Resumo<\/strong>:
<\/span>Esta disserta\u00e7\u00e3o aprofunda a pesquisa hist\u00f3rica sobre o bairro-jardim Vila Assun\u00e7\u00e3o, enquanto resultado de um projeto urban\u00edstico e as transforma\u00e7\u00f5es da paisagem urbana decorrentes do uso e da apropria\u00e7\u00e3o dos espa\u00e7os projetados no bairro. Neste sentido, o objeto de estudo \u00e9 o bairro-jardim Vila Assun\u00e7\u00e3o, localizado na zona sul de Porto Alegre, projetado em 1937, pelo Eng\u00ba Ruy de Viveiros Leiria. Tomando como ponto de partida o projeto original, tem como objetivo compreender, atrav\u00e9s do projeto implantado no passado e da mem\u00f3ria afetiva de seus moradores, as din\u00e2micas de apropria\u00e7\u00e3o e de ocupa\u00e7\u00e3o do espa\u00e7o, como processo hist\u00f3rico e determinante na forma\u00e7\u00e3o da paisagem. Desta maneira, entende-se como problema central desta pesquisa compreender os motivos que levaram a escolha do modelo cidade-jardim, para a elabora\u00e7\u00e3o do projeto urbano da Vila Assun\u00e7\u00e3o e como se deu a sua ocupa\u00e7\u00e3o.<\/span><\/p>\n

Abstract:
<\/strong><\/span>This dissertation deepen the historical research about the neighborhood-garden Vila<\/span>
Assun\u00e7\u00e3o, as a result of urban design and the urban landscape changes arising from<\/span>
the use and appropriation of spaces designed in the neighborhood. In this sense, the<\/span>
object of study is the neighborhood-garden Vila Assun\u00e7\u00e3o, located on the South zone of Porto Alegre, designed in 1937 by Eng. Ruy de Viveiros Leiria. Taking as a starting point the original project, aims to understand, through the project deployed in the past and the affective memory of its residents, the dynamics of appropriation and occupation of the space, as historic and decisive process in the formation of the landscape. In this way, one understands as the central problem of this research to understand how and why the choice of a Garden City model, for the elaboration and of the urban design of the Vila Assun\u00e7\u00e3o and how its implementation occurred.<\/span><\/p>\n

<\/span>Partindo de imagens fotogr\u00e1ficas publicadas no \u2018Google Imagens\u2019, produzidas por turistas que visitam a cidade de Porto Alegre e por agentes que se interessam com a divulga\u00e7\u00e3o e promo\u00e7\u00e3o da capital ga\u00facha como destino tur\u00edstico, busca-se problematizar e refletir sobre a constru\u00e7\u00e3o imag\u00e9tica da cidade por um p\u00fablico singular: o turista. Como resultado, se prop\u00f5e entender como o turista v\u00ea e compreende a cidade a partir das imagens que s\u00e3o divulgadas e produzidas por esse p\u00fablico e como o imagin\u00e1rio se constr\u00f3i neste processo de \u201cver antes\u201d e \u201cexperimentar depois\u201d. S\u00e3o desta maneira, questionadas as consequ\u00eancias deste fen\u00f4meno no meio urbano, interrogando a forma como o planejamento da cidade pode contribuir negativa ou positivamente, e a especula\u00e7\u00e3o de poss\u00edveis caminhos a serem seguidos.<\/span><\/p>\n

Abstract:
<\/strong><\/span>Coming from photographies that were published on \u2018Google Images\u2019, taken by tourists who visited Porto Alegre city, and made by agents who are interested to propagate the capital of Rio Grande do Sul as a tourist destination, the purpose is to interrogate, problematizing and reflecting about imagetic construction of the city by a singular public: the tourist. As a result, is important to understand how the tourists see the city through images that are produced and spread by this public, and how the imaginary is built in the process of \u201cseeing before\u201d and \u201cexperiencing after\u201d. The consequences of this phenomenon in the urban environment are questioned how the urban planning can contribute negatively or positively and, the speculation of possible ways to be joined.<\/span><\/p>\n

Resumo<\/strong>:
<\/span>O tema da presente disserta\u00e7\u00e3o \u00e9 a rela\u00e7\u00e3o entre a desigualdade social e a mobilidade urbana. Debate-se o papel do planejamento urbano como um processo voltado para a organiza\u00e7\u00e3o de a\u00e7\u00f5es direcionadas ao enfrentamento dos problemas socioespaciais, a partir da an\u00e1lise do territ\u00f3rio e da compreens\u00e3o dos seus conflitos e possibilidades. O objeto da pesquisa \u00e9 o planejamento da mobilidade urbana na Regi\u00e3o Metropolitana de Porto Alegre (RMPA) entre 1973 \u2013 ano de publica\u00e7\u00e3o do primeiro plano de escala metropolitana e da institui\u00e7\u00e3o da RMPA \u2013 e 2015. A pesquisa pretende analisar em que medida o planejamento da mobilidade elaborado na RMPA considerou em suas an\u00e1lises a desigualdade social e sua rela\u00e7\u00e3o com a mobilidade urbana, e prop\u00f4s a\u00e7\u00f5es para promover a inclus\u00e3o atrav\u00e9s da mobilidade. Adicionalmente pretende-se identificar eventuais altera\u00e7\u00f5es na abordagem dessa rela\u00e7\u00e3o pelo planejamento ao longo deste per\u00edodo. Os procedimentos metodol\u00f3gicos fundamentam-se na an\u00e1lise dos planos a partir de t\u00e9cnicas oriundas da an\u00e1lise de conte\u00fado. Analisam-se dois planos, selecionados por serem exemplares de per\u00edodos representativos: o Plano Diretor de Transportes Urbanos da RMPA (PLAMET), de 1976, elaborado durante a ditatura militar; e o Plano Integrado de Transporte e Mobilidade Urbana (PITMUrb), de 2009, elaborado em contexto democr\u00e1tico, na fase p\u00f3s-Estatuto da Cidade e durante o governo Lula. Os resultados obtidos demonstram que ambos os planos abordaram de forma insatisfat\u00f3ria a rela\u00e7\u00e3o entre a desigualdade social e a mobilidade urbana. O tema recebeu mais aten\u00e7\u00e3o no PITMUrb, mas esse comprometimento ainda n\u00e3o esteve \u00e0 altura dos desafios presentes no territ\u00f3rio.<\/span><\/p>\n

Abstract:
<\/strong><\/span>The theme of this dissertation is the relationship between social inequality and urban mobility. It discusses the role of urban planning as a process oriented towards organizing actions targeted at coping with socio-spatial problems, based on the analysis of the territory and the understanding of its conflicts and\u00a0<\/span>possibilities. The object of the research is the planning of urban mobility in the Porto Alegre Metropolitan Area (PAMA). As a temporal cut, it is considered the period between 1973 – year of publication of the first metropolitan scale plan and the institution of PAMA – and 2015. The research intends to analyze to what extent the mobility planning elaborated in PAMA considered in its analysis the social inequality and its relation with urban mobility, and proposed actions to promote inclusion through mobility. Additionally it is intended to identify possible changes in the approach of this relation through planning during this period. The methodological procedures are based on the analysis of the plans from techniques derived from content analysis. Two plans are analyzed, selected for representing two well marked periods: the PAMA Urban Transportation Master Plan (PLAMET) from 1976, elaborated during the military dictatorship; and the Integrated Plan of Transport and Urban Mobility (PITMUrb), from 2009, elaborated in a democratic context, in the post City Statute phase the and during the Lula administration. The results show that both plans deal unsatisfactorily with the relationship between social inequality and urban mobility. The theme received more attention in the PITMUrb, but this commitment is not yet up to the challenges present in the territory.<\/span><\/p>\n

Resumo<\/strong>:
<\/span>Essa pesquisa abordou a rela\u00e7\u00e3o da boemia com a cidade, mais especificamente com trechos dos bairros Centro Hist\u00f3rico e Cidade Baixa em Porto Alegre. Valendo-se de um ferramental te\u00f3rico-metodol\u00f3gico que defende que a experi\u00eancia de pesquisa do urbanista se d\u00ea pelo cruzamento de diferentes saberes e, al\u00e9m disso, que defende tamb\u00e9m a import\u00e2ncia da ida a campo, exploramos a rela\u00e7\u00e3o da boemia com a cidade sob dois grandes eixos: (a) atrav\u00e9s do processo de constru\u00e7\u00e3o de lugares e (b) enxergando a pr\u00f3pria boemia tanto como uma forma de vida p\u00fablica da noite relacionada \u00e0 divers\u00e3o das pessoas, quanto tamb\u00e9m como um imagin\u00e1rio constru\u00eddo. A partir de fragmentos colhidos na pesquisa de campo foram constru\u00eddas narrativas a partir das quais evidenciamos como: (a) o processo de constru\u00e7\u00e3o de lugares \u00e9 intimamente ligado a experi\u00eancias-viv\u00eancias de sujeitos e coletividades que resultam em mem\u00f3rias e afetos; al\u00e9m disso, mostramos como em paralelo existem tamb\u00e9m processos de subjetiva\u00e7\u00e3o e de valoriza\u00e7\u00e3o, todos eles ligados a materialidade dos espa\u00e7os urbanos; (b) como o termo\/imagin\u00e1rio\/ideia de boemia se renova por um conjunto de pr\u00e1ticas contempor\u00e2neas, misturados com sobreviv\u00eancias de outros tempos e lugares em que a ideia de boemia se constituiu. Por fim, abordamos tamb\u00e9m quest\u00f5es ligadas ao pr\u00f3prio fazer dessa pesquisa, buscando compartilhar aprendizados obtidos e na defesa de um conhecimento fragment\u00e1rio como um importante caminho para um urbanismo em que a sensibilidade possa entrar no jogo de an\u00e1lise espacial.<\/span><\/p>\n

Abstract:
<\/strong><\/span>This research approached the relation of boemia with the city, more specifically with sections of the districts Centro Hist\u00f3rico and Cidade Baixa in Porto Alegre. Using a theoretical-methodological tool that advocates that the urbanist’s research experience must be based on the cross-fertilization of different knowledge and, in addition, that also defends the importance of field research, we explore the relationship between bohemia and the city under two major axes: (a) through the process of building places and (b) seeing the bohemia itself as both a public form of public life at night related to the amusement of people, and also as a constructed imaginary. From the fragments collected in the field research were constructed narratives from which we show: (a) how the process of building places is intimately linked to the experiences of subjects and collectivities that result in memories and affections; In addition, we show how in parallel there are also processes of subjectivation and valorization, all linked to the materiality of urban spaces; (b) how the term \/ imaginary \/ idea of bohemia is renewed by a set of contemporary practices, mixed with survivors of other times and places in which the idea of bohemia was constituted. Finally, we also address issues related to the proper conduct of this research, seeking to share acquired learning and defending a fragmentary knowledge as an important pathway to an urbanism in which sensitivity can enter the spatial analysis game.<\/span><\/p>\n

<\/span>Esta disserta\u00e7\u00e3o trata da perspectiva sobre a avalia\u00e7\u00e3o de investimentos em condi\u00e7\u00f5es de risco, especificamente o caso da infraestrutura urbana, buscando-se um aperfei\u00e7oamento dos m\u00e9todos tradicionais de an\u00e1lise de investimento, atrav\u00e9s da aplica\u00e7\u00e3o do M\u00e9todo de Monte Carlo (MMC) e da cria\u00e7\u00e3o de planilha eletr\u00f4nica, possibilitando o refino e agilidade no processo de tomada de decis\u00e3o quanto ao investimento em infraestrutura urbana. O objetivo principal deste trabalho consiste na promo\u00e7\u00e3o de crit\u00e9rios objetivos para a aceita\u00e7\u00e3o de projetos de investimento em infraestrutura urbana, cen\u00e1rio que apresenta in\u00fameras condi\u00e7\u00f5es de risco. Para isto ser\u00e1 desenvolvida uma ferramenta computacional, utilizando-se do MMC para refinar os m\u00e9todos tradicionais. Para testar o modelo desenvolvido ser\u00e1 utilizado o caso da amplia\u00e7\u00e3o f\u00edsica do Hospital de Cl\u00ednicas de Porto Alegre. Assume-se a premissa que o emprego de m\u00e9todos tradicionais como an\u00e1lise do VPL, payback e TIR n\u00e3o s\u00e3o suficientes para embasar as tomadas de decis\u00e3o quando os investimentos est\u00e3o em condi\u00e7\u00f5es de risco. A partir das contribui\u00e7\u00f5es te\u00f3ricas dos campos de estudos sobre Estat\u00edstica, Engenharia Econ\u00f4mica, An\u00e1lise de Investimentos e Tecnologia Computacional, prop\u00f5e-se a elabora\u00e7\u00e3o de planilha eletr\u00f4nica atrav\u00e9s de implementos em Visual Basic for Applications (VBA) e o uso do MMC objetivando expandir as possibilidades de an\u00e1lise existentes de investimento em condi\u00e7\u00f5es de risco; situa\u00e7\u00e3o esta encontrada em investimentos de infraestrutura, atingindo um aperfei\u00e7oamento dos m\u00e9todos tradicionais. Para isto, ser\u00e1 realizada simula\u00e7\u00e3o em cen\u00e1rio real: a amplia\u00e7\u00e3o f\u00edsica do Hospital de Cl\u00ednicas de Porto Alegre. Conclui-se que, enquanto a an\u00e1lise de investimento do caso em estudo pelo m\u00e9todo do VPL embasou a viabilidade financeira de execu\u00e7\u00e3o do investimento atrav\u00e9s de sua aceitabilidade, quando o modelo \u00e9 aperfei\u00e7oado atrav\u00e9s do MMC e princ\u00edpios estat\u00edsticos, como por exemplo o Princ\u00edpio de Pareto, o mesmo investimento demonstrou-se inst\u00e1vel e concluiu-se que sua viabilidade n\u00e3o poderia ser garantida. Isto se deve ao fato de que, em projetos de infraestrutura, os riscos devem ser apreciados, cen\u00e1rio n\u00e3o identificado no uso de m\u00e9todos tradicionais.<\/span><\/p>\n

Abstract:
<\/strong><\/span>This dissertation deals with the perspective on the evaluation of investments in risky conditions, specifically the case of urban infrastructure, aiming at an improvement of the traditional methods of investment analysis, through the application of the Monte Carlo Method (MCM) and the creation of spreadsheet, enabling refining and agility in the decision-making process regarding the investment in urban infrastructure. The main objective of this work is the promotion of objective criteria for the acceptance of investment projects in urban infrastructure, a scenario that presents risk conditions. For such, a computational tool using the MCM to refine the traditional methods will be developed. To test the developed model, the case of the physical enlargement of the Hospital de Cl\u00ednicas of Porto Alegre will be used. It is assumed that the use of traditional methods such as analysis of NPV, payback and IRR are not enough to support decision making when investments are in risky conditions. From the theoretical contributions of the field of studies on Statistics, Economic Engineering, Analysis of Investments and Computational Technology, it is proposed the elaboration of electronic spreadsheets through Visual Basic for Applications (VBA) tools and the use of MCM in order to expand the existing possibilities of investment in risky conditions, a situation found in investments in infrastructure, reaching an improvement of the traditional methods. For such, a simulation in a real scenario – the physical expansion of the Hospital of Clinics of Porto Alegre – will be done. It is concluded that, while the investment analysis of the case under review by the VPL method supported the feasibility of execution of the investment through its acceptability, when the model is improved through MCM and statistical principles such as the Pareto Principle, the same investment was proved unstable and it was concluded that its viability could not be guaranteed. This is due to the fact that in infrastructure projects the risks should be appreciated, an unidentified scenario in the use of traditional methods.<\/span><\/p>\n

Resumo<\/strong>:
<\/span>Este trabalho apresenta um esfor\u00e7o na busca pela compreens\u00e3o da rela\u00e7\u00e3o entre cidade e movimento, no contexto do planejamento urbano e de circula\u00e7\u00e3o. Atrav\u00e9s de revis\u00e3o te\u00f3rica e documental busca esclarecer quest\u00f5es relativas \u00e0 compreens\u00e3o dos poss\u00edveis impactos gerados por novos sistemas de circula\u00e7\u00e3o sobre o sistema urbano no processo de planejamento de transportes. Parte da premissa de que existe uma rela\u00e7\u00e3o din\u00e2mica entre acessibilidade e estrutura espacial urbana. Partindo, tamb\u00e9m, da hip\u00f3tese de que a considera\u00e7\u00e3o da influ\u00eancia dos sistemas de circula\u00e7\u00e3o sobre o sistema urbano geralmente aparece de forma limitada nos processos de planejamento de transportes, este trabalho busca estabelecer de que forma os poss\u00edveis impactos decorrentes desta rela\u00e7\u00e3o s\u00e3o tratados no processo de planejamento de transportes. A investiga\u00e7\u00e3o se desenvolve em dois campos te\u00f3ricos: o do planejamento urbano e de mobilidade urbana no contexto contempor\u00e2neo, e o da rela\u00e7\u00e3o din\u00e2mica entre circula\u00e7\u00e3o e estrutura urbana e os impactos dela decorrentes. Atrav\u00e9s do estudo do processo de planejamento do trecho final da Linha 1 do TRENSURB, em Novo Hamburgo – RS, que se desenvolveu principalmente entre os anos de 2000 e 2010, se buscou relacionar e analisar os conceitos definidos pela teoria e sua manifesta\u00e7\u00e3o na pr\u00e1tica do planejamento de circula\u00e7\u00e3o e a abordagem dos poss\u00edveis impactos neste processo. Atrav\u00e9s da sistematiza\u00e7\u00e3o de categorias de an\u00e1lise de impactos dos sistemas de circula\u00e7\u00e3o sobre a estrutura espacial urbana, esta pesquisa contribui tamb\u00e9m para o embasamento metodol\u00f3gico de estudos futuros que envolvam an\u00e1lises de quest\u00f5es ligadas a mobilidade urbana, que sejam mais inclusivas e articuladas ao contexto urbano.<\/span><\/p>\n

Abstract:
<\/strong><\/span>This document presents the effort in understanding the relationship between movement and the city, in the context of urban and mobility planning. It seeks, through documental and theoretical review, to throw some light on the understanding of the possible effects of new mobility over the urban system in the process of mobility planning. Starting from the assumption of the existence of a dynamic relation between accessibility and urban spatial structure, and the notion that the effects of this relationship are of limited consideration in the process of planning, this work seeks to understand how the future impact of mobility systems are treated in its planning process. This research develops in two theoretical fields: of urban planning and of mobility planning, through the dynamic relationship between movement and spatial urban structure and its impacts. Through the investigation of the planning process of the final section of TRENSURB – Line 1 in Novo Hamburgo, RS (2000-2010), it aimed to connect the theoretical concepts with the practice of mobility planning and its consideration of possible impacts. Through the systematization of categories of analysis of impacts of circulation systems on urban spatial structure, this research also contributes as methodological support for future studies that involve the analysis of issues related to urban mobility, which are more inclusive and articulated to the urban context.<\/span><\/p>\n

<\/span>A presente pesquisa trata da atualiza\u00e7\u00e3o de impulsos ut\u00f3picos atrav\u00e9s da trajet\u00f3ria po\u00e9tica do artista belga-mexicano Francis Al\u00ffs e de seu entrela\u00e7amento com a no\u00e7\u00e3o de direito \u00e0 cidade desenvolvida por Henri Lefebvre. Mais especificamente, questiona o potencial de reflex\u00e3o e de transforma\u00e7\u00e3o que essa produ\u00e7\u00e3o art\u00edstica apresenta em rela\u00e7\u00e3o \u00e0 nossa forma de pensar e de ocupar o espa\u00e7o p\u00fablico, tanto de um ponto de vista temporal quanto espacial. O estudo tem como objeto emp\u00edrico a\u00e7\u00f5es po\u00e9ticas de Al\u00ffs realizadas em grandes cidades ocidentais, majoritariamente latino-americanas, entre o final do s\u00e9culo XX e in\u00edcio do XXI. Tais a\u00e7\u00f5es s\u00e3o aqui debatidas frente \u00e0 produ\u00e7\u00e3o te\u00f3rica de autores cujas publica\u00e7\u00f5es datam desse mesmo per\u00edodo: Gilles Deleuze e F\u00e9lix Guattari, Jacques Ranci\u00e8re, Michel de Certeau e N\u00e9stor Garc\u00eda Canclini. Os conceitos que fundamentam toda a pesquisa, no entanto, tais como espa\u00e7o p\u00fablico, direito \u00e0 cidade e impulso ut\u00f3pico, remontam a dois pensadores do in\u00edcio do s\u00e9culo XX: Henri Lefebvre e Ernst Bloch. Abstract:
<\/strong><\/span>This research approaches the updating of utopian impulses through the poetic trajectory of the Belgian-Mexican artist Francis Al\u00ffs and his intertwining with the notion of the right to the city developed by Henri Lefebvre. More specifically, it questions the potential for reflection and transformation that this artistic production presents in relation to our way of thinking and occupying public spaces, both from a time and spatial point of view. The empirical object is Francis Al\u00ffs oeuvre carried out in large western cities, mostly Latin American, between the end of the twentieth century and the beginning of the twenty-first. These actions are discussed facing the theoretical contributions from authors who are contemporary to Francis Al\u00ffs: Gilles Deleuze<\/span>
and F\u00e9lix Guattari, Jacques Ranci\u00e8re, Michel de Certeau and N\u00e9stor Garc\u00eda Canclini. The concepts that underlie all the research, however, such as public space, right to the city and utopian impulse, go back to two thinkers from the early twentieth century: Henri Lefebvre and Ernst Bloch. The dialogue between theory and practice, seeking in artistic works the updating of the concepts brought by the cited authors and aiming to identify the reverberation of these practices in theory, forms the backbone of this master\u2019s dissertation<\/span><\/p>\n

<\/span>Este trabalho tem como tema a evolu\u00e7\u00e3o urbana do Bairro Bel\u00e9m Novo, desde a forma\u00e7\u00e3o do seu n\u00facleo urbano, na segunda metade do s\u00e9culo XIX, at\u00e9 os dias atuais e suas tend\u00eancias futuras. O objeto de estudo est\u00e1 localizado na Regi\u00e3o Extremo-Sul de Porto Alegre – RS, nas margens do Lago Gua\u00edba, distante dos principais eixos de expans\u00e3o urbana e industrial da Regi\u00e3o Metropolitana de Porto Alegre. Segue para a compreens\u00e3o de como ocorreu a evolu\u00e7\u00e3o urbana do bairro dentro do processo de metropoliza\u00e7\u00e3o de sua cidade e quais ser\u00e3o as tend\u00eancias do seu crescimento e que fun\u00e7\u00f5es poder\u00e1 assumir no futuro. O bairro \u00e9 utilizado como objeto de reflex\u00e3o acerca do fen\u00f4meno da urbaniza\u00e7\u00e3o, visando \u00e0 percep\u00e7\u00e3o de como fatos sucedidos em uma cidade, na regi\u00e3o e em outras regi\u00f5es podem incidir na evolu\u00e7\u00e3o urbana de um pequeno n\u00facleo urbano. O objeto de estudo ainda permite entender a atua\u00e7\u00e3o do crescimento urbano em uma escala diferenciada, compreendendo os fatores que atuam na evolu\u00e7\u00e3o urbana de uma cidade tamb\u00e9m na escala de um bairro. O m\u00e9todo te\u00f3rico de an\u00e1lise utilizado neste trabalho \u00e9 o mesmo utilizado por Souza e M\u00fcller (2007) no livro \u201cPorto Alegre e sua Evolu\u00e7\u00e3o Urbana\u201d. Por meio da aplica\u00e7\u00e3o do m\u00e9todo se objetiva buscar nos aspectos hist\u00f3ricos os fatores socioculturais, pol\u00edtico-institucionais, econ\u00f4micos, populacionais e locacionais que induziram o crescimento do n\u00facleo urbano do Bairro Bel\u00e9m Novo. A periodiza\u00e7\u00e3o do estudo da evolu\u00e7\u00e3o urbana, possibilitada pelo m\u00e9todo, e o inter-relacionamento dos fatores que atuaram em cada uma das fases, conduzem as poss\u00edveis tend\u00eancias futuras de crescimento do n\u00facleo urbano em quest\u00e3o, contribuindo com o seu planejamento urbano.<\/span><\/p>\n

Abstract:
<\/strong><\/span>This work has as its theme the urban evolution of Bel\u00e9m Novo Neighborhood, from the formation of its urban nucleus in the second half of the nineteenth century, to the present day and its future trends. The object of study is located in the Extreme-South Region of Porto Alegre – RS, on the shores of Lake Gua\u00edba, being distant from the main axes of industrial and urban increase in the Metropolitan Region of Porto Alegre. It is questioned how the urban evolution of the neighborhood occurred within the process of metropolization of its city and what the trends of its increase will be and what functions it may assume in the future. The neighborhood is used as an object of reflection about the phenomenon of urbanization, aiming at the perception of how events happened in a city, in the region and in other regions can affect the urban evolution of a small urban nucleus. The object of study still allows us to understand the performance of urban increase in a differentiated scale, including the factors that act in the urban evolution of a city also in the scale of a neighborhood. The theoretical method of analysis used in this work is the same one used by Souza and M\u00fcller (2007) in the book “Porto Alegre e sua evolu\u00e7\u00e3o urbana”. Through the application of the method, the objective is to seek in the historical aspects the sociocultural, political-institutional, economic, population and locational factors that led to the increase of the urban nucleus of Bel\u00e9m Novo Neighborhood. The periodization of the study of the urban evolution, made possible by the method, and the interrelationship of the factors that acted in each of the phases, lead the possible future trends of increase of the urban nucleus in question, contributing to its urban planning.<\/span><\/p>\n

<\/strong><\/span>Estudos que enfocam fen\u00f4menos relacionados ao desenvolvimento local e \u00e0 qualidade de vida em pequenas cidades ou pequenos munic\u00edpios, ainda quando estes est\u00e3o inseridos em regi\u00f5es em processo de reestrutura\u00e7\u00e3o produtiva e desenvolvimento local, se tornaram relevantes nos \u00faltimos anos. Dentre os problemas relacionados a esta tem\u00e1tica, a migra\u00e7\u00e3o das popula\u00e7\u00f5es e crises do sistema produtivo rural que vem sendo abordados a partir das dimens\u00f5es econ\u00f4mica, produtiva; das din\u00e2micas rural-urbano; da qualidade de vida e da governan\u00e7a urbana, s\u00e3o tem\u00e1ticas que servem para descrever e analisar problemas relacionados ao isolamento de pequenas cidades e seus efeitos sobre as redes urbanas regionais, centrados em fatores funcionais multidimensionais e multiescalares. No entanto, a dimens\u00e3o espacial do fen\u00f4meno de isolamento e segrega\u00e7\u00e3o de pequenas cidades n\u00e3o contemplam especificamente as configura\u00e7\u00f5es das redes regionais e os limites territoriais e espaciais impostos \u00e0 integra\u00e7\u00e3o regional e ao desenvolvimento local. O objetivo da pesquisa \u00e9 relacionar as vari\u00e1veis morfol\u00f3gicas e espaciais das configura\u00e7\u00f5es regionais a processos de estagna\u00e7\u00e3o social e econ\u00f4mica de pequenos munic\u00edpios. O estudo de caso emp\u00edrico \u00e9 o munic\u00edpio de Santa Tereza \/ RS, inserido na regi\u00e3o de planejamento da Serra, recentemente incorporado \u00e0 Regi\u00e3o Metropolitana da Serra Ga\u00facha, cujo n\u00facleo urbano foi designado pelo IPHAN como exemplar da Paisagem Cultural da Imigra\u00e7\u00e3o Italiana no Brasil. No entanto, estas a\u00e7\u00f5es institucionais multiescalares n\u00e3o modificaram os padr\u00f5es de desenvolvimento local, nem instigaram a ades\u00e3o do munic\u00edpio \u00e0s transforma\u00e7\u00f5es produtivas em curso no contexto regional. O munic\u00edpio est\u00e1, h\u00e1 cinquenta anos, num processo de estagna\u00e7\u00e3o econ\u00f4mica, perda de popula\u00e7\u00e3o e alheio \u00e0s mudan\u00e7as pelas quais passa a regi\u00e3o em que se inscreve. Neste contexto, o problema \u00e9 discutido a partir da dimens\u00e3o espacial do processo de isolamento, tanto \u00e0 escala local – do n\u00facleo urbano, como \u00e0 microrregional. A hip\u00f3tese levantada \u00e9 que dos efeitos positivos e transformadores das a\u00e7\u00f5es pol\u00edticas e institucionais \u00e0 escala nacional em intera\u00e7\u00e3o com os potenciais de integra\u00e7\u00e3o espacial local e regional emergem tend\u00eancias dissimilares de integra\u00e7\u00e3o aos processos de mudan\u00e7a da organiza\u00e7\u00e3o social e espacial \u00e0 escala local, bem como desigualdades em rela\u00e7\u00e3o \u00e0s tend\u00eancias de desenvolvimento local. Para estabelecer a verifica\u00e7\u00e3o da hip\u00f3tese, se aplica a teoria, m\u00e9todos e ferramentas da Sintaxe\u00a0Espacial e de An\u00e1lise Espacial para descrever e analisar a configura\u00e7\u00e3o espacial do territ\u00f3rio do munic\u00edpio, da regi\u00e3o e do n\u00facleo urbano, buscando-se rela\u00e7\u00f5es dos instrumentos de gest\u00e3o, infraestrutura regional e de preserva\u00e7\u00e3o de patrim\u00f4nio e paisagem cultural, e as configura\u00e7\u00f5es espaciais que emergem inscritas em limites territoriais estabelecidos pela aplica\u00e7\u00e3o dos instrumentos de planejamento multiescalares. Os resultados da pesquisa indicam que processos top down t\u00eam sido insuficientes no que toca potencializar mudan\u00e7as no desenvolvimento local, para as quais as propriedades morfol\u00f3gicas da rede de circula\u00e7\u00e3o regional limitam a difus\u00e3o espacial de inova\u00e7\u00f5es e ades\u00e3o \u00e0 reestrutura\u00e7\u00e3o produtiva por que passa a regi\u00e3o.<\/span><\/p>\n

Abstract:
<\/strong><\/span>Research targeting phenomena related to small towns and municipalities\u2019 local development and life quality are becoming widely relevant in the past decades especially when related to urban networks hierarchies at regional scale and addressing productive restructuring issues. Among research problems inscribed in this thematic small towns economic ostracism, loss of population and rural-urban dynamics related to planning regions are recurrent,; most of them focusing on multidimensional and multiscale functional features. However, the spatial dimension of regional segregation and small municipalities\u2019 ostracism phenomena are yet to be `analysis. Therefore, this research objective is to relate regional configurations spatial and morphological variables to social and economic stagnation processes at local scale. The empirical study focuses on Santa Tereza \/ RS, a municipality inscribed in Serra COREDE, which urban zone is exemplary of The Italian Immigration Region in Brazil. However, institutional agency targeting to improve local development were insufficient to modify the municipality integration into regional productive restructuring processes. In this context, the research problem is addressed from its multiscale spatial dimension. The hypothesis verified is that the positive effects of institutional agency is overwhelmed by spatial segregation patterns of the municipality within the regional urban network, what enhances uneven tendencies of local development and changes in social, economic and spatial organization at local scale. The hypothesis verification methods, based on Space Syntax theory and Spatial Analysis tools provide multiscale configurational descriptions of the segregation phenomena and its interactions with planning strategies. Results indicate that institutional agency is insufficient in changing local development patterns, since morphological variables such as relative accessibility inform segregation tendencies encompassed by the municipality community, limiting the spatial diffusion of innovations.<\/span><\/p>\n

<\/span>Historicamente, os concursos p\u00fablicos de projetos de Arquitetura e Urbanismo produzem material que apresentam diferentes solu\u00e7\u00f5es a um mesmo problema. Do edital at\u00e9 a sele\u00e7\u00e3o de projetos, o concurso \u00e9 um processo que permite oportunidades de investiga\u00e7\u00e3o por meio de v\u00e1rios enfoques. Cientes da import\u00e2ncia da produ\u00e7\u00e3o intelectual resultante desses concursos, pesquisadores da UNIRITTER e UFRGS, em parceria com o Instituto de Arquitetos do Brasil \u2013 Departamento do Rio Grande do Sul (IAB\/RS), formataram um Acervo que cont\u00e9m o material de concursos realizados no Rio Grande do Sul. Esta pesquisa \u00e9 inspirada em parte do conte\u00fado desse Acervo. O foco desta pesquisa est\u00e1 sobre resultados de an\u00e1lises que investigam a influ\u00eancia da formula\u00e7\u00e3o do problema em solu\u00e7\u00f5es projetuais das propostas classificadas em Concursos de Projetos Urbanos no RS, selecionados entre 2006 e 2016. Para desenvolver a metodologia da pesquisa, utilizou fundamentos do Design Thinking, uma abordagem que permite focar tanto no usu\u00e1rio quanto no problema em si, objetivando solu\u00e7\u00f5es mais precisas. Assim, esta pesquisa analisou o problema e a solu\u00e7\u00e3o para Projetos Urbanos, propondo uma Matriz de An\u00e1lise a partir de fundamentos da abordagem do Design Thinking. As bases dos concursos foram consideradas a proposi\u00e7\u00e3o do problema, enquanto os resultados dos concursos, ou seja, os projetos classificados, foram utilizados como o valor gerado pelo concurso. O processo de compara\u00e7\u00e3o entre bases dos concursos (proposi\u00e7\u00e3o do problema) e solu\u00e7\u00e3o (projetos classificados\/atas de julgamento) foi determinado como a inc\u00f3gnita da equa\u00e7\u00e3o. Desse modo, se estabeleceu a quest\u00e3o de pesquisa que questionou a influ\u00eancia da proposi\u00e7\u00e3o do problema sobre a resposta em Projetos Urbanos resultantes de concursos. Por meio do uso de ferramentas de an\u00e1lise da ret\u00f3rica da linguagem verbal e visual, aplicadas tanto sobre as bases dos concursos selecionados, quanto nas propostas projetuais classificadas, a pesquisa comparou o problema (bases dos concursos), as solu\u00e7\u00f5es propostas (projetos) e a sele\u00e7\u00e3o do j\u00fari (classifica\u00e7\u00e3o). A investiga\u00e7\u00e3o foi dividida em quatro etapas principais, na qual a primeira se concentrou em explorar o Acervo e desenvolver crit\u00e9rios de sele\u00e7\u00e3o de amostra, al\u00e9m de fundamentar a pesquisa por meio de revis\u00e3o de literatura; a segunda etapa teve o foco voltado para o desenvolvimento da Matriz de An\u00e1lise e sele\u00e7\u00e3o e aplica\u00e7\u00e3o de ferramentas de ret\u00f3rica verbal e visual; a terceira etapa foi o momento de tabula\u00e7\u00e3o e an\u00e1lise de dados; a quarta e \u00faltima etapa da pesquisa foi a base para a consolida\u00e7\u00e3o dos dados e an\u00e1lise dos resultados. A principal contribui\u00e7\u00e3o da pesquisa foi misturar m\u00e9todos de diferentes abordagens para entender a rela\u00e7\u00e3o entre problema e solu\u00e7\u00e3o em Projeto Urbano, o que pode revelar meios para uma melhor elabora\u00e7\u00e3o do problema de projeto em concursos futuros. Al\u00e9m disso, fomenta o debate sobre a formula\u00e7\u00e3o dos problemas em Projetos Urbanos de concursos p\u00fablicos. O estudo tamb\u00e9m apresentou recomenda\u00e7\u00f5es para melhoria da composi\u00e7\u00e3o de acervo existente e estudos futuros.<\/span><\/p>\n

Abstract:
<\/strong><\/span>Historically, public tendering for Architecture and Urbanism projects produce material that show different solutions to the same problem. From the public notice to the project selection, public tendering is a process that permits investigation opportunities via plenty of approaches. Aware of the importance of the intellectual production that results from these public tenderings, UNIRITTER and UFRGS researchers, along with the Brazilian Architects\u2019 Institute \u2013 Rio Grande do Sul section (IAB\/RS), formulated a archive that contains the material made in public tenderings in Rio Grande do Sul. This research is inspired in part of this archive. The focus of this research is about the results of analysis that investigate the influence the formulation of the problem in projectual solutions of the classified propositions classified in urban project public tenderings in Rio Grande do Sul, selected between 2006 and 2016. To develop the research methodology, we used fundamentals of Design Thinking, an approach that allows to focus on the user and also on the proble itself, aiming for more precise solutions. So, this research analyzed the problem and solution for Urban Projects, proposing a matrix of analysis on the basis of Design Thinking Approach. The public tendering bases were considered as the proposition of the problem, while the results of the exams, that is, the classified projects, were used as the value generated by the tendering. The comparative process between tendering basis (proposition of the problem) and solution (classified projects\/adjudgment acts) was determine as the unknown element of the equation. In that way, it was established that the research question that questioned the proposition of the problem\u2019s influence over the answer in Urban Project that resulted from public exams. Through the use of tools of analysis of rhetoric of verbal and visual language, applied over the bases of the selected tendering, and also on the classified projectual propositions, this research compares the problem (public tendering basis), the proposed solutions (projects) and the jury selection (classification). The investigation was divided in four main stages, in which the first focused on exploring the archive and develop sample selection criteria, also fundamenting the research by means of literature revision; the second stage focused on the development of the matrix of analysis, selection and application of tools of analysis of rhetoric of verbal and visual language; the third stage was the tabulation and data analysis; the fourth and last research stage was the basis of the data consolidation and analysis of the results. The main contribution of the research was to show methods of different approaches to understand the relation between problem and solution in Urban Projects, something that can reveal means to a better elaboration of the project\u2019s problem in future public tenderings. Also, it stimulates the debate about the formulation of problems in Urban Projects public tenderings. This research also shows recommendations to improve the composition of the existing archive and its future studies.<\/span><\/p>\n

<\/span>Este trabalho de pesquisa investiga o uso da fotografia como ferramenta de trabalho para o urbanismo a partir da an\u00e1lise de um estudo de caso: a atua\u00e7\u00e3o do urbanista e fot\u00f3grafo ga\u00facho Luiz Arthur Ubatuba de Faria (1908-1954), cuja relev\u00e2ncia de sua atua\u00e7\u00e3o profissional em muito contribuiu para a constitui\u00e7\u00e3o e consolida\u00e7\u00e3o do urbanismo no Rio Grande do Sul como campo profissional, e, de maneira pioneira fez uso sistem\u00e1tico da fotografia em seus trabalhos de urbanismo. Como \u201crecorte serial\u201d, foi estabelecida a s\u00e9rie documental do conjunto iconogr\u00e1fico que conforma o Acervo Fotogr\u00e1fico de Luiz Arthur Ubatuba de Faria \u2013 Acervo LAUF. Foram analisados grupos de imagens que, atrav\u00e9s de suas narrativas, puderam contribuir com o seguinte questionamento de pesquisa: de que maneiras Luiz Arthur Ubatuba de Faria fez uso da fotografia como instrumento de trabalho para seu m\u00e9tier de urbanista no Rio Grande do Sul no per\u00edodo de 1926 a 1954? A partir de uma abordagem historiogr\u00e1fica a pesquisa assume como aporte te\u00f3rico estruturador a indissociabilidade da tr\u00edade sujeito (fot\u00f3grafo), tecnologia (equipamento) e assunto (tema abordado) descrita por Kossoy. Nortearam a investiga\u00e7\u00e3o as hip\u00f3teses de que Ubatuba de Faria tivesse feito uso de sua t\u00e9cnica de fotografar para o desempenho de seu trabalho enquanto urbanista, e da possibilidade de toda a produ\u00e7\u00e3o fotogr\u00e1fica de Ubatuba de Faria tivesse contribu\u00eddo de forma direta ou indireta para sua produ\u00e7\u00e3o como urbanista. Ainda, considerou-se que o exerc\u00edcio de fotografar pudesse ter agu\u00e7ado sua leitura do espa\u00e7o urbano e das rela\u00e7\u00f5es sociais inerentes ao urbanismo e que esta leitura realizada atrav\u00e9s de suas lentes, tenha, inclusive, contribu\u00eddo na constru\u00e7\u00e3o de seu entendimento do urbano e das quest\u00f5es relacionadas ao urbanismo em um processo de retroalimenta\u00e7\u00e3o. O m\u00e9todo contemplou duas dimens\u00f5es de aproxima\u00e7\u00e3o: uma dimens\u00e3o laboratorial e uma dimens\u00e3o anal\u00edtica\/ classificat\u00f3ria. A primeira abordou o conjunto de procedimentos t\u00e9cnicos que promoveu a salvaguarda do acervo. A segunda desenvolveu um quadro anal\u00edtico constitu\u00eddo pela articula\u00e7\u00e3o das estrat\u00e9gias de an\u00e1lise de conte\u00fado e semi\u00f3tica de imagens, atrav\u00e9s de uma abordagem qualitativa. Foram objetivos da pesquisa contribuir para o conhecimento do trabalho e da trajet\u00f3ria de Luiz Arthur Ubatuba de Faria enquanto urbanista com \u00eanfase na sua produ\u00e7\u00e3o fotogr\u00e1fica, bem como identificar as formas de uso da fotografia como ferramenta de trabalho para o urbanismo praticadas pelo urbanista. Por fim, objetivou-se dar visibilidade ao vasto acervo fotogr\u00e1fico identificado, visto que o trabalho de pesquisa empreendido apresenta e investiga um acervo in\u00e9dito, com significativo valor documental e art\u00edstico.<\/span><\/p>\n

Abstract:<\/strong><\/span>
This research investigates the use of photography as a work tool for urbanism from the analysis of a case study: the performance of the Gaucho urbanist and photographer Luiz Arthur Ubatuba de Faria (1908-1954). The relevance of his professional activity contributed greatly to the constitution and consolidation of urbanism in Rio Grande do Sul as a professional field, and he, in a pioneering way, made a systematic use of photography in his endeavors of urbanism. As a “serial clipping”, the documental series of the iconographic set that constitutes the Photographic Collection of Luiz Arthur Ubatuba de Faria (LAUF Collection) was established. Groups of images were analyzed, who, through their narratives, could contribute to the following research inquiry: in what ways Luiz Arthur Ubatuba de Faria made use of photography as a working tool for his urbanist m\u00e9tier in Rio Grande do Sul in the period of 1926 to 1954? From a historiographical approach, the research assumes as a theoretical and structuring contribution the indissociability of the triad: entity (photographer), technology (equipment) and subject (subject matter) described by Kossoy. The investigation was based on the hypotheses that Ubatuba de Faria made use of his photographic technique for the performance of his work as an urbanist, and the possibility of all his photographic production to have contributed directly or indirectly to his production as a city planner. In addition, it was considered that the exercise of photographing could have sharpened his reading of the urban space and of the social relations inherent to urbanism, and that this reading realized through his lenses could have contributed to the construction of his urban understanding and of the issues related to urbanism in a feedback process. The method contemplates two dimensions of approach: a laboratorial dimension and an analytical\/classificatory one. The first dealt with the set of technical procedures which promoted the safeguarding of the collection. The second one developed an analytical framework constituted by the articulation of the strategies of content analysis and semiotics of images, through a qualitative approach. The objectives of the research were to contribute to the knowledge of the work and of the trajectory of Luiz Arthur Ubatuba de Faria as an urbanist with an emphasis on his photographic production, as well as to identify his ways of using photography as a work tool for urbanism. Finally, it was aimed to give visibility to the vast photographic collection identified, as the research undertaken presents and investigates an unpublished collection, with significant documental and artistic value.\u00a0<\/span><\/p>\n

<\/span>A \u2018flexibiliza\u00e7\u00e3o do per\u00edmetro urbano\u2019 \u00e9 praticada nos munic\u00edpios, por interm\u00e9dio do poder p\u00fablico municipal, ao expandirem significativamente suas \u2018zonas urbanas\u2019 atrav\u00e9s de sucessivas amplia\u00e7\u00f5es do per\u00edmetro urbano. Essa pr\u00e1tica, que est\u00e1 em conformidade com o conjunto da legisla\u00e7\u00e3o vigente, ocorre segundo interesses pol\u00edticos e econ\u00f4micos, possivelmente sob demanda do mercado imobili\u00e1rio e fundi\u00e1rio. O dimensionamento exagerado da zona urbana viabiliza a ocupa\u00e7\u00e3o de \u00e1reas perif\u00e9ricas, distantes de \u00e1reas consolidadas, estimulando o processo de expans\u00e3o urbana dispersa, cujos efeitos negativos repercutem sobre aspectos sociais, econ\u00f4micos e ambientais dos munic\u00edpios. A presente pesquisa desenvolve um estudo de caso em Lajeado \/ RS, no per\u00edodo entre 1984 e 2016, com o objetivo de investigar as \u2018origens\u2019 da flexibiliza\u00e7\u00e3o do per\u00edmetro urbano e, posteriormente, examinar suas \u2018repercuss\u00f5es\u2019 sobre a expans\u00e3o urbana do munic\u00edpio. O estudo das \u2018origens\u2019 investiga fatores associados \u00e0 flexibiliza\u00e7\u00e3o do per\u00edmetro no munic\u00edpio, considerando o papel da legisla\u00e7\u00e3o e dos instrumentos de planejamento e, analisando a evolu\u00e7\u00e3o do crescimento urbano do munic\u00edpio. O estudo das \u2018repercuss\u00f5es\u2019 investiga em que medida a flexibiliza\u00e7\u00e3o influenciou a expans\u00e3o urbana de Lajeado, examinando de maneira associada, as amplia\u00e7\u00f5es ocorridas no per\u00edmetro urbano e a evolu\u00e7\u00e3o da \u2018mancha urbana\u2019 (\u00e1reas constru\u00eddas). A metodologia da pesquisa \u00e9 estruturada por an\u00e1lises multi-temporais de indicadores demogr\u00e1ficos, socioecon\u00f4micos e espaciais, implementadas com aux\u00edlio de t\u00e9cnicas e ferramentas SIG. A metodologia de an\u00e1lise da expans\u00e3o urbana envolve procedimentos de classifica\u00e7\u00e3o de imagens de sensoriamento remoto, utilizados na produ\u00e7\u00e3o de mapas tem\u00e1ticos de cobertura do solo e de \u2018\u00e1reas constru\u00eddas\u2019, posteriormente examinados atrav\u00e9s de m\u00e9todos de an\u00e1lises \u2018p\u00f3s-classifica\u00e7\u00e3o\u2019 e \u2018m\u00e9tricas da paisagem\u2019. Os resultados obtidos para Lajeado permitiram demonstrar o r\u00e1pido crescimento urbano do munic\u00edpio no per\u00edodo analisado e, evidenciam que as amplia\u00e7\u00f5es do per\u00edmetro urbano tiveram influ\u00eancias significativas sobre o processo de expans\u00e3o urbana, que se tornou mais intenso e apresentou caracter\u00edsticas de dispers\u00e3o espacial das \u2018\u00e1reas constru\u00eddas\u2019.<\/span><\/p>\n

Abstract:
<\/strong><\/span>The ‘urban growth boundary flexibilization\u2019 is practiced in the municipalities, by the means of the local public administration, to expand significantly its ‘urban zone’ through successive expansions of the urban growth boundary. This practice, which is in accordance with the existing legislation, occurs in according to political and economic interests, possibly under real estate and land market demands. The exaggerated urban zone sizing enables the occupation of peripheral areas, far from consolidated areas, stimulating the process of dispersed urban expansion, whose negative effects have an impact on social, economic and environmental aspects of the municipalities. This research develops a case study in Lajeado\/RS, in the period between 1984 and 2016, with the objective of investigating the ‘origins’ of the urban growth boundary flexibilization and then, examine their ‘repercussions’ on the urban expansion. The study of ‘origins’ investigates factors associated with the boundary flexibilization in the municipality, considering the role of legislation and planning instruments, and analyzing the evolution of the urban growth. The study of ‘ repercussions ‘ investigates to what extent the flexibilization influenced the urban expansion of Lajeado, examining the enlargements that occurred in the urban zone, in association with the evolution of the \u2018urban footprint\u2019 (built-up areas). The research methodology is based on multi-temporal analysis of demographic, socioeconomic and spatial indicators, implemented with the support of GIS tools and techniques. The methodology of analysis of the urban expansion involves procedures of remote sensing image classification, used for production of thematic maps of land cover and built-up areas, that are afterward examined with methods of ‘posclassification’ and ‘landscape metrics\u2019 analysis. The results obtained for Lajeado allowed to demonstrate rapid urban growth of the municipality in the analysis period, and showed that the enlargement of the urban growth boundary had significant influences on the process of urban expansion, which became more intense and presented characteristics of spatial dispersion of the built-up areas.<\/span><\/p>\n

<\/span>As propostas de reurbaniza\u00e7\u00e3o de \u00e1reas desindustrializadas atrav\u00e9s do fomento \u00e0 implanta\u00e7\u00e3o de atividades da chamada economia criativa destacam-se atualmente nas discuss\u00f5es sobre planejamento urbano e pol\u00edticas p\u00fablicas. Aos setores econ\u00f4micos criativos passou a ser atribu\u00edda a capacidade de atua\u00e7\u00e3o enquanto vetores de desenvolvimento econ\u00f4mico e socioespacial, atrav\u00e9s do estabelecimento de novas espacialidades ao territ\u00f3rio. Na converg\u00eancia entre a nova taxonomia da economia e as din\u00e2micas da produ\u00e7\u00e3o capitalista do espa\u00e7o urbano, o territ\u00f3rio reurbanizado adquire um valor que \u00e9 potencializado por sentidos simb\u00f3licos a ele atribu\u00eddo, operados desde elabora\u00e7\u00f5es discursivas articuladas pela narratividade. Nesta dire\u00e7\u00e3o, este estudo procurou analisar a narrativa da imprensa jornal\u00edstica tendo como objetivo compreender, desde os elementos de composi\u00e7\u00e3o das narrativas, as estrat\u00e9gias de comunica\u00e7\u00e3o que contribuem para a instaura\u00e7\u00e3o de uma espacialidade criativa e para a conforma\u00e7\u00e3o de novos valores e pr\u00e1ticas sociais, assim como para a demarca\u00e7\u00e3o dos rumos da Hist\u00f3ria. Os resultados da pesquisa mostraram que a prescri\u00e7\u00e3o da espacialidade criativa do IV Distrito de Porto Alegre|RS, pode ser entendida como um mecanismo de (re)produ\u00e7\u00e3o do espa\u00e7o e de reinser\u00e7\u00e3o de territ\u00f3rios \u00e0s din\u00e2micas do mercado de terras. A narrativa jornal\u00edstica analisada tem desempenhado papel relevante ao ser operada de forma a induzir a instaura\u00e7\u00e3o n\u00e3o apenas do espa\u00e7o f\u00edsico, mas tamb\u00e9m do espa\u00e7o social, fomentando tanto seu consumo quanto sua produ\u00e7\u00e3o.<\/span><\/p>\n

Abstract:
<\/strong><\/span>The proposals for redevelopment of desindustrialized areas through the promotion and development of the so-called creative economy activities are currently highlighted in the discussions on urban planning and public policies. To the creative economy sectors, the capacity to act as vectors of economic and socio-spatial development has been attributed through the establishment of new spatialities in the territory. In the convergence between the new economy\u2019s taxonomy and the dynamics of capitalist production of urban space, the redeveloped territory acquires a value that is enhanced by symbolic meanings attributed to it, operated from discursive expressions articulated by its narrativity. In this sense, this study sought to analyze the narrative of the press in order to understand, from the elements of composition of the narratives, the communication strategies that contributes to the establishment of a creative spatiality and to the conformation of new values and social practices, as well as for the demarcation for the course of history. The results of the research demonstrate that the prescription of the creative spatiality of the IV District of Porto Alegre|RS can be understood as a mechanism for (re) production of space and reinsertion of territories in the dynamics of the real state market. The analyzed press\u2019 narrative has played a relevant role in by operation not only as to induce the instauration of the physical space, but also of the social space, fomenting both its consumption and its production.<\/span><\/p>\n

Resumo<\/strong>:
<\/span>Esta pesquisa investiga o impacto de edifica\u00e7\u00f5es do tipo \u201cconstru\u00eddo para alugar\u201d na est\u00e9tica e no uso dos espa\u00e7os urbanos consolidados e predominantemente residenciais, a partir da avalia\u00e7\u00e3o de diferentes grupos de indiv\u00edduos. O problema da pesquisa reside na inser\u00e7\u00e3o destas estruturas e de suas atividades comerciais em ambientes constru\u00eddos sem que se saiba seu real impacto na qualidade visual e de uso do ambiente constru\u00eddo. Assim, o objetivo \u00e9 analisar e comparar n\u00edveis de satisfa\u00e7\u00e3o e prefer\u00eancias est\u00e9ticas de cenas, nos per\u00edodos diurno e noturno, com edifica\u00e7\u00f5es do tipo \u201cconstru\u00eddo para alugar\u201d e cenas com as edifica\u00e7\u00f5es substitu\u00eddas, considerando que podem existir diferen\u00e7as entre as avalia\u00e7\u00f5es de indiv\u00edduos com diferentes tipos e n\u00edveis de forma\u00e7\u00e3o acad\u00eamica e diferentes n\u00edveis de familiaridade. Tamb\u00e9m, \u00e9 objetivo identificar os n\u00edveis de satisfa\u00e7\u00e3o com a localiza\u00e7\u00e3o das diferentes atividades das edifica\u00e7\u00f5es tipo \u201cconstru\u00eddo para alugar\u201d, nos entornos predominantemente residenciais, e averiguar se esta tipologia \u00e9 satisfat\u00f3ria para o desempenho das atividades que abriga, de acordo com diferentes grupos de indiv\u00edduos relacionados a estas estruturas. Para tanto, s\u00e3o selecionados nove exemplares localizados na cidade de Porto Alegre-RS. Os m\u00e9todos de coleta de dados fazem parte dos utilizados na \u00e1rea de estudos Ambiente e Comportamento, sistematizados por meio de levantamentos de arquivo e levantamentos de campo, question\u00e1rios e entrevistas. A an\u00e1lise de dados \u00e9 realizada atrav\u00e9s de testes estat\u00edsticos n\u00e3o-param\u00e9tricos. Os resultados desta investiga\u00e7\u00e3o demonstram que a est\u00e9tica das cenas urbanas \u00e9 avaliada de acordo com o n\u00edvel de est\u00edmulo visual e ordenamento de tais cenas, independentemente do n\u00edvel de forma\u00e7\u00e3o ou familiaridade dos indiv\u00edduos. Ainda, revelam que a tipologia \u201cconstru\u00eddo para alugar\u201d n\u00e3o impacta de maneira positiva na est\u00e9tica dos seus entornos, principalmente para os moradores destes entornos, pois sua apar\u00eancia tende a carecer de est\u00edmulo visual e de rela\u00e7\u00e3o ordenada com seus entornos. Por outro lado, os resultados demonstram que as atividades comerciais destas edifica\u00e7\u00f5es, em especial as de primeiras necessidades e de consumo imediato, s\u00e3o percebidas como muito adequadas para os entornos resid\u00eancias, devido \u00e0 exist\u00eancia de demanda e a sua contribui\u00e7\u00e3o para o movimento qualitativo de pessoas nos espa\u00e7os urbanos. Em complemento, os resultados revelam que as edifica\u00e7\u00f5es s\u00e3o muito satisfat\u00f3rias quanto aos espa\u00e7os internos devido \u00e0 flexibilidade e quantidade de espa\u00e7o, e suas localiza\u00e7\u00f5es t\u00eam influ\u00eancia no desempenho de suas atividades, que ocorrem de maneira satisfat\u00f3ria. Contudo, a tipologia tende a possuir acesso para usu\u00e1rios e \u00e1reas de estacionamento insatisfat\u00f3rias, al\u00e9m de apresentar problemas relacionados ao conforto t\u00e9rmico. Por fim, espera-se que os dados obtidos possam contribuir para a qualifica\u00e7\u00e3o dos espa\u00e7os urbanos, objetivando atender melhor \u00e0s necessidades dos indiv\u00edduos quanto \u00e0 est\u00e9tica e ao uso do ambiente constru\u00eddo.<\/span><\/p>\n

Abstract:
<\/strong><\/span>This research investigates the impact of “built for rent” buildings on aesthetics and on use of consolidated and predominantly residential urban spaces, based on the evaluation of different groups of individuals. The research problem deals with the insertion of these structures and their commercial activities in built environments without the knowledge of their real impact on the visual quality and use of the built environment. Therefore, the objective is to analyze and compare satisfaction levels and aesthetic preferences of scenes, during day and night periods, of \u201cbuilt for rent\u201d buildings, and scenes with substituted buildings, considering that there may be differences between the evaluations from individuals with different types and levels of education, and different levels of familiarity. The research also intends to identify levels of satisfaction with location of the different activities of “built for rent” buildings within predominantly residential environments, and to investigate if this typology is satisfactory for the performance of its activities, according to different groups of individuals related to these structures. For this purpose, nine buildings located in the city of Porto Alegre-RS are selected. Data gathering procedures are part of those in the Environment and Behavior area of study, which includes archival records, field surveys, questionnaires and interviews. The data analysis was carried out through non-parametric statistical tests. The results of this research demonstrate that urban scenes are evaluated according to the level of visual stimulus and ordering of such scenes, regardless of the level of academic education or familiarity of the individuals. Furthermore, they reveal that the “built for rent” typology does not have a positive impact on the aesthetics of their environments, especially for the residents of these environments, since its appearance tends to lack visual stimulation and orderly relation with their surroundings. On the other hand, the results show that commercial activities of these buildings, especially those of first necessity and of immediate consumption, are perceived as very suitable for residential environments, due to the existence of demand and the contribution to the qualitative movement of people in the urban spaces. In addition, the results show that the interior area of the buildings are very adequate for their activities, due to the flexibility and quantity of space, and their locations have influence the performance of their activities, which occur in a satisfactory way. However, the typology tends to have an unsatisfactory access and parking areas for its users, as well as presents problems related to internal thermal comfort. In conclusion, it is expected that the results obtained can contribute to the qualification of urban spaces, aiming to better meet the needs of individuals regarding to aesthetics and the use of urban space.<\/span><\/p>\n

Resumo<\/strong>:
<\/span>A livre atua\u00e7\u00e3o do mercado imobili\u00e1rio estratifica o espa\u00e7o urbano de acordo com as caracter\u00edsticas socioecon\u00f4micas de seus habitantes. Essa estratifica\u00e7\u00e3o social, na sua representa\u00e7\u00e3o espacial, restringe as possibilidades locacionais de moradia das popula\u00e7\u00f5es de baixa renda, o que gera dificuldades de localiza\u00e7\u00e3o em \u00e1reas com amplo acesso a equipamentos, com\u00e9rcio e servi\u00e7os. Se o funcionamento do mercado cria tais restri\u00e7\u00f5es, cabe ao Estado regular esse funcionamento, organizando a distribui\u00e7\u00e3o espacial das popula\u00e7\u00f5es. Esse trabalho analisa a atual pol\u00edtica p\u00fablica de provis\u00e3o de moradias, a Pol\u00edtica Nacional de Habita\u00e7\u00e3o, com foco na localiza\u00e7\u00e3o das habita\u00e7\u00f5es produzidas para a popula\u00e7\u00e3o de baixa renda, atrav\u00e9s do Programa Minha Casa Minha Vida, com estudo de caso no munic\u00edpio de Porto Alegre. O estudo \u00e9 desenvolvido em tr\u00eas etapas: iniciou-se pela an\u00e1lise comparativa dos objetivos da Pol\u00edtica e do Programa com base nas normativas legais e de suas publica\u00e7\u00f5es oficiais, em rela\u00e7\u00e3o aos conceitos para avalia\u00e7\u00e3o de pol\u00edticas p\u00fablicas apresentados por Sartori (1981), Clapham (2005) e Alvim e Castro (2010). Em seguida, desenvolveu-se o estudo de casos dos empreendimentos do Programa edificados no munic\u00edpio de Porto Alegre, analisando as suas localiza\u00e7\u00f5es dos empreendimentos em rela\u00e7\u00e3o a equipamentos, com\u00e9rcio, servi\u00e7os e rede de transportes, cuja avalia\u00e7\u00e3o baseou-se nos crit\u00e9rios de localiza\u00e7\u00e3o conceituados segundo Cardoso (2001) e Villa\u00e7a (1998). E por fim, os resultados das etapas anteriores vinculando as localiza\u00e7\u00f5es a formula\u00e7\u00e3o do Programa e da Pol\u00edtica.\u00a0<\/span><\/p>\n

Abstract:
<\/strong><\/span>The free acting of the real estate market stratifies the urban space according to the inhabitants socioeconomic characteristics. This social stratification, in its spatial representation, restricts the locational possibilities of housing for the low income populations, which generates difficulties of location in urban areas with wide access to equipments, commerce and services. If the functioning of the market creates such restrictions, it is up to the State to regulate this functioning by organizing the spatial distribution of its population. This study analyzes the current public housing policy, the National Housing Policy, focused on the location of housing produced for the low income population through the Minha Casa Minha Vida Program, with a study case in the city of Porto Alegre. The study is developed in three stages: it began with the comparative analysis of the objectives of the Policy and the Program based on legal norms and its official publications, in relation to the concepts for evaluation of public policies presented by Sartori (1981), Clapham (2005) and Alvim and Castro (2010). Next, the study case of the projects developed in the city of Porto Alegre was created, analyzing their locations in relation to equipment, commerce, services and mobility network, according to the methodology developed by LabCidade et. al. (2014), whose evaluation was based on the location criteria according to Cardoso (2001) and Villa\u00e7a (1998). And finally, the results of the previous stages linking the locations to the Program and Policy formulation.<\/span><\/p>\n
