O objeto de estudo compreende uma discuss\u00e3o te\u00f3rica da abordagem de Custo-Benef\u00edcio Social com enfoque no projeto portu\u00e1rio do Arroio do Sal\/RS. Tendo em vista que a regi\u00e3o do Litoral Norte do RS apresenta din\u00e2micas muito espec\u00edficas caracter\u00edsticas de destinos tur\u00edsticos permanentes e de veraneio. Esta regi\u00e3o tem apresentado taxa expressivas de crescimento populacional e reduzido sistematicamente a predomin\u00e2ncia de domic\u00edlios de uso ocasional, caracter\u00edstica essa que \u00e9 predominante em regi\u00f5es de turismo sazonal. Os procedimentos metodol\u00f3gicos apoiam-se principalmente na pesquisa documental, utilizando dados secund\u00e1rios de fontes como IBGE, COMEX\/STATS, RAIS e ANTAQ. As an\u00e1lises confirmam os avan\u00e7os alcan\u00e7ados na metodologia de Custo-Benef\u00edcio Social apoiando-se em guias produzidos pelo Minist\u00e9rio da Economia. A sustenta\u00e7\u00e3o de que qualquer infraestrutura de grande escala necessite de justificativa no \u00e2mbito da defini\u00e7\u00e3o do problema e an\u00e1lise de alternativas \u00e9 corroborada em tal guia. O que se percebe \u00e9 que as informa\u00e7\u00f5es est\u00e3o veladas ao p\u00fablico, no caso do projeto portu\u00e1rio de Arroio do Sal, e o que sabe \u00e9 muito pouco para embasar qualquer an\u00e1lise concreta. Mesmo assim \u00e9 fundamental que seja de conhecimento p\u00fablico todos os riscos e externalidades que uma atividade portu\u00e1ria traz consigo.<br><strong>Palavras-chave:<\/strong> <em>An\u00e1lise de Custo-Benef\u00edcio. Porto de Arroio do Sal\/RS<\/em><\/p>\n\n\n\n<p class=\"has-text-align-justify wp-block-paragraph\"><strong>ABSTRACT:<\/strong><br>This dissertation is part of the theme on Cost-Benefit Analysis and Theory of Well-Being. The object of study comprises a theoretical discussion of the Social Cost-Benefit approach with a focus on the port project of Arroio do Sal\/RS. Considering that the region of the North Coast of RS presents very specific dynamics characteristics of permanent tourist destinations and summer vacation. This region has presented a significant rate of population growth and systematically reduced the predominance of households of occasional use, a characteristic that is predominant in regions of seasonal tourism. The methodological procedures are mainly based on documentary research, using secondary data from sources such as IBGE, COMEX\/STATS, RAIS and ANTAQ. The analyses confirm the advances achieved in the Social Cost-Benefit methodology based on guides produced by the Ministry of Economy. The support that any large-scale infrastructure needs justification in the context of the definition of the problem and analysis of alternatives is corroborated in this guide. What is perceived is that the information is veiled to the public, in the case of the Arroio do Sal port project, and what is known is too little to support any concrete analysis. Even so, it is essential that all the risks and externalities that a port activity brings with it are publicly known.<br><strong>Keywords: <\/strong><em>Cost-Benefit Analysis. Welfare Theory.
