Abstract:
This thesis approaches the public policies of preservation of the cultural heritage of small cities, since, 68,67% out of a total of 5.570 Brazilian cities have less than 20.000 inhabitants (CENSO 2010). In small cities there is a complex social web called social capital, formed by informal communication networks, which are faster and more flexible, reducing bureaucratic decision processes and the contact between cultural agents in formulation and implantation of public policies (ABRAMOVAY, 1999). Considering that the social capital stimulates and promotes beyond material resources, subjective factors like confidence, cooperation and participation of the community which are important for promoting the development; that a governmental or institutional initiative can stimulate the feeling of confidence and civic participation, generating or increasing the social capital; that IPHAN has always had a role of reference for preservation organizations as well as for the technicians; that cities reached more autonomy to deal with preservation issues with the Constitution of 1988, there is a hypothesis that a governmental initiative of preservation of the cultural heritage creates and/ or stimulates the social capital in the local sphere, generating development. Therefore, from the 44 urban properties declared historical landmarks by IPHAN after the Constitution of 1988, nine cities are considered small. Among them, São Félix (BA), Corumbá de Goiás (GO) and Antônio Prado (RS), implemented municipal policies of preservation. For this purpose, it is resumed the main concepts concerning politics, public policies, development and the main political-administrative processes that characterize the formulation, implementation and evaluation of programs and projects with emphasis in intersectoral policies in a neoinstitutionalist perspective (field in which the institutions matter and impact the behavior of the actors). It was observed that these urban properties are the result of unique combinations of political, geographic, economic and cultural aspects that historically formed each one of these societies and reflect the complexity of the reality of small cities, with big diversity of urban dynamics, contradictions and inequalities produced by the capitalistic society. It is also approached the levels of social capital analyzing it in its structural and cognitive forms, and the collective action as materialization of the social capital. It is concluded that the government intervention can generate or expand the social capital in local sphere. But, beyond the existence of structural and cognitive social capital it is necessary to establish institutional arrangements and new governance, consolidated in the perspective of intersectoriality so that the development is centered in people and constructed from the concept of place.

Abstract:
This work aims to analyze the rural-urban interface, seeking to define a concept that contemplates the multiple faces and coexistences of rural and urban in the contemporary territory, from different perspectives of agents that work in this territory and in the processes of territorial planning. As a case study, was chosen one of the rural settlements of the agrarian reform in the municipality of Nova Iguaçu, located today at the rural-urban border of the Metropolitan Region of Rio de Janeiro (RMRJ). The “Marapicu Settlement” was responsible for reversing the situation of withdrawal from the rural area of the municipal master plan. The methodological procedures prioritized interdisciplinary, socio-spatial and interscalar approaches, focused on the theoretical reflection on the rural-urban relationship in the territory and on the challenges of territorial planning facing the new social actors of the rural area, from the point of view of the Urban and Regional Planning area. The field research described the territory at different scales, highlighting the patterns of occupation and territorial planning and applied interviews with key agents (community of settlers and the public managers who work with the territorial planning of the municipal and metropolitan scales). From some territorial elements pointed out in the interviews, categories of analysis of the rural-urban interface were created and possible scenarios for the settlement area, of rural, urban and rural-urban character were constructed. The results pointed to the rural-urban interface as a possible concept for analysis and application in territorial planning in Brazil, making possible a methodological exercise that contrasts the hegemonic idea of prioritizing urban issues as positive and inevitable in the territory.

Abstract:
Cities are the highest level of social organization, they are the networks where social connections are made. Within the city there are social, spatial, and infrastructural sub networks, which enable the interaction between people and things in the urban space. In the same space lie the biggest threatens to the urbanity and salubrity of the natural environment reminiscent. The urban system is a composition of integrated sub systems, therefore any damage to one fraction of this system may have a knock-on effect on a large geographic area and across multiple dimensions of the urban system; which can negatively affect the local and regional economy. Particularly in informal settlements, the inefficiency of the urban services and infrastructure together with socioeconomic and cultural conditions turn the urban drainage systems into routes of solid waste to rivers and water bodies. The existence of solid waste in urban drainage systems compromises the efficiency of the system and it is linked to clogging, floods, litter waves and economic losses. In addition, it also poses risk to human health, environment and increases the maintenance and social cost of the drainage system. For this reason, it is essential to develop studies and action plans, at watershed scale, to identify and describe the cycle of genesis, transportation and final disposition of solid waste. These studies can help minimizing the inappropriate discard of solid waste and potential damage to the freshwater resources. This research proposes and defines the “Wastelogical Cycle” through the integration of variables related to physical environment, socioeconomic characteristics, and quality of the urban infrastructure. The study is applied to Mãe d’Água dam watershed at Viamão city, Porto Alegre Metropolitan Region, Rio Grande do Sul state, Brazil. This study incorporates spatial data on the local geomorphology, hydrology, urban drainage system, access and circulation infrastructure, land cover, land use, demography, socioeconomic characteristics and information on the coverage and frequency of the solid waste collection service. Based on these data we modeled the genesis and transportation of solid waste within the watershed; the quality of the model was assessed via field observations and in situ data on solid waste collected by a trap at the estuary of one of the main drainage in the watershed. In addition to the quantification of the solid waste charge in the river mouth, the model allows spatial visualization of the dynamics of solid waste transportation at natural and anthropic water flow networks and the identification of hotpots for solid waste accumulation. The model is operational and reproducible for other urban watersheds, it has potential to contribute to the management of solid waste and hydrological resources in the future and may be used as a tool to direct and plan interventions in the short and long term.

Abstract:
What does “urban design” mean? During the last few years, this expression has been widely used and debated in Brazil. It has different meanings: it is polyphonic, polyvalent, as many researchers concede. However, this conceptual ambiguity, often a source of misunderstanding, which is not limited to academic debate, is considered as positive in this thesis: after all, the debate about the meanings of urban design does not indicate, precisely in this case, an invention of new practices? The main objective of this thesis is to develop a situated knowledge of urban design. Most of all, it is an exercise of situated knowledge linked to a specific place – Porto Alegre – at a specific time – the beginning of the 21st century –, and the particular look of an architect who did his undergraduate studies in 1990s. From this time and place, the thesis discusses already covered paths and reveals a possible future to live and to study – a hope, a future to be situated; because “the future is not what it was.”

Abstract:
The thesis uses the concept of landscape to discuss questions related to the fields of Architecture and Urbanism and of Urban and Regional Planning, focusing essentially on heritage aspects. It assumes that the landscape, while social construction, conveys values that are not usually considered by professional practice but that effectively participate in the creation and/or maintenance of identities, and are thus essential for the success of the projects and plans in different scales of activity. The research sustains that such values are present in the usual, daily landscapes, evoked here as ordinary landscapes, in contrast to those areas of the territory, which are traditionally highlighted as patrimony by their exceptional character. The investigation considers a philosophical-historical approach with the concept of western landscape, identifying structural frameworks for its study, from which derive the parameters of action in disciplines related to the thesis. The investigation also discusses distinct methods of reading and interpreting the landscape of different realities to finally construct an interpretation about the landscapes of Agudo, Rio Grande do Sul, from its technical and common representations, indicating another perspective for the professional practices directly involved. Finally, it shows the decisive role of ordinary landscapes in the conformation of territorial identity, calling for a broader, integrated and active attitude towards heritage and landscape in the field of urban and regional planning and architecture and urbanism.
