoia-se sobre um eixo: o da pr\u00e1tica da boemia noturna, categorizada neste local, pejorativamente, como \u201cbaixa\u201d, ao longo da hist\u00f3ria da cidade, desde sua funda\u00e7\u00e3o at\u00e9 a coleta de dados, estruturando a pesquisa por diferen\u00e7as em categorias como a forma de apresenta\u00e7\u00e3o destas boemias, suas motiva\u00e7\u00f5es, seus protagonistas e frequentadores e seus espa\u00e7os de ocupa\u00e7\u00e3o, que definem tr\u00eas momentos temporais e enfocando, em cada fase, um olhar sobre o mesmo tema. Portanto, cada etapa apresenta m\u00e9todos, conceitos, fontes documentais e refer\u00eancias espec\u00edficas, conforme disponibilidade de serem obtidas, dada \u00e0 grande cobertura temporal de desenvolvimento da cidade que a pesquisa abarca. S\u00e3o abordadas metodologias das \u00e1reas de Hist\u00f3ria, nas sub\u00e1reas de Hist\u00f3ria Cultural e Hist\u00f3ria Oral, e da Arquitetura, nas sub\u00e1reas de Hist\u00f3ria da Cidade e Evolu\u00e7\u00e3o Urbana. No primeiro cap\u00edtulo \u00e9 introduzido o tema, o problema, os objetivos, as justificativas e a metodologia. No segundo cap\u00edtulo, \u00e9 feita a apresenta\u00e7\u00e3o do referencial te\u00f3rico, do estado da arte e dos conceitos trabalhados. No terceiro cap\u00edtulo, \u00e9 tratado o per\u00edodo desde a funda\u00e7\u00e3o da Cidade at\u00e9 a consolida\u00e7\u00e3o urbana e social da estrutura citadina em Acr\u00f3pole, sob um olhar hist\u00f3rico. \u00c9 tratada, tamb\u00e9m, a divis\u00e3o social, espacial, arquitet\u00f4nica e urbana da cidade em \u201cAlta\u201d e \u201cBaixa\u201d Cidades, sendo apresentados os elementos que as caracterizam: seus acontecimentos, personagens e lugares, mas, sobretudo, as pr\u00e1ticas bo\u00eamias que nelas se praticavam e que lhe atribu\u00edam valor. No quarto cap\u00edtulo, a abordagem centra-se no per\u00edodo desde a estrutura\u00e7\u00e3o da Avenida Independ\u00eancia e inaugura\u00e7\u00e3o do loteamento junto \u00e0 Hidr\u00e1ulica Moinhos de Vento, consolidando a \u201cAlta Cidade\u201d e a localiza\u00e7\u00e3o nela da \u201cAlta Sociedade\u201d, assim como o esvaziamento do centro, com o abandono dos casar\u00f5es das fam\u00edlias abastadas da parte baixa do centro, pr\u00f3ximo ao porto e ao norte dele, at\u00e9 a consolida\u00e7\u00e3o social 6 destes espa\u00e7os, com sociabilidades caracter\u00edsticas de cada perfil de grupo e que implicaram a classifica\u00e7\u00e3o destas a\u00e7\u00f5es, como \u201caltas\u201d e \u201cbaixas\u201d. Referente \u00e0s a\u00e7\u00f5es de lazer noturno, neste momento \u00e9 institu\u00eddo e disseminado o conceito de boemia usualmente utilizado, e esta a\u00e7\u00e3o \u00e9 classificada conforme a posi\u00e7\u00e3o espacial e os grupos que a exercem. Neste per\u00edodo, pela disponibilidade de testemunhos, s\u00e3o recolhidos depoimentos desta pr\u00e1tica e tratadas as mem\u00f3rias dela, a partir da Hist\u00f3ria Oral. No quinto cap\u00edtulo, \u00e9 tratado o per\u00edodo a partir da morte de Lupic\u00ednio Rodrigues at\u00e9 o ano de 2007. S\u00e3o abordados brevemente os per\u00edodos seguintes \u00e0 morte de L\u00fapi, com o novo quadro que se instalou nas sociabilidades e nos espa\u00e7os da cidade, onde os espa\u00e7os noturnos de lazer foram utilizados como ponto de encontro de resist\u00eancia contra o Regime Militar, assim como o enfraquecimento e queda do mesmo, com novas mudan\u00e7as na viv\u00eancia da cidade. A perman\u00eancia da aura nos espa\u00e7os do Bairro Cidade Baixa, fortalecidos pela localiza\u00e7\u00e3o, em seus espa\u00e7os, de artistas de v\u00e1rias modalidades e suas pr\u00e1ticas, refor\u00e7ou o car\u00e1ter local e consagrou o bairro como espa\u00e7o de minorias e resist\u00eancia a v\u00e1rias quest\u00f5es sociais, refor\u00e7ando o conjunto. Por ter \u00e0 disposi\u00e7\u00e3o testemunhos que viveram estes \u00faltimos acontecimentos, que perpassaram 3 d\u00e9cadas, aproximadamente, foram utilizadas metodologias de Hist\u00f3ria Oral para entrevistas abertas; e de Arquitetura para os question\u00e1rios e mapas mentais, a partir dos quais foi obtida a abrang\u00eancia da imagem mental daquele momento, indissoci\u00e1vel de \u00e1reas lindeiras, por fatores hist\u00f3ricos, de mem\u00f3ria ou de pertencimento, demonstrando que o territ\u00f3rio da \u201cbaixa boemia\u201d dos \u201c\u00faltimos tempos\u201d ultrapassavam os limites legais do bairro, estendendo-se por espa\u00e7os adjacentes que, juntos, conformavam a \u201cBaixa\u201d cidade, oriunda do urbanismo portugu\u00eas, consolidada tanto em territ\u00f3rio brasileiro como em outros pa\u00edses. No sexto cap\u00edtulo, a pesquisa apresenta as conclus\u00f5es, discutindo os resultados e a congru\u00eancia de regi\u00f5es lindeiras pelas sociabilidades, interligadas por quest\u00f5es hist\u00f3ricas, econ\u00f4micas, pol\u00edticas, arquitet\u00f4nicas e, sobretudo, por sua pr\u00e1tica em comum e seu car\u00e1ter. Na uni\u00e3o entre espa\u00e7os com mesma apar\u00eancia arquitet\u00f4nica, escala, ambi\u00eancia, paisagem e semelhantes atividades sociais e culturais, compartilha-se p\u00fablico e se refor\u00e7a a regi\u00e3o, que apresenta, no conjunto, limites espaciais\/territoriais maiores do que os do bairro Cidade Baixa, recuperando, da imagem mental de seus frequentadores, a regi\u00e3o da antiga \u201cBaixa\u201d de Porto Alegre.

Abstract:<\/strong>
\nThe present work deals with the investigation of the spatial delimitation of the Cidade Baixa neighborhood from the urban imagery of its nocturnal bohemia, measured between 2006 and 2007. The research seeks to demonstrate that the spatial limits of the urban imaginary, rescued through research in publications related to the theme , published in books or periodicals, such as newspapers and magazines, in addition to open and closed interviews, questionnaires and mental maps applied to their users, refer to a region belonging to the area of the old “Lower City” – low quota area which included the regions of the current Bom Fim and Cidade Baixa neighborhoods, as well as the Farroupilha Park and “fringes” of some slums, which crosses the legal territorial limits of the present-day Cidade Baixa neighborhood – which carries all the symbolic, and memories of the “Lower City”. The research is based on an axis: the nocturnal bohemian practice, categorized in this place, pejoratively as “low” throughout the history of the city, from its foundation to the collection of data, structuring the research for differences in categories such as the presentation of these bohemies, their motivations, their protagonists and their regulars, which define three temporal moments and focusing, at each stage, on the same theme. Therefore, each stage presents methods, concepts, documentary sources and specific references, according to the availability to be obtained, given the great temporal coverage of development of the city that the research encompasses. Methodologies of the areas of History, in the subareas of Cultural History and Oral History, and Architecture, in the subareas of History of the City and Urban Evolution are discussed. The first chapter introduces the theme, the problem, the objectives, the justifications and the methodology. In the second chapter, the presentation of the theoretical reference, the state of the art and the worked concepts is made. In the third chapter, the period from the founding of the City to the urban and social consolidation of the city structure on the Acropolis is dealt with under a historical perspective. The social, spatial, architectural and urban division of the city is treated in “Alta” and “Baixa” Cities, presented the elements that characterize them: their events, characters and places, but above all, the bohemian practices practiced in them. value. In the fourth chapter, the period from the structuring of Avenida Independ\u00eancia and inauguration of the subdivision next to the Moinhos de Vento Hydraulics was consolidated, consolidating the “High City” and the location in it of the “High Society”, as well as the emptying of the center, with the abandonment of the houses of the wealthy families of the 8 lower part of the center, near the port and north of it, until the social consolidation of these spaces, with sociabilities characteristic of each group profile and which implied the classification of these actions, as “highs” and “Low”. Regarding nocturnal leisure activities, the concept of bohemia usually used is established and disseminated, and this action is classified according to the spatial position and the groups that exercise it. In this period, through the availability of testimonies, testimonies are collected from this practice and the memories are dealt with from Oral History. In the fifth chapter, the period from the death of Lupic\u00ednio Rodrigues until the year 2007 is discussed. The periods following the death of L\u00fapi are briefly discussed, with the new picture that has settled in the sociability and spaces of the city, where spaces leisure nights were used as a meeting point of resistance against the Military Regime, as well as the weakening and fall of it, with new changes in the experience of city. The permanence of the aura in the spaces of Bairro Cidade Baixa, strengthened by the location, in its spaces, of artists of various modalities and their practices, reinforced the local character and consecrated the neighborhood as a space of minorities and resistance to various social issues, reinforcing the whole . Because of the availability of testimonies that have lived through these last events, which have spanned approximately 3 decades, oral history methodologies have been used for open interviews; and Architecture for the questionnaires and mental maps, from which the mental image of that moment was obtained, indissociable from the surrounding areas, by historical factors, memory or belonging, demonstrating that the territory of the “low bohemia” of the ” past times “exceeded the legal limits of the neighborhood, extending through adjacent spaces that together conformed the “Baixa” of the city, originating from Portuguese urbanism, consolidated both in Brazil and in other countries. In the sixth chapter, the research study presents the conclusions of the research, discussing its results and the congruence of regions around the sociabilities, interconnected by historical, economic, political, and above all, by their common practice and character. In the union between spaces with the same architectural appearance, scale, ambience, landscape and similar social and cultural activities, the public is shared and the region is strengthened, which presents, overall, spatial \/ territorial boundaries greater than those of the Cidade Baixa neighborhood, recovering, from the mental image of its regulars, the region of the old “Lower City” of Porto Alegre.

\n<\/strong>A disserta\u00e7\u00e3o \u201cCartografando mem\u00f3rias, viv\u00eancias e sensibilidades \u2013 A Arte-Cidade-Universidade\/UFRGS\u201d prop\u00f5e identificar como as pr\u00e1ticas de arte e cultura promovidas pela UFRGS constroem rela\u00e7\u00f5es com aqueles que experienciam a a\u00e7\u00e3o cultural. A pesquisa tem por fim materializar a intensidade da experi\u00eancia do vivido nas a\u00e7\u00f5es do Projeto Unim\u00fasica e como esse projeto foi capaz de marcar a mem\u00f3ria das pessoas que com ele se relacionaram. Os rastros e as trilhas deste projeto foram buscados atrav\u00e9s de documentos, relatos, v\u00eddeos, imagens e sons. Procurou-se demonstrar que a perman\u00eancia institucional de uma a\u00e7\u00e3o cultural, com uma proposta variada alcan\u00e7a uma intensidade pass\u00edvel de compor uma mem\u00f3ria denominada \u201cCartografia afetiva\u201d originada na rela\u00e7\u00e3o que se estabeleceu entre indiv\u00edduos, a UFRGS e a cidade de Porto Alegre.

Abstract:<\/strong>
\nThe dissertation \u201cCartographing memories, experiences and sensibilities \u2013 Art-City-University\/UFRGS\u201d proposes to identify how the practices of art and culture promoted by UFRGS build relationships with those who experience that cultural action. The research aims to materialize the intensity of the experience lived in the actions of the Project Unim\u00fasica and how this project was able to mark the memory of the people who related to him. The traces and tracks of this project were searched through documents, reports, videos, images and sounds. It was tried to demonstrate that the institutional permanence of a cultural action, with a varied proposition reaches an intensity capable of composing a memory denominated \u201cAffective cartography\u201d originated in the relation that was established between individuals, the UFRGS and the city of Porto Alegre.

Resumo:
\n<\/strong>Travessias urbanas s\u00e3o trechos de rodovias que atravessam \u00e1reas urbanizadas. \u00c9 ineg\u00e1vel o estreito v\u00ednculo entre cidades e estradas. Historicamente, estes caminhos atra\u00edram, ao longo do seu tra\u00e7ado, a ocupa\u00e7\u00e3o de n\u00facleos populacionais gerando aglomera\u00e7\u00f5es urbanas. Entretanto, de forma paradoxal, ao mesmo tempo em que as cidades e as estradas est\u00e3o umbilicalmente ligadas, esta rela\u00e7\u00e3o traz uma s\u00e9rie de conflitos entre elas. Os impactos na acessibilidade urbana crescem de maneira exponencial quando estes trechos rodovi\u00e1rios s\u00e3o duplicados, isto \u00e9, quando possuem mais de uma pista de rolamento, com separa\u00e7\u00e3o f\u00edsica entre as pistas. A duplica\u00e7\u00e3o de uma travessia urbana tende a promover uma altera\u00e7\u00e3o abrupta no tecido urbano. Nesse contexto, ganha relev\u00e2ncia o conceito de resili\u00eancia urbana, que pode ser definida, como a capacidade de um sistema suportar transforma\u00e7\u00f5es repentinas. Este trabalho objetiva analisar os efeitos da implanta\u00e7\u00e3o de duplica\u00e7\u00e3o de travessias urbanas na configura\u00e7\u00e3o espacial das cidades, aferindo o n\u00edvel da resili\u00eancia urbana \u00e0 tal interven\u00e7\u00e3o e o comportamento geral da estrutura urbana. Como estrat\u00e9gia de pesquisa, utilizou-se de estudo de caso, composto por cidades cujo territ\u00f3rio \u00e9 atravessado por rodovias que est\u00e3o em processo de duplica\u00e7\u00e3o. A \u00e1rea urbana destes assentamentos foi descrita e analisada valendo-se das ferramentas, t\u00e9cnicas e m\u00e9todos da Teoria da Sintaxe Espacial. Realizou-se um estudo comparativo entre a configura\u00e7\u00e3o urbana em dois momentos distintos: i) situa\u00e7\u00e3o original, com a travessia em pista simples, e ii) cen\u00e1rio com a implanta\u00e7\u00e3o do projeto de duplica\u00e7\u00e3o da rodovia. Verificou-se que no cen\u00e1rio com a duplica\u00e7\u00e3o da rodovia, houve uma expressiva transforma\u00e7\u00e3o na estrutura urbana e nas rela\u00e7\u00f5es entre os seus elementos. Esta transforma\u00e7\u00e3o \u00e9 mais significativa nos sistemas menores, compostos por reduzido n\u00famero de linhas. No segundo cen\u00e1rio, constatou-se, sob o prisma configuracional, uma diminui\u00e7\u00e3o nos n\u00edveis de resili\u00eancia urbana em todos os casos estudados. Estes n\u00edveis sofreram maior impacto nos assentamentos em que a rodovia contribuiu de modo fundamental no surgimento, ou desenvolvimento, da cidade e em que a rodovia j\u00e1 est\u00e1 incorporada de forma preponderante ao sistema vi\u00e1rio local. Assim, foi poss\u00edvel concluir que a duplica\u00e7\u00e3o de travessias urbanas, no modo como \u00e9 comumente realizada, majora os efeitos negativos proporcionados pela rodovia na configura\u00e7\u00e3o espacial das cidades, embora, em algumas situa\u00e7\u00f5es, a duplica\u00e7\u00e3o da rodovia apresentou potenciais benef\u00edcios para a configura\u00e7\u00e3o espacial da cidade.<\/span><\/p>\n

Abstract:<\/strong>
\nUrban crossings are parts of highways that cross urban areas. The close connection between cities and streets, historically, is undeniable. These paths have attracted the occupation of population centers along their course, generating urban agglomerations. However, paradoxically, at the same time in which cities and highways are integrally linked, this relation presents a series of conflicts between them. The impacts on accessibility of the urban fabric grow exponentially when these highway paths are duplicated, that is, when they have more than one land, with a physical barrier between the lanes. The duplication of an urban crossing tends to lead to an abrupt change in the urban fabric. In this context, the concept of urban resilience becomes relevant, which can be defined as the capacity for a system to support sudden transformations. Given the above, this work aims to analyze the effects of establishing duplicated urban crossings in the spatial configuration of cities, assessing the level of urban resilience to this intervention and the overall behavior of the urban structure. As a research strategy, we used a case study, composed of: The District of Anhandu\u00ed\/MS, Itaquira\u00ed\/MS, Fazenda Rio Grande\/PR and Congonhas\/MG, whose territory is crossed by highways that are in the process of being duplicated. The urban area of these settlements was described and analyzed making use of tools, techniques and methods from the Theory of Space Syntax. We carried out a comparative study between the urban configuration at two different moments: i) the original situation, with single-lane highways, and ii) the situation with the implementation of the highway duplication project. We determined that the highway duplication provoked a transformation in the urban structure and in the relations between its elements, with the most significant being in the smaller systems, composed of a reduced number of lines. In the second situation, we observed, from the configurational perspective, a decrease in the levels of urban resilience in all cases studied. These levels suffered the greatest impact in the settlements in which the highway contributed fundamentally to the emergence or development of the city and in which the highway was already incorporated predominantly to the local highway system. Therefore, it was possible to conclude that the duplication of urban crossings, as is usually done, escalates the negative effects resulting from the highway in the spatial configuration of the cities, although in some situations the duplication of the highway presented potential benefits to the spatial configuration of the city.

\n<\/span><\/strong>O objetivo geral desta disserta\u00e7\u00e3o \u00e9 problematizar as rela\u00e7\u00f5es entre as tecnologias de informa\u00e7\u00e3o e comunica\u00e7\u00e3o (TIC) e o lazer no espa\u00e7o p\u00fablico, mais especificamente, os jogos no espa\u00e7o p\u00fablico. Observou-se que os jogos de m\u00eddia locativa jogados por meio dos smartphones proporcionam um novo movimento dos usu\u00e1rios para os espa\u00e7os p\u00fablicos, um movimento que trouxe jogadores de jogos digitais para o espa\u00e7o p\u00fablico e trouxe tamb\u00e9m os que costumavam jogar videogames dentro de casa. O tema s\u00e3o as TIC na forma de apropria\u00e7\u00e3o do espa\u00e7o p\u00fablico, na perspectiva dos jogos de realidade aumentada e a forma de rela\u00e7\u00e3o h\u00edbrida que as pessoas estabelecem com o espa\u00e7o p\u00fablico, pois a mobilidade dos jogos locativos m\u00f3veis produziu mudan\u00e7as vis\u00edveis no que tange \u00e0 ocupa\u00e7\u00e3o e\/ou \u00e0 explora\u00e7\u00e3o desses espa\u00e7os. Como objeto deste trabalho, utilizou-se o jogo Pok\u00e9mon GO, por ter sido um jogo de grande impacto e repercuss\u00e3o no mundo todo e pela rela\u00e7\u00e3o da realidade aumentada presente no jogo. Nessa perspectiva, analisar-se-\u00e1 como os jogos de m\u00eddia locativa estabelecem uma rela\u00e7\u00e3o h\u00edbrida entre as pessoas e o espa\u00e7o p\u00fablico. Buscam-se analisar os diferentes pontos de vista sobre as TIC e como esse jogo teve impacto nas din\u00e2micas e leituras dos espa\u00e7os p\u00fablicos pelos seus usu\u00e1rios. Observam-se tamb\u00e9m as possibilidades de novas pr\u00e1ticas de intera\u00e7\u00e3o no espa\u00e7o p\u00fablico, assim como as novas percep\u00e7\u00f5es e experi\u00eancias que um jogo de m\u00eddia locativa pode proporcionar. Ao longo do percurso proposto nesta disserta\u00e7\u00e3o, estar\u00e1 presente a figura do fl\u00e2neur, um personagem fict\u00edcio presente em diferentes livros, tempos e nacionalidades: o fl\u00e2neur \u00e9 o divagador dos espa\u00e7os p\u00fablicos, aquele que descobre percursos e lugares urbanos atrav\u00e9s do caminhar na cidade.<\/span><\/p>\n

It was noted that locative media games played through smartphones provide a new movement of users to the public spaces, a movement that brought players of digital games into the public space and also brought in those who used to play video games indoors. The theme is the ICT in the form of appropriation of the public space, in the perspective of the games of augmented reality and the form of hybrid relationship that people establish with the public space, since the mobility of the mobile locative games produced visible changes in what concerns the occupation and \/ or exploitation of such spaces. As the object of this work, the game Pok\u00e9mon GO was used, because it has been a game of great impact and repercussion in the whole world and by the relation of the augmented reality present in the game. From this perspective we will analyze how locative media games establish a hybrid relationship between people and the public space. It seeks to analyze the different points of view on ICT and how this game had an impact on the dynamics and readings of public spaces by its users. We also observe the possibilities of new practices of interaction in the public space as well as the new perceptions and experiences that a locative media game can provide. \n<\/span><\/strong>As transforma\u00e7\u00f5es da paisagem urbana s\u00e3o compreendidas nesse trabalho como um processo temporal que decorre das modifica\u00e7\u00f5es nas intera\u00e7\u00f5es entre dois componentes, um n\u00e3o vis\u00edvel (movimentos respons\u00e1veis pelas suas transforma\u00e7\u00f5es e regulamenta\u00e7\u00f5es) e outro vis\u00edvel (elementos concretos do espa\u00e7o geogr\u00e1fico), sendo a verticaliza\u00e7\u00e3o uma das formas not\u00e1veis desse processo. Dessa maneira, esta disserta\u00e7\u00e3o apresenta como estudo de caso as transforma\u00e7\u00f5es da paisagem urbana no munic\u00edpio de Torres, litoral norte do Rio Grande do Sul, atrav\u00e9s da an\u00e1lise do processo de verticaliza\u00e7\u00e3o dos edif\u00edcios multifamiliares e sua rela\u00e7\u00e3o com a legisla\u00e7\u00e3o urbana municipal. A metodologia utilizada deu-se atrav\u00e9s de uma cronologia das leis urban\u00edsticas, onde identificaram-se os dispositivos com potencial para ocasionar a altera\u00e7\u00e3o do perfil de alturas na cidade. Assim, foram determinadas quatro fases de an\u00e1lise, que iniciam no ano de 1962 e encerram-se no ano 2017. A Primeira Fase est\u00e1 relacionada com a aprova\u00e7\u00e3o da Lei 728\/1962 (primeiro regramento a estabelecer um zoneamento com regime urban\u00edstico a ser aplicado); a Segunda vincula-se com a Lei 2265\/1987 (determina\u00e7\u00e3o de uma altura m\u00e1xima para certa zona da cidade e redu\u00e7\u00e3o de seu \u00edndice de aproveitamento); a Terceira, com a Lei 2902\/1995 (primeiro Plano Diretor do munic\u00edpio); e, finalmente, a Quarta fase relaciona-se \u00e0 Lei 3135\/1997 (primeira altera\u00e7\u00e3o aos quadros do regime urban\u00edstico do Plano Diretor e retirada das alturas m\u00e1ximas para a maioria das zonas). Dentro de cada fase relacionou-se a legisla\u00e7\u00e3o urbana municipal vigente aos edif\u00edcios multifamiliares resultantes de sua aplica\u00e7\u00e3o, atrav\u00e9s das datas de aprova\u00e7\u00f5es de seus projetos arquitet\u00f4nicos. Nesse sentido, privilegiou-se a an\u00e1lise do componente vis\u00edvel da paisagem, os edif\u00edcios enquanto elementos concretos do espa\u00e7o geogr\u00e1fico e a evolu\u00e7\u00e3o de suas alturas. Assim, a an\u00e1lise do componente n\u00e3o vis\u00edvel da paisagem, a rela\u00e7\u00e3o dos agentes sociais que participaram de sua transforma\u00e7\u00e3o e que se vinculam \u00e0s demandas de moradores permanentes e ocasionais, \u00e9 abordada apenas de forma explorat\u00f3ria nesta disserta\u00e7\u00e3o.<\/span><\/p>\n

\nThe transformations in the urban landscape are understood in this work as a temporal process which arises from changes in the interactions between two components, one invisible (movements responsible for its transformations and regulations) and another visible (concrete elements of the geographic space), considering that the verticalization is one of the notable aspects of such process. Thus, this work presents the case study of the transformations in the urban landscape in the municipality of Torres, northern coast of the state of Rio Grande do Sul, Brazil, through the analysis of the verticalization process of multi-family buildings and its relation to the city\u2019s urban legislation. The method used involved a chronology of the urban law, which enables the identification of the devices that have the potential to alter the height profile of the city. Four stages guide the analysis, which begins in 1962 and ends in 2017. The First Stage is related to the approval of the Law 728\/1962 (first regulation to establish zonings with urban regimens to be applied); the Second is linked to the Law 2265\/1987 (determination of a maximum height for centain zones in the city and reduction of the corresponding utilization indexes); the Third is related to the Law 2902\/1995 (the city\u2019s first Development Plan); and finally the Fourth Stage is related to the Law 3135\/1997 (first change in the board of the urban regimen of the Development Plan and withdrawal of a maximum height for most zones). Within each stage the active municipal regulation was related to the multi-family buildings resulting of its implementation, using the dates of approval of the respective architectural projects. In this sense, the analysis of the visible component of the landscape was prioritized, that is, the buildings as concrete elements of the geographical space and the evolution of their heights. Thus, the analysis of the invisible component of the landscape, the relation of the social agents who participated in the transformation and are linked to the demands of permanent and occasional residents is approached in a merely exploratory manner in this work.<\/span><\/p>\n

\n<\/span><\/strong>Esta disserta\u00e7\u00e3o analisa uma experi\u00eancia de cooperativa habitacional financiada pelo Programa Minha Casa Minha Vida \u2013 Entidades (PMCMV-E). Diferente da modalidade empresarial, o PMCMV-E estimula a participa\u00e7\u00e3o dos moradores no processo de constru\u00e7\u00e3o de suas casas. A disserta\u00e7\u00e3o, mais do que compreender se a cooperativa alcan\u00e7ou ou n\u00e3o tal prop\u00f3sito participativo, pergunta-se sobre o que marcou a vida desses moradores nesse processo para al\u00e9m do acesso \u00e0 casa pr\u00f3pria. O caso analisado \u00e9 um conjunto de 222 unidades habitacionais t\u00e9rreas, localizado no munic\u00edpio de S\u00e3o Leopoldo, Rio Grande do Sul, constru\u00eddo pela COOTRAHAB \u2013 Cooperativa de Trabalho, Habita\u00e7\u00e3o e Consumo Construindo Cidadania. Trata-se de uma pesquisa qualitativa, de corte etnogr\u00e1fico. No plano metodol\u00f3gico, a investiga\u00e7\u00e3o utilizou t\u00e9cnicas tradicionalmente empregadas nesse tipo de pesquisa, como observa\u00e7\u00e3o participante, question\u00e1rios e entrevistas. A partir destas t\u00e9cnicas, produziram-se di\u00e1rios de campo, dados quantitativos, fotografias e grava\u00e7\u00f5es de \u00e1udio. As descri\u00e7\u00f5es e an\u00e1lises feitas buscam incorporar sobretudo as subjetividades, ou aquilo que normalmente n\u00e3o pode ser medido. Por isso, a exposi\u00e7\u00e3o dos resultado do estudo tomou a forma de narrativa, na qual o que foi captado pela pesquisa de campo \u00e9 interpretado sob a perspectiva etnogr\u00e1fica, buscando contemplar a sensibilidade do pesquisador e sobretudo, do morador.

\nThis dissertation analyzes a cooperative social housing experience financed by the program Minha Casa Minha Vida – Entidades (PMCMV-E). Unlike the modality financed by the business community, the PMCMV-E encourages the participation of the residents in the process of building their homes. The research seeks to investigate whether or not the cooperative has achieved such a participatory purpose and it also wonders about what marked the lives of the residents in this process beyond the access to home ownership. The case study is a set of 222 housing units that is located in the city of S\u00e3o Leopoldo, Rio Grande do Sul. It was built by the cooperative named Cooperativa de Trabalho, Habita\u00e7\u00e3o e Consumo Construindo Cidadania (COOTRAHAB).This is a qualitative and ethnographic research that used, at the methodological level, techniques traditionally employed in this type of research, such as the participant observation and the application of questionnaires and interviews. By the employment of these techniques, field diaries, quantitative data, photographs and audio recordings were produced. With those data in hands, subjective descriptions and analyzes were incorporated in the research work. With that being said, the results of the study took the form of a narrative in which the field research is interpreted from an ethnographic perspective that seeks to contemplate the sensitivity of the researcher and, above all, the resident.<\/span><\/p>\n

Embora o PLANSAB as considere\u00a0 como atendimento adequado para o acesso ao\u00a0 esgotamento\u00a0 sanit\u00e1rio,\u00a0 a\u00a0 Lei\u00a0 \u00e9\u00a0 amb\u00edgua\u00a0 a\u00a0 respeito\u00a0 e o\u00a0 SNIS\u00a0 n\u00e3o\u00a0 as \u00a0contabiliza para o c\u00e1lculo de atendimento dos servi\u00e7os urbanos, n\u00e3o havendo dados oficiais\u00a0 sobre\u00a0 adequa\u00e7\u00e3o dessas \u00a0solu\u00e7\u00f5es, na forma das normas\u00a0 t\u00e9cnicas que as regulamentam, ou regula\u00e7\u00e3o adequada, aceitando:se que a maioria esteja fora dos padr\u00f5es t\u00e9cnicos, verdadeiras solu\u00e7\u00f5es nadequadas de esgotamento sanit\u00e1rio. O presente\u00a0 trabalho,\u00a0 assim, \u00e0\u00a0 luz da bibliografia\u00a0 consultada,\u00a0 da\u00a0 legisla\u00e7\u00e3o e\u00a0 das\u00a0 normas\u00a0 t\u00e9cnicas, procurou \u00a0estabelecer este papel, no contexto\u00a0 da\u00a0 pol\u00edtica\u00a0 de\u00a0 saneamento e na perspectiva de realiza\u00e7\u00e3o do direito fundamental ao saneamento b\u00e1sico, de forma a\u00a0 possibilitar avan\u00e7os na melhoria do acesso ao saneamento b\u00e1sico. A conclus\u00e3o \u00e9 de que solu\u00e7\u00f5es individuais de esgotamento sanit\u00e1rio\u00a0 s\u00f3\u00a0 podem\u00a0 ser\u00a0 compreendidas como sistemas individuais de esgotamento sanit\u00e1rio (NBRs\/ABNT), os quais\u00a0 devem ser\u00a0 bem instalados,\u00a0 operados\u00a0 e\u00a0 geridos,\u00a0 condi\u00e7\u00f5es inarred\u00e1veis para\u00a0 serem adotados\u00a0 como op\u00e7\u00e3o tecnol\u00f3gica\u00a0 para\u00a0 o \u00a0esgotamento\u00a0 sanit\u00e1rio. Abstract:
\n<\/strong>The deficit in the access to sanitary exhaustion affects most Brazilian states, where\u00a0 the\u00a0 scenery is that of heavy use of septic tanks or individual! solutions. Although PLANSAB considers these appropriate for sanitary exhaustion, the Law is\u00a0 ambiguous about it and the SNIS does not take septic tanks into account as urban\u00a0 services, there is no official data on the adequacy of these solutions, be it in the form\u00a0 of\u00a0 technical norms\u00a0 that\u00a0 regulate\u00a0 it or even regulations, being”widely accepted that most of them are below technical standards, configuring inadequate solutions for sanitary exhaustion. Therefore, in the search\u00a0 for universalizing\u00a0 the access\u00a0 to basic\u00a0 sanitation, the current situation \u2013 of large use of” individual solutions \u2013\u00a0 calls to the investigation of”what these solutions are and the role they can play in sanitary policy\u00a0 to contribute do adequate access to sanitary exhaustion services, realizing the fundamental right to basic sanitation. This work, in light of the consulted references, of the law, and of technical norms, aimed at establishing such role in the context of sanitary policy to enable advances in the improvement of access to basic sanitation. The conclusion\u00a0 is that individual solutions for sanitary exhaustion can only be understood as individual sanitary sewage systems (NBRs\/ABNT), which must be properly installed, operated, and managed in order to function as technological options for sanitary exhaustion. Furthermore, one demand for the perspective of realizing the fundamental right to basic sanitation is the efficient management of such systems, determined based on the technical norms, principles, and guidelines of publicpolicy,unswervingcondition for, ifelected,building effective basic sanitation\u00a0 actions that contribute to the universalization of access \u2013 full, adequate, regular access to these services \u2013,charging the public authorities with the duty of protecting, serving, and organizing the procedures for its realization.<\/span><\/p>\n

\nA humanidade enfrenta o desafio do aquecimento global com a ocorr\u00eancia de altera\u00e7\u00f5es no clima e na biodiversidade. A a\u00e7\u00e3o antr\u00f3pica provocando a degrada\u00e7\u00e3o bi\u00f3tica devido ao aumento populacional e da din\u00e2mica econ\u00f4mica ocasiona reflexo no ambiente. A prote\u00e7\u00e3o e recupera\u00e7\u00e3o dos recursos h\u00eddricos s\u00e3o essenciais para enfrentamento deste cen\u00e1rio, devido \u00e0s fun\u00e7\u00f5es ecol\u00f3gicas de \u00e1reas que s\u00e3o habitats de esp\u00e9cies, no qual as zonas \u00famidas possuem import\u00e2ncia econ\u00f4mica, cultural e recreativa, particularmente quando o crescimento urbano exige o desenvolvimento de mecanismos de prote\u00e7\u00e3o dos ambientes naturais. A metodologia trama verde-azul \u00e9 uma ferramenta de gest\u00e3o territorial utilizada para preservar e recuperar corredores de biodiversidade atrav\u00e9s da integra\u00e7\u00e3o de leis, projetos, estudos e pol\u00edticas p\u00fablicas para estabelecer a trama em uma estrat\u00e9gia de abrang\u00eancia nacional, regional e local de prote\u00e7\u00e3o de habitats naturais. Com base nesta leitura inicial, o presente trabalho busca identificar possibilidades de implanta\u00e7\u00e3o de uma trama Verde-Azul, tendo como base estudos te\u00f3ricos j\u00e1 existentes, a legisla\u00e7\u00e3o, levantamentos e dados com base no Arroio Cascata em Porto Alegre. Este poss\u00edvel diagn\u00f3stico multidisciplinar avalia o desafio de estrutura\u00e7\u00e3o de uma metodologia desta ordem, em termos de gest\u00e3o, identificando poss\u00edveis lacunas, no qual a escolha da \u00e1rea de estudo se deu em decorr\u00eancia da variedade de paisagens constitu\u00eddas pelo ambiente natural e bairros urbanizados ao longo da bacia deste Arroio e da exist\u00eancia de estudos emp\u00edricos que subsidiam as an\u00e1lises. O trabalho \u00e9 orientado pelo marco te\u00f3rico da experi\u00eancia francesa a partir de indicadores de qualidade de \u00e1gua, invent\u00e1rios de fauna e flora, legisla\u00e7\u00e3o, pesquisas e pr\u00e1ticas de sustentabilidade ambiental, sendo avaliada a capacidade de gest\u00e3o multidisciplinar, indicando sugest\u00f5es para uma trama verde-azul de acordo com a realidade local. Os resultados apontam que a cidade de Porto Alegre possui capacidade t\u00e9cnica e produ\u00e7\u00e3o cient\u00edfica e apesar da abrang\u00eancia da legisla\u00e7\u00e3o brasileira requer um ordenamento jur\u00eddico como das Leis francesas conhecidas como Grenelle 1 (FRAN\u00c7A, 2009) e 2 (FRAN\u00c7A, 2010) com metas e previs\u00e3o financeira. Tal iniciativa, al\u00e9m de propor a\u00e7\u00f5es com poss\u00edveis efeitos sobre a cidade e seus moradores, organiza metodologicamente levantamentos, dados e estudos de diferentes institui\u00e7\u00f5es dando visibilidade e fun\u00e7\u00e3o social \u00e0s pesquisas j\u00e1 realizadas. A organiza\u00e7\u00e3o destas informa\u00e7\u00f5es apontando a possibilidade de sua utiliza\u00e7\u00e3o multidisciplinar em uma trama Verde-Azul, j\u00e1 se constitui numa justificativa e contribui\u00e7\u00e3o do presente trabalho.<\/span><\/p>\n

Abstract:\u00a0<\/strong><\/span>
\nHumanity faces the challenge of global warming with the occurrence of changes in climate and biodiversity. The anthropic action causing biotic degradation due to population increase and economic dynamics reflects on the environment. Protection and restoration of water resources are essential for combating this scenario, due to the ecological functions of areas which are habitats of species, in which the wetlands have economic, cultural and recreational importance, particularly when urban growth requires the development of mechanisms for the protection of natural environments. The green-blue grid methodology is a territorial management tool used to preserve and restore biodiversity corridors through the integration of laws, projects, studies and public policies to establish the grid as a strategy of national, regional and local coverage for protection of natural habitats. Based on this initial reading, this paper seeks to identify possibilities of implementation of a green-blue grid, based on existing theoretical studies, legislation, surveys and data on Cascata River in Porto Alegre. This potential multidisciplinary diagnosis evaluates the challenge of structuring a methodology of this order, in terms of management, identifying possible gaps, in which the choice of study area occurred as a result of the variety of landscapes formed by natural environment and urbanized neighborhoods along this river basin and the existence of empirical studies that subsidize the analyses. The work is guided by the theoretical landmark of French experience from water quality indicators, inventories of flora and fauna, legislation, research and environmental sustainability practices, being evaluated the ability of multidisciplinary management indicating suggestions for a green-blue grid according to the local reality. The results indicate that the city of Porto Alegre can produce technical and scientific knowledge and despite the scope of the Brazilian legislation it requires a legal system such as the French Grenelle Laws 1 and 2 with goals and financial forecast. Such an initiative, in addition to proposing actions with possible effects on the city and its residents, organizes surveys, data and methodological studies of various institutions giving visibility and social function to the research already carried out. The organization of this information pointing to the possibility of its multidisciplinary use in a blue-green grid justifies the contribution of this work.<\/span><\/p>\n

\nO objetivo deste trabalho \u00e9 analisar a localiza\u00e7\u00e3o dos conjuntos habitacionais Novo Tempo I e II do programa Minha Casa, Minha Vida (MCMV), na cidade de Lajeado, capital regional do Vale do Taquari, Rio Grande do Sul, em rela\u00e7\u00e3o aos equipamentos p\u00fablicos de educa\u00e7\u00e3o, de sa\u00fade e de lazer desta cidade. Partindo dos conceitos de segrega\u00e7\u00e3o s\u00f3cio-espacial, apresentasse um estudo de caso sobre a segrega\u00e7\u00e3o social e espacial em uma cidade de porte m\u00e9dio. Ao todo, 28 pr\u00e9dios comp\u00f5em os conjuntos habitacionais Novo Tempo I e II, contendo 16 apartamentos cada, situados na faixa de renda 1, a mais baixa do programa governamental MCMV. Nessa categoria s\u00e3o acolhidas 498 fam\u00edlias com renda mensal de at\u00e9 R$ 1.600,00. O maior empreendimento social da cidade est\u00e1 situado no lugar de um antigo lix\u00e3o a c\u00e9u aberto, no limite entre os bairros Santo Ant\u00f4nio e Jardim do Cedro. O bairro Santo Ant\u00f4nio, tradicionalmente oper\u00e1rio, localiza-se em uma regi\u00e3o que, desde o in\u00edcio do desenvolvimento da cidade, os moradores sofrem preconceito e estigmatiza\u00e7\u00e3o. O estudo foi realizado a partir de uma revis\u00e3o bibliogr\u00e1fica sobre a segrega\u00e7\u00e3o s\u00f3cio-espacial, dialogando com dados recolhidos em pesquisa de campo, atrav\u00e9s de uma an\u00e1lise da evolu\u00e7\u00e3o espacial geral da cidade, entrevistas e visitas com o m\u00e9todo da observa\u00e7\u00e3o flutuante nos conjuntos habitacionais, e acompanhamento das diversas reuni\u00f5es pr\u00e9-ocupa\u00e7\u00e3o. A hip\u00f3tese levantada \u00e9 de que a localiza\u00e7\u00e3o do conjunto habitacional MCMV na cidade reproduz o processo de periferiza\u00e7\u00e3o da moradia de baixa renda, mantendo assim uma l\u00f3gica segregacionista que caracteriza esse tipo de empreendimento no Brasil. Os resultados parciais apontam para o agravamento da segrega\u00e7\u00e3o s\u00f3cio-espacial da popula\u00e7\u00e3o de mais baixa renda. Os efeitos segregativos parecem ser amenizados por a\u00e7\u00f5es de solidariedade redistributiva e dos servi\u00e7os sociais, entretanto, continua operando a l\u00f3gica da periferiza\u00e7\u00e3o e concentra\u00e7\u00e3o dos pobres em determinados lugares pouco valorizados da cidade. Al\u00e9m disso, no contexto e nas condi\u00e7\u00f5es de vida em que os indiv\u00edduos se encontram, a concess\u00e3o de um bem im\u00f3vel representa uma evidente ascens\u00e3o social celebrada por todos.<\/span><\/p>\n

\nThe objective of this work is to analyze the location of the Novo Tempo I and II social housing complexes in the city of Lajeado, the regional capital of the Vale do Taquari, State of Rio Grande do Sul, in relation to the public facilities of education, health and leisure of the city. Starting from the concepts of socio-spatial segregation, a case study is presented on social and spatial segregation in a medium-sized city. The Novo Tempo I and II housing complexes host 498 families in 28 buildings of 16 apartments each. Directed at the lowest category of the government’s MCMV program, families with a monthly income of up to R$ 1,600.00. The largest social housing complex in the city is situated in the place of an old open-air dump, between the neighborhoods of Santo Ant\u00f4nio and Jardim do Cedro. Santo Ant\u00f4nio, a traditionally working-class neighborhood, is located in a region that, since the beginning of the development of the city, residents suffer from prejudice and stigmatization. The study was carried out based on a bibliographical review on socio-spatial segregation, dialoguing with data gathered in the field research through the analysis of the general spatial evolution of the city, interviews and visits to the housing complexes based on the \u201cfloating observation\u201d method, as well as following up the various pre-occupation meetings. The hypothesis raised is that the location of the MCMV housing complex in the city reproduces the process of peripherization of low-income housing, thus maintaining a segregationist logic that characterizes this type of enterprise in Brazil. The partial results point to the worsening of the socio-spatial segregation of the lower income population. The segregative effects seem to be softened by actions of redistributive solidarity and of the social services; however, the logic of the peripheralization and concentration of the poor in less valued parts of the city continues to operate. Moreover, in the context and in the conditions of life of the individuals, the concession of a property represents an evident social ascent celebrated by all.<\/span><\/p>\n

\n<\/span>\u00a0O tema desta pesquisa \u00e9 a atribui\u00e7\u00e3o de valor no campo do Patrim\u00f4nio Cultural e o S\u00edtio Alagadi\u00e7o Novo, em Fortaleza, Cear\u00e1, \u00e9 seu objeto de estudo. O S\u00edtio Alagadi\u00e7o foi o local de nascimento do romancista Jos\u00e9 de Alencar e teve suas terras remanescentes tombadas em 2012 pelo Instituto do Patrim\u00f4nio Hist\u00f3rico Nacional (IPHAN). Propriedade da Universidade Federal do Cear\u00e1 (UFC) desde 1965, o lugar abriga a institui\u00e7\u00e3o Casa de Jos\u00e9 de Alencar (CJA), \u00f3rg\u00e3o subordinado diretamente \u00e0 Reitoria da UFC. A CJA \u00e9, inclusive, a denomina\u00e7\u00e3o por que o S\u00edtio \u00e9 mais comumente conhecido pela comunidade fortalezense hoje. Isso posto, a quest\u00e3o de pesquisa da disserta\u00e7\u00e3o \u00e9: O que legitimou o tombamento do S\u00edtio Alagadi\u00e7o Novo? A fim de responder tal pergunta primeiro levantou-se a historiografia do S\u00edtio em ordem com a hist\u00f3ria dos Alencar e com a evolu\u00e7\u00e3o urbana de Fortaleza. Foram estipuladas tr\u00eas fases que correspondem aos ciclos econ\u00f4micos da cidade, bem como coincidem com os ciclos em que (I) o S\u00edtio Alagadi\u00e7o Novo n\u00e3o existia como tal (1700-1810); (II) em que os Alencar viveram no lugar (1810-1930) e (III) ao ciclo p\u00f3s-Alencar (1930-2018). A interpreta\u00e7\u00e3o desse recorte historiogr\u00e1fico foi feita por meio do uso dos conceitos de Valor e Imagin\u00e1rio que serviram \u00e0 prova\u00e7\u00e3o da hip\u00f3tese de que o tombamento do S\u00edtio, em sua g\u00eanese, deveu-se \u00e0 introje\u00e7\u00e3o de um imagin\u00e1rio em torno da figura do escritor Jos\u00e9 de Alencar transformado em her\u00f3i local no in\u00edcio do s\u00e9culo XX.<\/span><\/p>\n

Abstract:
\n<\/strong><\/span>This research explores the value attribution in the field of Cultural Heritage and the S\u00edtio Alagadi\u00e7o Novo, in Fortaleza, Cear\u00e1, is the object of the study. The S\u00edtio Alagadi\u00e7o was the birthplace of the novelist Jos\u00e9 de Alencar and had its remaining lands listed in 2012 by the National Historical Heritage Institute (IPHAN). Property of the Federal University of Cear\u00e1 (UFC) since 1965, the place houses the institution Casa de Jos\u00e9 de Alencar (CJA), a subordinate body of the UFC\u2019s Board. The CJA is even the denomination by which the site is most commonly known by the community of Fortaleza nowadays. With that being said, the research question of this dissertation is: What values did legitimize the heritage listing of S\u00edtio Alagadi\u00e7o Novo? In order to answer such a question, the historiography of the Site was elaborated in parallel with the history of the Alencar family and the urban evolution of Fortaleza. Three phases were stipulated corresponding to the economic cycles of the city as well as coincide with the cycles in which (I) the S\u00edtio Alagadi\u00e7o Novo did not exist as such (1700-1810); (II) in which the Alencar family lived in the place (1810-1930) and (III) the Post-Alencar cycle (1930-2018). The interpretation of this historiographic clipping was made through the use of the concepts of Value and Imaginary that served to test the following hypothesis: the listing of the Site, in its genesis, was due to the introjection of an imaginary around the figure of Jos\u00e9 de Alencar, whom was transformed into a local hero in the early 20th century.<\/span><\/p>\n

\nA Trama Verde e Azul integra as redes azuis (recursos aqu\u00edferos) e redes verdes (ecossistemas) e pode ser desenvolvida desde a escala local at\u00e9 a continental. Ainda pouco explorada no Brasil, a Trama Verde e Azul trata-se de uma abordagem sist\u00eamica, abrangente e transdisciplinar, composta pelas dimens\u00f5es f\u00edsico-ambiental, sociocultural, seguridade s\u00f3cio-ambiental e mobilidade, com consequente desenvolvimento e resili\u00eancia do territ\u00f3rio. A Trama Verde e Azul \u00e9 uma alternativa \u00e0s decis\u00f5es tradicionais de planejamento sobre as redes de infraestrutura cinza, tais como: vias pavimentadas, redes de esgotamento pluvial e cloacal e drenagem. Em \u00e1reas de ocupa\u00e7\u00e3o vulner\u00e1vel, permite que o meio natural seja recuperado das a\u00e7\u00f5es antr\u00f3picas de forma mais r\u00e1pida e efetiva, associado a usos sociais, culturais e recreativos. Assim, este estudo apresenta a Trama Verde Azul como ferramenta estruturadora para o planejamento da paisagem e amplia\u00e7\u00e3o do potencial resiliente do meio urbano. Para tanto, o trabalho objetiva a elabora\u00e7\u00e3o de um framework (estrutura de trabalho) para aplica\u00e7\u00e3o das estrat\u00e9gias de projetos de infraestrutura associadas \u00e0 Trama Verde e Azul levando-se em conta os recursos do meio ambiente. Como teste da ferramenta proposta, foi elaborado um Caso de Estudo, cujo objeto emp\u00edrico \u00e9 o Campus do Vale da UFRGS. O Campus do Vale localiza-se no extremo leste do Munic\u00edpio de Porto Alegre, com zona de ocupa\u00e7\u00f5es regulares, irregulares e \u00c1reas de Prote\u00e7\u00e3o Permanentes, dentro e fora de sua gleba. A pesquisa adotou, ent\u00e3o, como proposta metodol\u00f3gica a conceitua\u00e7\u00e3o te\u00f3rica da TVA, seguida do levantamento f\u00edsico da paisagem do Campus em dois cen\u00e1rios: meio antropizado e meio natural. De forma concomitante, aplicaram-se entrevistas com grupos focados de especialistas na \u00e1rea ambiental com intuito de elencar as estrat\u00e9gias associadas \u00e0 TVA relevantes para minimiza\u00e7\u00e3o do consumo de recursos do meio urbano. Como resultado, listam-se, ap\u00f3s cruzamento de dados e pondera\u00e7\u00f5es, a poss\u00edvel Trama para o caso de estudo. O trabalho prop\u00f5e, por fim, o framework para auxiliar em tomadas de decis\u00f5es (tradeoffs) em projetos de infraestrutura urbana com enfoque na TVA, com possibilidades de aplica\u00e7\u00f5es em diferentes ambientes e escalas.<\/span><\/p>\n

Abstract:\u00a0<\/span><\/strong>
\nThe Green and Blue Grid integrate blue (aquifer resources) and green (ecosystems) networks and can be developed from the local to the continental scales. Still little explored in Brazil, the Green and Blue Grid is a systemic, comprehensive and transdisciplinary approach composed of the physical-environmental and socio-cultural dimensions, socio-environmental security, and mobility with consequent development and resilience of the territory. The Green and Blue Grid is an alternative to traditional planning decisions on gray infrastructure networks such as: paved roads, sewer and storm drainage networks, and drainage. In areas of vulnerable occupation, it allows the natural environment to be recovered from human actions more quickly and effectively, associated with social, cultural, and recreational uses. Thus, this study presents the Green and Blue Grid as a structuring tool for landscape planning and magnification of the resilient potential of the urban environment. Therefore, the objective of this work is the elaboration of a framework for the application of the strategies of infrastructure projects associated with the Green and Blue Grid considering the resources of the environment. As a test of the proposed tool, a Case Study was elaborated whose empirical object is the Campus do Vale of the Universidade Federal do Rio Grande do Sul. The Campus do Vale is located in the far east of the Municipality of Porto Alegre, with regular occupants, irregular areas and Permanent Protective Areas, inside and outside its grounds. The research then adopted as a methodological proposal the theoretical conception of Green and Blue Grid, followed by the physical survey of the landscape of the Campus in two scenarios: anthropized and natural environment. At the same time, interviews with specific groups of environmental experts were applied with the purpose of listing the strategies associated with Green and Blue Grid that are relevant to minimizing the consumption of urban resources. As a result, we list, after crossing data and ponderations, the possible Green and Blue Grid for the case study. Finally, the work proposes the framework to assist in the tradeoffs in urban infrastructure projects with a focus on Green and Blue Grid, with possibilities of applications in different environments and scales.<\/span><\/p>\n

\n<\/span>O monitoramento de uso permite gerar informa\u00e7\u00f5es relevantes para auxiliar no processo de gest\u00e3o de parques urbanos. Considerando as limita\u00e7\u00f5es no contexto brasileiro, esta pesquisa teve como objetivo fazer uma an\u00e1lise cr\u00edtica de procedimentos com potencial de serem utilizados para monitoramento de uso de parques urbanos. Complementarmente, a pesquisa buscou identificar informa\u00e7\u00f5es de uso que podem ser geradas a partir dos procedimentos utilizados e suas poss\u00edveis contribui\u00e7\u00f5es no trabalho de gest\u00e3o. Para organiza\u00e7\u00e3o e apresenta\u00e7\u00e3o das informa\u00e7\u00f5es geradas, buscou-se utilizar agrupamentos de conte\u00fado com \u00eanfase para elementos gr\u00e1ficos. Para realiza\u00e7\u00e3o da pesquisa, foi desenvolvido um estudo de caso do Parque Marinha do Brasil e seu contexto de gest\u00e3o, em Porto Alegre \u2013 RS. O m\u00e9todo da pesquisa foi dividido em quatro etapas. Inicialmente ocorreu a revis\u00e3o de literatura e a aproxima\u00e7\u00e3o do objeto de estudo. Nas etapas seguintes ocorreram a captura e o processamento dos dados. Abstract
\n<\/strong><\/span>Use monitoring allows generating relevant information to support urban parks\u2019 management process. Considering limitations in Brazilian context, the objective of the research was to analyze critically a group of potential procedures to be used to urban parks\u2019 use monitoring. In addition, the research aimed to identify use information that can be generated from these procedures and its possible contributions in management process. Grouping of information with emphasis on graphic elements were used to organize and present information. A case study of Marinha do Brasil Park and its management context in Porto Alegre\/RS was developed. The research method was divided in four steps. Initially, a literature review and a close contact with the study object were performed. In the following stages data capture and processing occurred. The last step covered discussion and reflection about the procedures used and the resulting information that occurred with cooperation of a group of technicians from the Municipal Secretariat for the Environment and Sustainability (SMAMS), which is the management organization of urban parks of Porto Alegre. The main contributions of the research involves evaluation and selection of procedures to data capture and processing that can be used to urban parks\u2019 use monitoring, identification of data to enable generating use information, identification of use information that can be generated from the selected procedures, identification of possible contributions of use information in management process, and evaluation of tools for organizing and presenting information.<\/span><\/p>\n

\n<\/span>Esta pesquisa examina e compara os n\u00edveis de satisfa\u00e7\u00e3o e prefer\u00eancia est\u00e9tica de espa\u00e7os abertos p\u00fablicos delimitados por interfaces t\u00e9rreas com diferentes taxas de conex\u00e3o visual, diferentes posi\u00e7\u00f5es da interface em rela\u00e7\u00e3o \u00e0 cal\u00e7ada, e diferentes posi\u00e7\u00f5es das edifica\u00e7\u00f5es em rela\u00e7\u00e3o \u00e0s edifica\u00e7\u00f5es adjacentes. Tamb\u00e9m \u00e9 objetivo avaliar o impacto das diferentes taxas de conex\u00e3o visual e f\u00edsica, dos diferentes usos dos recuos frontais, dos tipos de usos nos pavimentos t\u00e9rreos e da configura\u00e7\u00e3o espacial no uso dos espa\u00e7os abertos p\u00fablicos. Adicionalmente, as taxas de conex\u00e3o visual e f\u00edsica, os diferentes tipos de elementos que configuram a interfaces e os diferentes usos nos pavimentos t\u00e9rreos tamb\u00e9m s\u00e3o avaliados quanto \u00e0 percep\u00e7\u00e3o de seguran\u00e7a urbana e ocorr\u00eancia de crimes. Para tanto, foram selecionadas seis quadras na cidade de Caxias do Sul e divididas em tr\u00eas grupos, conforme o predom\u00ednio das seguintes caracter\u00edsticas: altas taxas de conex\u00e3o visual (acima de 66% de permeabilidade) e f\u00edsica (acima de 10 portas\/100m de rua); taxas m\u00e9dias de conex\u00e3o visual (entre 33% e 66% de permeabilidade) e f\u00edsica (entre 6 e 10 portas\/100m de rua); e baixas taxas de conex\u00e3o visual (entre 0% de 33% de permeabilidade) e f\u00edsica (entre 0 e 5 portas\/100m de rua). Tais quadras foram avaliadas por moradores e trabalhadores dessas quadras quanto \u00e0 est\u00e9tica, ao uso e a seguran\u00e7a urbana. Ainda, v\u00eddeos de percursos urbanos delimitados por interfaces t\u00e9rreas com distintos atributos, de acordo com cada objetivo, foram avaliados no tocante a est\u00e9tica e a percep\u00e7\u00e3o de seguran\u00e7a urbana, por um grupo de arquitetos e outros de n\u00e3o arquitetos com curso universit\u00e1rio. Os dados foram coletados atrav\u00e9s de m\u00faltiplos m\u00e9todos utilizados na \u00e1rea de estudos Ambiente e Comportamento, tais como: contagens de movimento, observa\u00e7\u00f5es de comportamento, question\u00e1rios e entrevistas. A an\u00e1lise dos dados quantitativos foi realizada atrav\u00e9s de testes estat\u00edsticos n\u00e3o param\u00e9tricos. Os dados de natureza qualitativa foram analisados atrav\u00e9s de frequ\u00eancia, conte\u00fado e import\u00e2ncia dos pontos mencionados pelos entrevistados nas quadras selecionadas. Os resultados revelam que os impactos est\u00e9ticos positivos das interfaces t\u00e9rreas est\u00e3o relacionados com taxas de permeabilidade visual acima de 66%. Ainda, altas taxas de conex\u00e3o f\u00edsica e visual associadas a usos nos pavimentos t\u00e9rreos conectados com o movimento das cal\u00e7adas t\u00eam impacto positivo no uso dos espa\u00e7os abertos p\u00fablicos, principalmente em rela\u00e7\u00e3o \u00e0s atividades estacion\u00e1rias. Os resultados tamb\u00e9m mostram que a percep\u00e7\u00e3o de seguran\u00e7a urbana \u00e9 influenciada positivamente por interfaces t\u00e9rreas caracterizadas por taxas de conex\u00e3o visual acima de 66% e funcional acima de 10 portas\/100m de rua. Assim, espera-se que os resultados obtidos no tocante \u00e0s interfaces t\u00e9rreas possam contribuir para a tomada de decis\u00f5es de profissionais envolvidos com a forma urbana e na elabora\u00e7\u00e3o de legisla\u00e7\u00f5es urban\u00edsticas que qualificam a est\u00e9tica urbana e contribuam para o uso e seguran\u00e7a dos espa\u00e7os abertos p\u00fablicos.<\/span><\/p>\n

Abstract:
\n<\/strong><\/span>This research examines and compares satisfaction levels and aesthetic preference of public open spaces bounded by ground interfaces with different visual connection rates, different interface positions relating to the sidewalks, and different building positions relating to the adjacent buildings. It also aims to evaluate the different impacts of visual and physical connection rates, of the different uses of setbacks, of ground floor uses and spatial configuration on use of public open spaces. In addition, visual and physical connection rates, different types of elements that configure interfaces and ground floors different uses are also evaluated in terms of perception of security and crimes incidence. Therefore, six blocks in the city of Caxias do Sul were selected and divided into three groups, according to the following features predominance: high rates of visual (above 66% of permeability) and physical connection (over 10 doors \/ 100m of street); average rates of visual (between 33% and 66% of permeability) and physical connection (between 6 and 10 doors \/ 100m of street); and low rates of visual (between 0% of 33% of permeability) and physical connection (between 0 and 5 doors \/ 100m of street). These blocks were evaluated by residents and workers of these blocks regarding their aesthetics, use and urban safety. Moreover, videos representing urban paths delimited by ground interfaces with different features, according to each objective, were evaluated regarding its aesthetic and safety perception, by a group of architects and a group of nonarchitects college graduates. Data were collected through multiple methods of the Environment and Behaviour studies area, such as: movement count, behavior observations, questionnaires and interviews. The analysis of the quantitative data was performed through non-parametric statistical tests. Data of a qualitative nature were analyzed through frequency test, content and importance of the topics mentioned by the interviewees in each block. The results show that ground interfaces aesthetic positive impacts are related to visual permeability rates above 66%. Also, physical and visual connection high rates associated to ground floor use connected to sidewalks movement have a positive impact on public open spaces use, mostly relating to stationary activities. Results also reveal that urban security perception is positively influenced by ground floor interfaces characterized by visual connection rates above 66% and functional connection rates over 10 doors \/ 100m of street. Therefore, it is expected that the results obtained regarding the ground interfaces may contribute to the decision-making of professionals involved with urban form and the elaboration of urban legislation which qualify urban aesthetics and contribute to public open spaces use and safety.<\/span><\/p>\n

\n<\/span>A presente pesquisa tem como finalidade refletir sobre os conflitos territoriais travados nos espa\u00e7os p\u00fablicos contempor\u00e2neos a partir do conceito de \u00abmicroterritorialidade\u00bb, advindo da \u00e1rea de estudo da Geografia. Tal conceito tem sido empregado nos estudos sobre a\u00e7\u00f5es e comportamentos cotidianos de atores e grupos sociais que, com a inten\u00e7\u00e3o de se apropriar, dominar ou controlar pequenas por\u00e7\u00f5es do espa\u00e7o urbano, questionam e desestabilizam a pretensa homogeneidade do espa\u00e7o social preconizada pelos discursos hegem\u00f4nicos que tentam tornar opacas as contradi\u00e7\u00f5es da sociedade nos espa\u00e7os p\u00fablicos. Essas a\u00e7\u00f5es e comportamentos criam campos de tens\u00f5es e contradi\u00e7\u00f5es entre a ordem e o caos, a disciplina e a subvers\u00e3o, a mudan\u00e7a e a perman\u00eancia. A presente pesquisa se prop\u00f4s a explicitar e analisar o campo de tens\u00e3o estabelecido entre as principais microterritorialidades exercidas no Brique da Reden\u00e7\u00e3o e seu entorno. Este espa\u00e7o p\u00fablico est\u00e1 normalmente associado a ideias de diversidade e democracia, que se desdobram em narrativas de um espa\u00e7o de conviv\u00eancia profunda e pac\u00edfica entre as diferen\u00e7as. Entretanto, os conflitos territoriais neste espa\u00e7o p\u00fablico s\u00e3o travados desde a sua constitui\u00e7\u00e3o, h\u00e1 40 anos, e seguem at\u00e9 os dias atuais, a partir da manuten\u00e7\u00e3o de pequenos territ\u00f3rios definidos n\u00e3o apenas por limites f\u00edsicos, mas tamb\u00e9m \u2013 e principalmente \u2013 por limites simb\u00f3licos, que ora dominam, ora resistem, ora tensionam, ora s\u00e3o tensionados. A pesquisa desdobrou-se em quatro etapas e teve como foco de estudo tr\u00eas dos diversos grupos presentes nesse espa\u00e7o: os Expositores do Brique da Reden\u00e7\u00e3o, os Expositores Ind\u00edgenas e os Ambulantes. Somado a esses grupos tamb\u00e9m foram analisadas as significa\u00e7\u00f5es produzidas pelos frequentadores do Brique da Reden\u00e7\u00e3o. Abstract:
\n<\/strong><\/span>This research aims to reflect about the territorial conflicts in contemporary public spaces from the concept of “microterritoriality”, derived from the field of study of Geography. This concept has been used in the studies about actions and daily behaviors of actors and social groups that, with the intention of appropriating, dominating or controlling small portions of urban space, question and destabilize the assumed homogeneity of the social space advocated by the hegemonic discourses that try to blur the contradictions of society in public spaces. These actions and behaviors create fields of tensions and contradictions between order and chaos, discipline and subversion, change and permanence. The present research proposes to clarify and analyze the field of tension established between the main microterritorialities exercised in Brique da Reden\u00e7\u00e3o and its surroundings. This public space is usually associated with ideas of diversity and democracy, which unfold in narratives of a space of deep and peaceful coexistence between differences. However, territorial conflicts in this public space have been fought since its creation 40 years ago and continue to the present day, from the maintenance of small territories defined not only by physical limits but also – and especially – by symbolic ones, which sometimes dominate, sometimes resist, sometimes stress, sometimes are stressed. The research was carried out in four stages and focused on three of the different groups present in this space: the Exhibitors of Brique da Reden\u00e7\u00e3o, the Indigenous Exhibitors and the Street Vendors. Added to these groups were also analyzed the meanings produced by the visitors of the Brique da Reden\u00e7\u00e3o. It is expected that the research can contribute to the theoretical construction on “microterritoriality”, when analyzing the constitution and the efforts employed for the maintenance of these small territories, as well as to instigate thoughts about the necessary character of the conflicts in the construction of public spaces called democratic, as an alternative to the ‘ideal’ public space as a pacified space.<\/span><\/p>\n

Resumo<\/strong>:
\n<\/span>Inspirada na arte de fazer situacionista, por caminhos derivantes esta disserta\u00e7\u00e3o pretende acompanhar atrav\u00e9s de uma cartografia deambulante, os conflitos entre os vendedores ambulantes e o Estado, que tomam espa\u00e7o no centro de Porto Alegre. Uma verdadeira guerra travada no cotidiano: de um lado, os ambulantes que taticamente, desde a conforma\u00e7\u00e3o da cidade at\u00e9 hoje, montam e desmontam uma cidade ambulante por entre a s\u00f3lida e robusta arquitetura urbana \u2013 aqui cartografados atrav\u00e9s da constru\u00e7\u00e3o de mapas, enquanto: MaPopula\u00e7\u00e3o, MapArquitetura e MapA\u00e7\u00e3o; e de outro lado, as for\u00e7as do Estado, que atuam estrategicamente no combate \u00e0 cidade ambulante \u2013 aqui cartografados como: legisla\u00e7\u00e3o, Secretaria Municipal de Desenvolvimento Econ\u00f4mico e Movimento Legalidade, enquanto pol\u00edtica p\u00fablica. Encaremos historicamente os processos urbanos que atingiram os sujeitos vulner\u00e1veis na conforma\u00e7\u00e3o das cidades, para acompanharmos as subjetividades que circunscrevem os ambulantes enquanto coletividade no cotidiano do Centro Hist\u00f3rico – que astutamente escapam \u00e0s pol\u00edticas espaciais impostas pelo Capitalismo atrav\u00e9s do Estado.<\/span><\/p>\n

Abstract:
\n<\/strong><\/span>Inspired by the situacionist\u2019 art of making, by derivative footpaths this dissertation intends to follow, through an itinerant cartography, the conflicts between the street vendors and the State, that take place in Porto Alegre\u2019s city center. A real war in the everyday life: on one side, the street vendors that tactically, from the conformation of the city until now, every day assemble and dismantle an itinerant city through the solid and robust urban architecture – here mapped through the construction of maps, while: MaPopulation, MapArchitecture and MapAction; on the other side, the forces of the State, which act strategically in the fight against this itinerant city that the streets venders build – mapped here as: legislation, municipal secretariat of economic development and legality movement as public policy. We will realize in the historical background of the urbanization processes that affected the vulnerable individuals in the conformation of the cities, in order to follow the subjectivities that circumscribe the street vendors as a collectivity in the daily life of the Historical Center – that astutely escapes from the spaces\u2019 politics imposed by Capitalism through the State.<\/span><\/p>\n

\n<\/span>A a\u00e7\u00e3o que se desenha \u00e9 oriunda das pr\u00e1ticas art\u00edsticas realizadas por Leandro Machado e Ricardo Moreno em periferias de Porto Alegre; trata-se de processos art\u00edsticos em a\u00e7\u00e3o como modos de fazer cidade. Com m\u00e9todo, inspirado na cartografia da a\u00e7\u00e3o de Ana Clara Torres Ribeiro, complementado por t\u00e9cnicas de pesquisa participativas, foi poss\u00edvel compor uma carta de navega\u00e7\u00e3o a partir da experi\u00eancia dos artistas e dos encontros decorrentes disso, uma produ\u00e7\u00e3o do espa\u00e7o em forma de bricolagem, que intercala narrativas, sejam elas imag\u00e9ticas ou textuais, relatos de caminhada, relatos testemunhos de uma instala\u00e7\u00e3o art\u00edstica, seus usos, modos de fazer, poesia, saberes locais articulados e arte participativa com a comunidade. S\u00e3o a\u00e7\u00f5es que promovem visibilidades para esses espa\u00e7os aos que Milton Santos atribui o conceito de opaco e para os homens lentos, possibilitando um compartilhamento est\u00e9tico e pol\u00edtico \u2013 o que Jacques Ranciere chama de partilha do sens\u00edvel. Isto \u00e9 poss\u00edvel porque as a\u00e7\u00f5es s\u00e3o identificadas pelo que Michel de Certeau considera t\u00e1tica, s\u00e3o gambiarras que justificam os desejos de transforma\u00e7\u00e3o desses espa\u00e7os, conforme define Thais Portela, contrapontos \u00e0s hegemonias de poder pol\u00edticas e espaciais. A descri\u00e7\u00e3o dos modos de fazer dessas pr\u00e1ticas art\u00edsticas \u00e9 fundamental para uma compreens\u00e3o mais ampla acerca da cidade, por privilegiar experi\u00eancias do cotidiano que tamb\u00e9m contribuem para pensar a extens\u00e3o universit\u00e1ria e a interlocu\u00e7\u00e3o entre diferentes agentes sociais e pesquisadores; essas s\u00e3o pr\u00e1ticas sociais que podem ser pensadas tamb\u00e9m como uma ferramenta para o planejamento, gest\u00e3o e constru\u00e7\u00e3o de pol\u00edticas p\u00fablicas urbanas, culturais e educativas.<\/span><\/p>\n

Abstract:
\n<\/strong><\/span>The actions herein outlined come from the artistic practices undertaken by Leandro Machado and Ricardo Moreno in the peripheral neighborhoods of Porto Alegre; the study approaches artistic processes in action as ways of making a city. The method is inspired by Ana Clara Torres Ribeiro\u2019s cartography of action and it is complemented with participatory research techniques, which made possible the composing of a navigation chart from the experiences of the artists and the encounters arising from that in a production of space by means of bricolage, alternating images and textual narratives with reports of long walks, testimonies of artistic installations and its uses, ways of doing, and poetry, articulating local knowledges and community participatory art. These actions promote visibilities for these spaces, to which Milton Santos attributes the concept of opacity, and for slow men, making way for an aesthetic and political sharing \u2013 that Jacques Ranci\u00e8re defined as the distribution of the sensible. This is possible because the actions are identified with what Michel de Certeau considers tactics, workarounds that justify the desire for transformation of these spaces, as defined by Thais Portela, counterposed to the political and spatial power hegemonies. The description of the ways of doing of these artistic practices is fundamental for a wider comprehension of the city, because it privileges day-to-day experiences that also contribute to the thinking of the actual extension of the University and the interlocution of different social agents and researchers; these are social practices that can also be thought of as tools for the planning, management, and construction of educational and cultural urban public policies.<\/span><\/p>\n

\n<\/span>A falta de qualidade das obras p\u00fablicas no Brasil povoa os notici\u00e1rios di\u00e1rios. Os exemplos s\u00e3o abundantes, atribu\u00eddos a contratos mal elaborados, falhas graves nos projetos ou mesmo \u00e0 aus\u00eancia desses, licita\u00e7\u00f5es frustradas, obras interrompidas e superfaturadas, desvios de recursos e corrup\u00e7\u00e3o. Tentar compreender melhor essa situa\u00e7\u00e3o \u00e9 a motiva\u00e7\u00e3o desta disserta\u00e7\u00e3o, que discorre sobre a contrata\u00e7\u00e3o p\u00fablica de projetos de edifica\u00e7\u00f5es e, para isso, estuda o projeto e sua encomenda. A licita\u00e7\u00e3o \u00e9 um procedimento obrigat\u00f3rio para a celebra\u00e7\u00e3o de qualquer contrato p\u00fablico. Entre outros requisitos, a lei de licita\u00e7\u00f5es exige que a proposta seja a \u201cmais vantajosa\u201d para a administra\u00e7\u00e3o, algo que tem levado \u00e0 ado\u00e7\u00e3o indiscriminada do crit\u00e9rio do \u201cmenor pre\u00e7o\u201d, sendo incoerente com a doutrina jur\u00eddica e contrariando as pesquisas cient\u00edficas, que consideram o projeto relevante para a qualidade final da obra. O problema de pesquisa questiona exatamente por que a Administra\u00e7\u00e3o P\u00fablica tem contratado por menor pre\u00e7o um servi\u00e7o que deveria ser contratado por crit\u00e9rios t\u00e9cnicos e de qualidade? O objetivo da disserta\u00e7\u00e3o \u00e9 propor uma explica\u00e7\u00e3o para essa situa\u00e7\u00e3o a partir de revis\u00e3o bibliogr\u00e1fica, an\u00e1lise da legisla\u00e7\u00e3o, realiza\u00e7\u00e3o de pesquisa documental com editais de licita\u00e7\u00e3o, aplica\u00e7\u00e3o de question\u00e1rios de opini\u00e3o com arquitetos e outros atores, al\u00e9m de entrevista direta com o autor da lei de licita\u00e7\u00f5es. Finalmente, o trabalho comprova a relev\u00e2ncia do projeto, mas tamb\u00e9m desvenda sua irrelev\u00e2ncia identificando que o menor pre\u00e7o n\u00e3o \u00e9 o \u00fanico problema e, mesmo que \u201ctodos\u201d afirmem ser contra o menor pre\u00e7o, o povo segue pagando caro por projetos baratos.<\/span><\/p>\n

Abstract:
\n<\/strong><\/span>The qualityless of public works in Brazil is currently in the daily news. Examples of it are plentiful, attributed to poorly drafted contracts, serious failures or even absence of projects, frustrated bids, discontinued and overpriced works, waste of resources and corruption. The motivation of this dissertation is trying to better understand this situation, which focuses on the public contracting of building projects and, for this, studies the project itself and its order. Bidding is a mandatory procedure for obtaining any public contract. Among other requirements, the bidding law requires that the proposal be the “most advantageous” for the administration, which ledded to the indiscriminate adoption of the “lowest price” criteria, incoerent with the juridical doctrine and opposite to scientific research, which consider the project relevant to the final quality of the building work. The research problem questions why the Public Administration has contracted for a lower price a service that should be contracted by technical and quality criteria? The objective of the dissertation is to propose an explanation for this situation from a bibliographical review, an analysis of the legislation, a documental research on bid\u2019s documents, an opinion questionaries applying to architects and other actors, as well as direct interview with the author of the bidding law. Finally, the research proves the relevance of the project, but also reveals its irrelevance by identifying that the lowest price is not the only problem, and even if “everyone” claims to be against the lowest price, people continue to pay expensive for cheap projects.<\/span><\/p>\n

\n<\/span>Este trabalho parte de uma reflex\u00e3o acerca da no\u00e7\u00e3o de espa\u00e7o p\u00fablico a fim de debater, em dois n\u00edveis, tal conceito. Em uma primeira problematiza\u00e7\u00e3o, buscaremos evidenciar a dimens\u00e3o de g\u00eanero presente na acep\u00e7\u00e3o dominante de espa\u00e7o p\u00fablico ao questionar os par\u00e2metros hist\u00f3ricos de constitui\u00e7\u00e3o da dicotomia p\u00fablico-privada como uma tecnologia de produ\u00e7\u00e3o de espa\u00e7os generificados tradicionalmente cindida entre homens-p\u00fablicos e mulheres-privadas. A discuss\u00e3o sobre a instaura\u00e7\u00e3o destas esferas separadas \u00e9 tratada \u00e0 luz da hist\u00f3ria, geografia e teoria feminista, bem como dos recentes estudos que associam as teorias de g\u00eanero a reflex\u00f5es do campo da arquitetura e urbanismo. Em um segundo n\u00edvel de argumenta\u00e7\u00e3o, buscaremos vislumbrar de que maneira um modelo agon\u00edstico de democracia, preconizado por Chantal Mouffe (2013) pode ser posto em marcha a partir de pr\u00e1ticas art\u00edsticas cr\u00edticas que evidenciam o car\u00e1ter sempre dissensual e disputado do espa\u00e7o p\u00fablico. Ao consider\u00e1-lo enquanto l\u00f3cus de disputas, a arte cr\u00edtica (MOUFFE, 2013; RANCI\u00c8RE, 2012) produzida em espa\u00e7os urbanos por artistas feministas desponta como possibilidade de produ\u00e7\u00e3o de dissensos (RANCI\u00c8RE, 1996) que tornam vis\u00edveis os limites da no\u00e7\u00e3o hegem\u00f4nica e consensual pressuposta nos termos de espa\u00e7o p\u00fablico. A partir de imagens produzidas em performances realizadas em diferentes espa\u00e7os p\u00fablicos, apresentamos quatro montagens de imagens de quatro artistas visuais como modo de tramar rela\u00e7\u00f5es visuais e te\u00f3ricas que emergem da contesta\u00e7\u00e3o p\u00fablica destas a\u00e7\u00f5es. Abstract:
\n<\/strong><\/span>This work starts from a reflection about the notion of public space in order to discuss it, at two levels. In a first level, we seek to highlight the gender dimension within the dominant common sense of public space by questioning the historical parameters of constitution of the public-private dichotomy as a technology producing gendered spaces, traditionally divided between public men and private women. The establishment of these separate spheres is approached in the light of feminist history, geography, and theory, as well as recent studies that associate gender theories within the architecture and urbanism fields. In a second level of argumentation, we seek to see how an agonistic model of democracy, advocated by Chantal Mouffe (2013), can be set off from critical artistic practices that evidence the ever dissensual and disputed character of public space. In considering it as a locus of disputes, the critical art (MOUFFE, 2013; RANCI\u00c8RE, 2012) produced in urban spaces by feminist artists emerges as a possibility of dissent production (RANCI\u00c8RE, 1996) that makes visible the limits of the hegemonic and consensual notion assumption in the hegemonic terms of public space. Starting from images produced in artistic performances performed in different public spaces, we present four montages of images of four visual artists as a way of plotting visual and theoretical relations that emerge from the public contestation of these actions. The assemblies are analyzed in the light of the concepts of agonistic artistic practices (MOUFFE, 2013), dissent (RANCI\u00c8RE, 1996) and the distribution of the sensible (RANCI\u00c8RE, 2009)\u00a0<\/span><\/p>\n

\n<\/span>A disserta\u00e7\u00e3o responde ao desafio de Bernard Secchi (2012), que afirma o urbanismo como um discurso, no qual se podem encontrar figuras de linguagem. Depois de apresentar as vantagens de interpretar essas figuras, Secchi revela que n\u00e3o \u00e9 na cidade, mas no jardim, que talvez seja poss\u00edvel encontr\u00e1-las. O trabalho desenvolveu uma pesquisa sistem\u00e1tica, obedecendo ao tempo e \u00e0 localiza\u00e7\u00e3o de exemplos significativos de espa\u00e7os p\u00fablicos e parques urbanos, o que permitiu a identifica\u00e7\u00e3o de figuras do discurso paisag\u00edstico. A an\u00e1lise percorreu as vertentes francesa e inglesa e os parques referenciais brasileiros. As figuras e met\u00e1foras urbanas identificadas e interpretadas foram objeto de reflex\u00e3o e tamb\u00e9m sinalizaram novas rotas de pesquisa.<\/span><\/p>\n

Abstract:
\n<\/strong><\/span>This essay is a response to the challenge of Bernard Secchi (2012), who affirms that urbanism is a language in which one can find forms of speech. After presenting the advantages of interpreting these figures, Secchi concludes that it is not in the city, but in the garden where they are possibly to be found. This study followed a systematic method of research, considering criteria such as time and the location of significant examples of public spaces and urban parks, which allowed the identification of the aforementioned figures in landscaping. The analysis covered the French and English styles as well as specimen Brazilian parks of particular interest. The identified urban figures and metaphors were the object of further reflection and also led to new research routes.<\/span><\/p>\n

\n<\/span>A copresen\u00e7a corresponde ao conjunto de pessoas que compartilham um espa\u00e7o comum – n\u00e3o necessariamente interagindo entre si – e o seu estudo procura entender como o espa\u00e7o que as permeia interfere na maneira como elas se movem, param, encontram outras pessoas e tem seu comportamento regulado pela presen\u00e7a de outros. O objetivo geral desta pesquisa foi, portanto, explicar os padr\u00f5es da copresen\u00e7a em ruas a partir de seus atributos espaciais, buscando, especificamente, identific\u00e1-los e hierarquiz\u00e1-los. Para isso, o fen\u00f4meno foi abordado a partir da an\u00e1lise dos padr\u00f5es espaciais estabelecidos em segmentos de rua de loteamentos residenciais dispersos de cidades m\u00e9dias brasileiras, fazendo uso da an\u00e1lise configuracional da forma urbana \u2013 especificamente sintaxe espacial \u2013 e das diferencia\u00e7\u00f5es espaciais promovidas pelas atividades urbanas e pela permeabilidade f\u00edsica e visual entre espa\u00e7os p\u00fablicos e privados. Tinha-se como quest\u00e3o de pesquisa: quais as caracter\u00edsticas espaciais influentes para a copresen\u00e7a em espa\u00e7os p\u00fablicos de loteamentos residenciais dispersos? A hip\u00f3tese era que a copresen\u00e7a, nesse contexto s\u00f3cio-espacial, seria influenciada, sobretudo, pelos atributos morfol\u00f3gicos configuracionais, os quais informam os potenciais de encontro social no sistema espacial da cidade Foram analisados dois loteamentos residenciais dispersos na cidade de Santa Maria (RS), com caracter\u00edsticas espaciais diferenciadas e padr\u00f5es de copresen\u00e7a pr\u00f3prios. A metodologia utilizada teve enfoque quantitativo, sendo utilizados modelos de regress\u00e3o linear generalizados (MLGs) para infer\u00eancia das rela\u00e7\u00f5es entre as vari\u00e1veis independentes e cada vari\u00e1vel dependente, no caso, a copresen\u00e7a categorizada em pedestres parados e em movimento, em dias t\u00edpicos (ter\u00e7as, quartas e quintasfeiras) e at\u00edpicos (domingos). Os atributos morfol\u00f3gicos configuracionais tiveram signific\u00e2ncia estat\u00edstica para quase todos os modelos de regress\u00e3o, validando a hip\u00f3tese para o loteamento 1. No loteamento 2, a copresen\u00e7a foi melhor explicada pelas atividades urbanas. Os resultados referentes \u00e0 permeabilidade f\u00edsica e visual mostraram-se inconclusivos em ambas as \u00e1reas de estudo.<\/span><\/p>\n

Abstract:
\n<\/strong><\/span>Co-presence corresponds to the group of people who share a common space – not necessarily interacting with each other – and its study aims to understand how the space that permeates them interferes in the way they move, stop, find other people and have their behavior regulated by the presence of others. The main objective of this research was therefore to explain the patterns of copresence in streets from their spatial attributes, specifically seeking to identify them and to hierarchize them. The approach of the phenomenon was quantitative and based on the analysis of spatial patterns established in street segments of dispersed residential neighborhoods of Brazilian medium-sized cities, making use of configurational analysis of urban form – specifically space syntax – and spatial differentiation generated by urban activities and by physical and visual permeability between public and private spaces. The research question was: which spatial characteristics influence co-presence in public spaces of dispersed residential neighborhoods? The hypothesis was that co-presence would be influenced mainly by the configurational morphological attributes, which inform the potential of social encounter in the city’s spatial system Two dispersed residential neighborhoods with different spatial characteristics and unique co-presence patterns were analyzed in Santa Maria city (RS). The methodology used generalized linear models (GLMs) to infer relations between the independent variables and each dependent variable: in this case, the co-presence categories of stationary and moving pedestrians on typical days (Tuesdays, Wednesdays and Thursdays) and atypical days (Sundays). The configurational morphological attributes had statistical significance for almost all regression models, validating the hypothesis for neighborhood 1. In neighborhood 2, co-presence was mainly explained by urban activities. The results regarding physical and visual permeability were inconclusive for both study areas.<\/span><\/p>\n

Resumo<\/strong>:
\n<\/span>A disserta\u00e7\u00e3o aborda as dimens\u00f5es econ\u00f4mica e morfol\u00f3gica da organiza\u00e7\u00e3o espacial da atividade industrial na Regi\u00e3o Metropolitana de Porto Alegre – RMPA, propondo interfaces entre a Ci\u00eancia Econ\u00f4mica e o Planejamento Urbano e Regional. O objetivo da pesquisa consiste em identificar se e como as propriedades morfol\u00f3gicas das redes de circula\u00e7\u00e3o urbana e rodovi\u00e1ria s\u00e3o capazes de informar tend\u00eancias em processos de organiza\u00e7\u00e3o espacial da atividade industrial em ambientes urbanos. Neste sentido, foi realizado um estudo de caso multidimensional e multiescalar a partir de cinco recortes espaciais de cinco munic\u00edpios da RMPA \u2013 Alvorada, Cachoeirinha, Gravata\u00ed, Porto Alegre e Viam\u00e3o \u2013 e seus complexos industriais, \u00e1reas cont\u00ednuas de zoneamento funcional destinados \u00e0 ind\u00fastria. A hip\u00f3tese \u00e9 de que os potenciais de movimento e as probabilidades de fluxo, depreendidas por medidas de centralidade morfol\u00f3gicas e espaciais captam padr\u00f5es locacionais e de organiza\u00e7\u00e3o espacial das atividades industriais. Isto \u00e9 verificado a partir da correla\u00e7\u00e3o geoestat\u00edstica entre an\u00e1lises configuracionais da rede de circula\u00e7\u00e3o urbana, apoiadas nas concep\u00e7\u00f5es te\u00f3rico-metodol\u00f3gicas da sintaxe espacial, e as an\u00e1lises econ\u00f4mico-locacionais, da localiza\u00e7\u00e3o das estruturas industriais, fundamentadas nas teorias econ\u00f4micas. Os resultados dispostos permitiram concluir que existem correla\u00e7\u00f5es estat\u00edsticas significativas entre a l\u00f3gica de organiza\u00e7\u00e3o espacial da ind\u00fastria em \u00e1reas urbanas e as propriedades morfol\u00f3gicas multiescalares da configura\u00e7\u00e3o espacial da rede de circula\u00e7\u00e3o urbana, indicando que hierarquias de centralidade morfol\u00f3gica, informando potenciais de movimento e probabilidades de fluxo na rede urbana de circula\u00e7\u00e3o, captam tend\u00eancias do processo de organiza\u00e7\u00e3o produtiva.\u00a0<\/span><\/p>\n

Abstract:
\n<\/strong><\/span>Dissertation addresses the economical and morphological dimensions of industrial activities spatial organization in the Porto Alegre\u2019s Metropolitan Region \u2013 PAMR, proposing interfaces between Economic Science and Urban and Regional Planning. The research objective is to describe and analyse if and how the morphological properties of road and circulation urban networks are able to inform trends about the industrial activities spatial organization processes in urban areas. The empirical study multidimensional and multiscalar analyses encompasses PMAR\u2019s five municipalities \u2013 Alvorada, Cachoeirinha, Gravata\u00ed, Porto Alegre and Viam\u00e3o and their industrial complexes, continuous industrial-dedicated functional zones. The hypothesis is that movement potentials and flow probabilities informed by centralities\u00b4 hierarchies correlate to industry locational patterns and spatial organization. This is verified applying geostatistical correlations between road circulation networks spatial configuration measures, based on space syntax methodology; and locational analyses of industrial structures placement, based on economic theories. Results makes it possible to conclude that there are significant statistical correlations between industrial spatial organization logics in urban areas and multiscalar centrality measures for road circulation networks, indicating that the urban centralities hierarchies \u2013 and the network morphological properties \u2013 capture trends about this process.<\/span><\/p>\n
