The Brazilian contexto is marked by the alliance between financial neoliberalism and conservative forces, which penetrate urban life, capturing and colonizing territories, subjectivities, and forms of living in cities. Nevertheless, actions of contestation and rupture also emerge. In this sense, the phenomenon of urban squattingsin Brazil, besides configuring a singular mode of resistance and confrontation, indicates a spatialized form of struggle in and through the urban territory promoted by transgressive bodies, organized in groups and collectives. Bodies that, driven by the common desire to inhabit, [re]exist and resist, generate disruptive conter-hegemonic forces, introducing singular processes of territorialization over the idle territories of the city, reactivating them, through appropriation, self-management, and collectivity. Through an urban cartography of affects, it is pointed out that the phenomenon of urban squattings is not only related to the urban problems of large Brazilian cities, but in small and medium-sized cities, squattings are spreading as well, driven by the lack of public housing policies and the articulation with social movements struggling for the right to land and housing. In Pelotas/RS, the encounter with the Kilombo Urbano Canto de Conexão squatting and its agents presents the experience of a territorialization process that challenges the logic of private property and local social abandonment, fostering the production of libertarian subjectivation modes that expand from the house, in a rhizomatic manner, connecting and expanding the territory. The theoretical contributions that support the thesis articulate theories of urban planning and the philosophy of difference, aiming for a writing and analysis that do not intend to state truths, but propose a possibility of investigating urban processes from the correlation between body, city, subjectivity, resistance movements, and affects.
Keywords: Urban Squatting; Subjectivity; City of Difference; Affect; Urban Territory;
Cartography.

</details>

Texto Completo: Clique aqui

Título: GENTRIFICAÇÃO NO BRASIL : UM ESTUDO SOBRE O CONCEITO E SUAS ESPECIFICIDADES LOCAIS – O PROJETO PORTO MARAVILHA
Autora: JOANA DE MATTOS PARADEDA
Orientadora: Profª Lívia Teresinha Salomão Piccinini
Data da Defesa: 04/10/2024
Banca:
Profª Débora Becker
Profª Maria Soares de Almeida
Profª Daniela Marzola Fialho

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">

Gentrification processes can vary depending on the context in which they are inserted and the interaction between the various components of neoliberal policy, such as urban entrepreneurship and the reorganization of local government to create pro-market business opportunities. Corroborating this fact, it can be seen in the literature that the expansion of the concept has often been accompanied by a certain relativization of the factors considered indispensable to its characterization, in order to encompass processes occurring in different locations, including cases in Latin America and Brazil. In this context of conceptual expansion to understand its new forms and its depletion as a category of analysis, this research has as its theme the processes of gentrification and their consequences, focusing on how these processes occur (or do not occur) in the Brazilian reality. Thus, the general objective of this research is to review, deepen and discuss the concept of gentrification at a national level, through a case study in Porto Maravilha, a Consortium Urban Operation – which is based on a public-private partnership, a key element of urban entrepreneurship – located in the Port Region of Rio de Janeiro. It is worth noting that this work originates from the intention of continuing the research developed by the author in her master’s dissertation entitled “Megaevents, Urban Restructuring and Gentrification: the case of the Porto Maravilha Project – Rio de Janeiro”, since this thesis has the specific objective of evaluating whether, 14 years after the launch of the project and based on the results of the research that indicated a possible gentrification process in the area in 2015, there are signs of a reversal, stagnation or continuation of the process. To this end, the same research variables applied in the dissertation are used, aiming to compare the results found in 2015 and those in the time frame of this research. The data collection methods include archival research, physical research, photographic research, map production and observation carried out along the route chosen for the analysis. Through the description of the results of the four variables presented, it is clear that despite the efforts made to transform the study area, largely by the State in partnership with the speculative private sector, Porto Maravilha is experiencing a period of stagnation, or even a reduction in the growth of the real estate market in the region, among other causes due to the political and economic situation of the country, factors such as the Covid-19 pandemic and the lack of interest of a class with greater purchasing power in residing in the properties available in the area. Thus, the possible initial process of gentrification found in the master’s dissertation was stagnant during the time frame of this research.
Keywords: Gentrification. The research spatial and temporal focus is Porto Alegre (Rio Grande do Sul state, Brazil) between 1910 and 1939. The urban novel, by presenting the setting of the plot, brings the period to life. The main research question is to analyze what imagistic constructions of urban modernization in Porto Alegre can be understood through literary works. Secondary objectives include demonstrating new perspectives for interpreting historical facts and locations that characterize the city’s ‘reality’; and, regarding urban modernization in Porto Alegre, understanding what type of development the city exhibited; where and how the population lived; and what modes of transportation were available to them. The thesis depicts this urban modernization of the first half of the 20th century by analyzing the novels O Perdão (Andradina de Oliveira), A Ronda dos Anjos Sensuais (Reynaldo Moura), Caminhos Cruzados (Erico Verissimo), Os Ratos (Dyonelio Machado), and Estrada Perdida (Telmo Vergara), applying the mentioned concepts to produce cartographies and analyses that experience and spatialize the narrated city as a whole.
Keywords: Urban Representation; Cartography; Cultural History; Literature; Urban Modernization.

</details>

Texto Completo: Clique aqui

Título: DELIMITAÇÃO ESPACIAL DE UMA TRAMA VERDE-AZUL EM AMBIENTE URBANO
Autor: PAULO LIMA LOGE
Orientador: Prof. André Luiz Lopes da Silveira
Orientador
Data da Defesa: 21/06/2024
Banca:
Prof. Adriano Luís Heck Simon
Prof. Sergio Luiz Valente Tomasini
Profª Luciana Inês Gomes Miron

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">

The expanding urban population and its impact on natural sites necessitate the implementation of urban planning instruments aimed at protecting and restoring habitats for fauna and flora, thereby providing ecosystem services to society. The concept of Green-Blue plots has gained prominence in various countries, focusing on integrating urban infrastructure with nature and establishing public policies to preserve biodiversity. This thesis, based on a study in Porto Alegre, Rio Grande do Sul, aims to propose a method for the spatial delimitation of a GreenBlue plot, considering the city’s urban planning and environmental legislation. The methodology employs bibliographic research, questionnaires, participant observation, multivariate analysis, and multi-criteria analysis. Data were collected from literature sources and consultations with professionals during the Master Plan review forum. Environmental Impact Studies and satellite images revealed that Porto Alegre’s legislation contains instruments that support the creation of a network within the city, connecting Conservation Units and identifying well-preserved natural environments, particularly in the Atlantic Forest biome. The study identified a spatial ecological pattern across the city’s territory, utilizing layers of biodiversity, soil environmental fragility, surface temperature, and landscape (urban, rural, forest, and aquatic). The findings highlight areas that could be enhanced by urban planning and environmental legislation to establish a Green-Blue plot linking the southernmost part of the city to the Arquipélago neighborhood in the north via Lomba do Pinheiro. This abstract proposes that the method be tested in other locations as a tool for mapping areas of these corridors and supporting the delimitation of Green-Blue plots tailored to local conditions.
Keywords: Biodiversity; Ecological corridors; Green-blue plot; Spatial ecological pattern; Urban planning

</details>

Texto Completo: Clique aqui

Título: CIDADES PEQUENAS E COOPERAÇÃO INTERFEDERATIVA: ESTRATÉGIAS DOS CONSÓRCIOS PÚBLICOS EM RELAÇÃO AO PLANEJAMENTO E GESTÃO DAS POLÍTICAS PÚBLICAS NO RIO GRANDE DO SUL
Autora: LUANA PAVAN DETONI
Orientadora: Prof. Luciana Inês Gomes Miron
Data da Defesa: 23/08/2024
Banca:
Prof. Eduardo Rocha
Profª Geisa Zanini Rorato
Profª Clarice Maraschin

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">

In Rio Grande do Sul, more than 90% of the total 497 municipalities fall within this scope, which includes small towns. Although there has been an increase in research on these territories, it still does not proportionally meet the demands of this topic, filled with unique characteristics and possibilities for regional organization. In this regard, this study aims to investigate the processes of inter-federative cooperation in the context of small towns, based on the strategies of Public Consortia and their relationship with the planning and management of public policies in Rio Grande do Sul. The research problem is constructed using the promulgation of the Brazilian Federal Constitution (1988) as a starting point, which elevated municipalities to the category of federated entities, a decentralization strategy intended to reinforce local autonomy. However, this autonomy is relative, highlighting even more the heterogeneity of the territory and the difficulties small towns face in dealing with inter and supra-municipal issues. These issues transcend political-administrative boundaries and involve the sharing of responsibilities, underscoring the need for cooperative planning and management instruments. Considering the historical emphasis on large cities and their metropolitan regions, very specific inter-federative alternatives remain for small towns, such as Public Consortia, regulated by Federal Law n° 11.107/2005. It is assumed that, in the absence of efficient public instances of regional planning and management in Brazil, Public Consortia experience strategies of shared actions, primarily with intermunicipal cooperation instruments. In this scenario, the following hypotheses are formulated: (i) the network of actors promoting inter-federative cooperation through Public Consortia can aid in the promotion of public policies, highlighting the most urgent demands and regionally achieved solutions, especially in the context of small nonmetropolitan towns; and (ii) Public Consortia represent a potential for inter-federative governance to emphasize the importance of planning in strengthening the local autonomy of municipalities, as well as territorial cohesion for regional integration and development. Based on a multiple case study strategy, inductive argumentative logic, and hypothetical-inductive inference, the research’s methodological process is organized into the following stages: (i) theoretical and technical-legal understanding between inter-federative cooperation and small towns; (ii) research development to record the Public Consortia of Rio Grande do Sul and the relationship with the actornetworks of other territorial arrangements; and (iii) analysis and discussion of the results. Through triangulation techniques and the evaluation of analysis categories, a synthesis of the Public Consortia of Rio Grande do Sul is presented in the form of a typology. The research highlighted the role of Public Consortia in small towns and vice versa. It is considered necessary to integrate them through urban and regional lanning. In addition, State regulatory instruments for Public Consortia, such as consultative, deliberative, monitoring and evaluation bodies, are essential.
Keywords: Small towns. The hypothesis of this research was that economic approaches related to conservation costs and especially the location of heritage properties have prevailed over the cultural and social meanings of preservation when using public policy instruments. Among the agents active in the cultural heritage of the city of Porto Alegre, in the southern region of Brazil, are property owners, urban legislators, the real estate market, as well as cultural activists. At this juncture, there is an intersection between cultural values and economic factors regarding real estate properties. This investigation sought to understand how the arrangements between cultural importance and economic factors occur in heritage buildings in the city of Porto Alegre. To this end, correlations were analyzed between economic aspects, the application of public policies and the cultural significance of the city’s set of assets.
Keywords: Urban and Regional Planning, Cultural Heritage, Historic Center, Cultural Values, Heritage Management.

</details>

Texto Completo: Clique aqui

Título: A INTEGRAÇÃO ENTRE MICROMOBILIDADE E O TRANSPORTE PÚBLICO COLETIVO NO CONTEXTO EM CIDADES LATINO-AMERICANAS
Autora: JENNIFER DOMENEGHINI
Orientador: Prof. André Luiz Lopes da Silveira
Data da Defesa: 11/07/2024
Banca:
Prof. Filipe Bassan Marinho Maciel
Prof. João Telmo de Oliveira Filho
Prof. Fábio Lúcio Lopes Zampieri

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">

This generates challenges in the major cities of the region, such as congestion and pollution. Given this scenario, it is crucial to explore the integration between public transport and forms of micromobility, which include means of transportation capable of reducing the use of automobiles over distances of up to 10 km, such as private and shared bicycles, especially in places with limited data and research available on the subject. Thus, the hypothesis is that there are significant challenges in Latin American cities in the effective implementation of the integration between micromobility and public transportation, including issues of regulation and infrastructure, such as the presence of bike lanes, cycle paths, bike racks, and shared bike stations. The primary objective of this study is to understand how the integration between bicycle micromobility and public transportation occurs in Latin American cities with over one million inhabitants and an active bike-sharing system for more than five years. The cities selected for the study include Belo Horizonte, Fortaleza, Porto Alegre, Recife, Rio de Janeiro, Salvador, São Paulo, Buenos Aires, Rosario, Mexico City, Guadalajara, Medellín, and Santiago, as well as Bogotá (where the system was activated in 2022). The secondary objectives include: (i) deeply understanding the concept of micromobility in these Latin American cities; (ii) identifying and proposing informational, institutional, tariff, and physical guidelines for the integration between micromobility and collective public transport adapted to the Latin American context; and (iii) developing a method that enables the identification of the most integrated areas among the modes of transport in the study. To achieve the proposed objectives, a wide range of data on micromobility and public transport was collected and analyzed in these cities. A Concomitant Triangulation Project approach was adopted, combining quantitative and qualitative data, including documents for content and documentary analysis, statistical data for multivariate clustering analysis, and geographic data with buffer and multicriteria analysis (AHP). Case study analysis was conducted to allow comparison among the 14 cities studied. The comprehensive research provided a deeper understanding of the nuances and complexities involved in promoting more integrated transportation systems in various Latin American urban contexts. The existence of significant gaps in understanding and effectively implementing the integration between these systems is recognized, especially related to regulation and physical infrastructure. The crucial importance of the integration between micromobility and public transportation is highlighted in the contemporary scenario, marked by climate change, atmospheric pollution resulting from the prevalent use of individual motorized transport, and neglect in considering specific issues of Latin America in research, along with the pursuit of improvements in quality of life. All these elements are intrinsically linked to urban, regional, and environmental planning, emphasizing the urgent need for policies and practices that promote more sustainable and integrated mobility. This study may provide a foundation for enhancements in transportation integration in Latin American cities and beyond.
Keywords: micromobility; public transport; Latin American; urban mobility; urban planning

</details>

Texto Completo: Clique aqui

Título: INTEGRANDO INOVAÇÕES DE BASE NO PLANEJAMENTO URBANO: ESTRATÉGIAS PARA A SOBERANIA ENERGÉTICA
Autora: SABRINA TREJES MARENGO
Orientadora: Profª Heleniza Ávila Campos
Data da Defesa: 06/09/2024
Banca:
Prof. Álvaro Fernandez Baldor-Marinez
Prof. Fabian Scholze Domingues
Prof. Eber Pires Marzulo

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">

Based on this, the thesis’ research question is: How can urban and regional planning incorporate Grassroots Innovations to promote energy sovereignty in urban environments? From this primary problem, secondary questions emerged: 1 Which Grassroots Innovations can be most effective in promoting energy sovereignty in the urban context? 2. What are the mechanisms and processes through which urban planning can effectively incorporate Grassroots Innovations to promote energy sovereignty in the urban context? 3. What are the main obstacles and facilitators for integrating Grassroots Innovations into urban planning and policies aimed at energy sovereignty, and how can these challenges be overcome to promote sustainable and equitable urban development? The assumption of this research is that grassroots innovations, by responding to local specificities and aligning with the interests and values of communities, have the potential not only to contribute to energy sovereignty but also to influence and be shaped by interconnected urban systems. The thesis employs the Sociotechnical Transitions Theory approach as a backdrop for developing this research. This choice aligns with theoretical developments in the field of “transitions,” which has evolved from a predominantly technological perspective to a broader sociotechnical approach emphasizing the interaction between technological innovations and cultural influences. Regarding methodology, a descriptive study was conducted, detailing how Grassroots Innovations can be integrated into urban planning. The study identifies the contexts in which this integration occurs or is feasible. Simultaneously, an exploratory approach is adopted to seek new methods and strategies for integrating these innovations into urban planning to promote energy sovereignty in cities. The research adopts a qualitative approach, implying that the researcher is directly and extensively involved with the environment where the phenomenon manifests.This research focuses on analyzing both primary and secondary data from various sources. These include information such as technical reports, specialized studies, newsletters, and documents from sectoral and governmental bodies. Additionally, the research benefits from field surveys, interviews with experts, and subsequent content analysis of these interviews. During the research, a field study was conducted on Spain’s experience with energy transition in the city of Valencia. The thesis adopts the 4th District of Porto Alegre, in the State of RS, Brazil, as its study locus. As research results, a conceptual framework was developed as a methodological exercise to integrate grassroots innovations into urban planning. Another outcome concerns identifying the challenges and opportunities related to integrating grassroots innovations into urban planning concerning the study locus.
Keywords: Sociotechnical Transition. The study goes beyond residential separation by incorporating accessibility to services, mobility patterns, and the distribution of activity spaces. The objective is to create a more detailed model that enables a precise understanding of the dynamics of segregation in cities. Traditional methods for measuring segregation, while effective, often focus on a single dimension and do not account for the complexity of daily interactions and access to opportunities. Studies such as those by Feitosa (2011) and Piekut (2019) emphasize the need for a multidimensional approach, but there is still no consolidated method that integrates these various facets. The proposed method is based on the creation of a spatial network of urban segments, allowing for a disaggregated analysis. The model combines indicators such as accessibility, mobility paths, and residential composition, organizing them into partial categories that are later synthesized into a comprehensive segregation index. The use of open data, such as OpenStreetMap and population censuses, facilitates the replication of the method in different urban contexts. This approach is expected to improve the identification of segregated areas and enhance the understanding of the factors shaping segregation. The application of the method in the city of Pelotas, RS, will demonstrate its effectiveness by revealing the most affected areas and the predominant dimensions in each location. The method aims to provide new tools for urban planners, contributing to more effective public policies and fostering more inclusive cities. Thus, this thesis advances urban planning by proposing a method that surpasses traditional approaches by integrating multiple dimensions of segregation. Its application enables strategic and well-founded analyses, supporting the development of scenarios for urban interventions that promote greater socio-spatial equity.
Keywords: Urban segregation, multilayer, network analysis, indicator.

</details>

Texto Completo: Clique aqui

TESES ANO BASE 2024 Título: OCUPAÇÃO URBANA E CARTOGRAFIA DOS AFECTOS: PELA EMERGÊNCIA DE UMA CIDADE DA DIFERENÇAAutora: BÁRBARA DE BÁRBARA HYPOLITOOrientador: Prof. Eber Pires MarzuloData da Defesa: 30/08/2024Banca: Profª Ana Cabral RodriguesProf. Eduardo RochaProfª Simone Manieri Paulon Texto Completo: Clique aqui Título: GENTRIFICAÇÃO NO BRASIL : UM ESTUDO SOBRE […]

["post-9621","page","type-page","status-publish","hentry
["GET
