Abstract:
This research aims to investigate, describe and problematize an urban phenomenon in the theoretical scope through image perception. The perceived phenomenon, in a subjective field, is the erasure of the imagetic historical records of an urban area at the city of Porto Alegre, Rio Grande do Sul. The referred area is the IV District, a region that, in its early days, had striking industrial features and today is in full decharacterization. The perception of their absence in the historical photographic albums of Porto Alegre raised questions about their possible relationship with the current conditions of the area. Given the lack of imagery records, the existence of a phenomenon of a certain “erasure” in the imagetic field was noticed. Because of it, the research assumes a phenomenological character, which aims on investigating, describing and theoretically problematizing how this phenomenon happens. The erasure of something from historical records embraces on questions regarding memory and forgetfulness, as well as their uses and abuses. The resulting social transformations are also related to the phenomenon through Guy Debord’s The Society of Spectacle and Zygmunt Bauman’s concepts of liquidity and consumer society. In addition to these issues, the debate on forgetfulness within the urban environment arises, addressing the issues of industrial heritage, which has been undergoing transformations and is commonly associated with abandonment and emptiness. To support the construction of the results, Georges Didi-Huberman’s methodology for image analysis and interpretation is analyzed, seeking to enter the most subjective and sensitive fields, giving the observer voice and freedom to describe what they see beyond the first look. As a result, an imagetic construction is obtained, which makes use of representative images that evidence the phenomenon occurrence, allied to the textual production, mixing description and lyricism, thus obtaining an invitation to a theoretical reflection.

Abstract:
In 1987, in Goiânia, capital of the state of Goiás (BR), two waste pickers found a radiotherapy machine, used to treat cancer patients, inside a ruined building. Among the pieces of the machine that they carried there was a capsule that contained Cesium-137, a highly radioactive material. The capsule was opened and the substance was responsible for contaminating, maiming and even killing a significant number of people and contaminating a portion of the city, leaving scars beyond the urban space. This study starts from the problematization of memory and forgetfulness in the face of disasters that occurred in an urban context expressed in a material and immaterial way in the city. It seeks to defend that there may be a strategy for erasing negative events in cities as a way of coping. Seeking to understand the processes of memory and forgetfulness and from the understanding that these phenomena are manifested in the city, we look for signs that may reveal fragments of memory and erasure of the disaster. To face this challenge, the assembly methodology – proposed by Georges Didi-Huberman – is used as an investigative practice, to achieve the objective of this research, which consists of investigating the dynamics between the city and the accident that occurs through memory and forgetfulness about the disaster expressed in a material and immaterial way in the city of Goiânia.

Abstract:
The Green-Blue Grid is a network of ecological connections that treats vegetation and water as its basic and essential elements for the conservation of habitats, enabling the maintenance and implementation of connections, strategic points between different ecosystems, including the urban. Based on this work, on eight themes – water, heat, biodiversity, urban agriculture, air quality, energy, socioeconomic importance and ” making things happen ” processes – the greenblue grid was subjected to an analysis to identify its positive and negative factors for urban and environmental planning. The SWOT analysis method, commonly applied in the business environment, has been in the most diverse disciplines that seek to analyze the strengths, weaknesses, opportunities and threats of a given scenario. Thus, a study was developed based on this methodology that allows the identification of strategies for urban and environmental planning of cities in order to reduce problems and maximize potential. The application of the SWOT analysis, demonstrates that the use of the green-blue grid, can play an important role in the direction of sustainability, resilience and urban habitability through the conservation and maintenance of plant species and water systems. More than that, as approaches related to the green-blue grid also require participatory planning and management with the strengthening of relationships between planners, managers and urban populations, important actors in this urban and environmental scenario.

Abstract:
Recently, the interest for the study of Social Infrastructures present in the urban space has increased due to its impact on economic development, the promotion of social well-being, the guarantee of human rights and its contribution to the quality of urban life. The concept of Social Infrastructure has been used as a wide range of social goods and services, community equipment and networks to support the daily lives of people, families, communities and cities. Based on that, the objective of this research was to propose a method for evaluating existing social infrastructures, analyzing their contribution to the articulation of urban space, as well as to the quality of urban life. The research strategy adopted is constructive research (Constructive Research or Design Science Research). The research was divided into three stages: understanding (a), development (b) and evaluation (c). In the comprehension stage, we sought to track works already consolidated with regard to the use of Design Science Research in the context of the built environment, seeking to identify elements that could contribute to the formulation of the evaluation method of this research. The development stage aimed at structuring and operationalizing the proposed evaluation method, having its implementation tested through an empirical study carried out in Sector 08 – Santa Marta, in the city of Passo Fundo/RS. In the evaluation stage, the proposed method was evaluated based on the researchers’ perception. It is hoped that the research can contribute to the construction and operationalization of the existing Social Infrastructure assessment method, as well as to identify their contribution to the quality of urban life.

Abstract:
The present work discusses graffiti (produced by distinct groups with different motivations), its different manifestation forms in the urban space and the conflict generated between these groups and the established powers, from the occurrence of this insurgent expression in Porto Alegre / RS. In this sense, the positioning of the Judiciary and Executive Power was analyzed, based on materials and documents from the press, the Public Ministry of the state (of Rio Grande do Sul, Brasil) , the 3rd Special Criminal Court of Porto Alegre city, Brasil (3rd JECRIM), the Court of Justice of the RS (TJRS), and the relevant federal and municipal laws, considering understandings arising from contemporary trends in Law: Cultural Criminology, Labeling Approach and Cultural Environment (Environmental Law). From the examination of these materials, several questions about the modes of occupation and perception of urban space are addressed. Two controversial cases involving the fixing of graffiti on the facade of buildings in Porto Alegre were also brought up for discussion: the headquarters of the Ecarta Foundation (2012) and the wall of the Goethe-Institut (2018). The investigation of the graffiti phenomenon from the perspective of different urban actors and the tension caused by it, analyzed from different perspectives, allowed its verification under antagonistic points of view, which are problematized in this work. This set of circumstances generates a multiplicity of understandings and perceptions about the current urbanism and about the different urban ways of life, which makes it possible to observe the city and graffiti as complex urban phenomena, which allow different reflections, questioning some statutes and settled down consensus.

Abstract:
This dissertation explores the phenomenon of slumization in medium-sized agribusiness cities in Brazil as a process linked to the modernization of the relationship between the city and the countryside. If previously favelas were theoretically linked exclusively to large cities and metropolises along the Brazilian coast, from the middle of the twentieth century on this urban phenomenon started to appear in other types of cities, especially médium cities. This process links the urbanization of territories in the interior of the country to the modernization of agriculture to meet the demands of the agribusiness production system that modernized the city-countryside relationship. The modernization of agriculture promoted the mechanization of rural activities, yet it also generated the segmentation of agricultural activities, transferring the stage of crop processing to urban spaces, which became industrialized, forming agro-industrial complexes and creating new urban agricultural branches: of input production and services. Rural jobs were depleted as well as the urban agricultural jobs progressively demanded high specialization levels. When the agro-industrial complexes were formed in these medium cities, they started to play a polarizing role in relation to neighboring municipalities due to the concentration of financial resources, job possibilities, access to trade and services they provided. This polarization drove the uneven growth of the city, which, urbanized and modernized, became slums. Focusing on a non?metropolitan urban area, the aim of this dissertation is to analyze the factors that are related to the phenomenon of slumization in medium agribusiness cities, as well as the internal dynamics of favelas in urban spaces spatially and culturally close to the rural world. This work also seeks to contribute to the construction of knowledge about Brazilian slums in their multiplicity, exploring distinct arrays of slums in their spatial, social and cultural characteristics. The research method includes literature review, survey and manipulation of statistical data, besides production of urban cartography, case-study based on fieldwork and ethnographic writing. The fieldwork analyzes the territorial transformations of two favelas in the pioneer center of soybean production in Brazil, Passo Fundo (RS), in relation to the socio-spatial trajectories of the populations that inhabit these spaces and that have a territorial incidence on a discussion based on the social memory of their inhabitants. The favelas, Záchia and Popular, are related to the policies of de-slumming and regularization of favelas in the city in the 1980s. In the late 2010s, what is noticeable is the consolidation of old favelas and the refaveling of spaces adjacent to regularized popular territories in a dispute over urban land that is linked to peasant expropriations of rural lands for the cultivation of export monocultures in the globalized market.

Abstract:
Even though they are mostly in Brazilian context, small towns are the most neglected human settlements by the federal government and are still little discussed in the academic scenario (MATÉ, 2016; SPOSITO E JURADO DA SILVA, 2013), mainly in the area of urban and regional planning. In the state of Santa Catarina, for example, about 79% of the municipalities are considered small (IBGE, 2010). These territories do not have specific rules regarding their planning, being at the mercy of adaptations of instruments designed for larger cities. This lack of specific urban policies does not correspond to the particularities existing in these, mainly related to the rural/urban relationship is dealt with in this context. The analysis was performed based on the case study mentioned above and its regional context.

In 2009, through the Law 626/2009, the PDCI–POA was approved, proposing 495km of cycle network for the city. However, by the end of 2019, only about 48,72 km of bike lanes were implemented. As a theoretical basis for this work, three themes were studied concentrating on the transport by bicycle: urban mobility, urban planning and the urban landscape as the place where the PDCI-POA materialized. Focusing on studies of the city’s cycle network, based on georeferenced data, the study identified that the central region of Porto Alegre offers a greater number of cycle lanes compared to other areas of the city. Such investment is justified when analyzing data on population density and the job rate, as well as urban equipment and points of interest located in this area. In the last few years, bike lanes have been built through the urban counterpart system, whether in the central or peripheral areas. Based on the concepts and methodologies proposed by Lynch (1960), Cullen (1961) and Salingaros (1998), analyses were carried out in four selected cycle infrastructure in which it was found that in areas with greater purchasing power, regardless of their geographic location, the bicycle infrastructure has higher quality than in lower-income regions. In addition, it should be noted that bike lanes are not connected and, therefore, do not configure an articulated cycle network. With two years to the deadline for the PDCI-POA implementation, a propositional investigation was prepared, listing possible actions for priority implementation. From the analyzes, it was possible to reflect about the cycling laws implementation process in Porto Alegre, as well as questioning the mechanisms that materialize the urban landscape.

Abstract:
Inspired by the narrative approach as a theoretical and methodological perspective, this dissertation aims to discuss the public extent of urban space through homeless people’s narrativity. Considering the public plurality, their permanent struggles, also that the basis for every political system is somehow excludent, I regard it as necessary to listen to and be attentive to this way of inhabiting the city, since it comes as a dissensus, peripheral to the urban planning acts. The primary location for this research is Porto Alegre’s inner city suburbs, while the methodological process for this cartography unfolds the connection between my experience on communal spaces and the subjects. Based on recordings of on site observations and interaction with their way of street-inhabiting, the narrative approach mediates both knowledge production and field experience. Hence, the voice expressed by stray people, embodied by their means of inhabiting, utters the heterogeneity of such way of living in the city, in addition to building a conflict on the public dimension of urban space as well. Remarkably, the actions performed by society and the state public officials that seek to erase these people’s political voice, the contrast between the urban experience of those living on the streets and those living in a residence of their own, regarded as the standard one, also the growing tension of the public-private dichotomy. The last observations retrieved from this research bring about a consideration on diversity, when streetinhabiting exposes and challenges the resolutive, order-establishing ways of thinking and planning the city. It is imperative to recognize the dissensus in the public space, alongside with the political voice and human rights of the people inhabiting the streets.

Abstract:
This research addresses urban interventions on waterfront with different types of public and private involvement, and how these interventions are perceived by the city’s population. Thus, although there are different types of public and private involvement made possible by legislation, and which its use in urban interventions has been already addressed by other studies, gaps and lack of conclusive evidence are identified about whether and how these processes influence the spaces generated, especially regarding the Brazilian reality. Therefore, the defined objective was to evaluate proposals for urban intervention with different types of public and private involvement, based on the perceptual approach. Specifically, 3 cases were selected with projects for areas on the Porto Alegre’s waterfront, which allow evaluating projects of 3 different types of public and private involvement: the project for Cais Mauá, proposed from public-private involvement for joint planning in relation to the requalification of the Cais; the project of Trecho 1 da Orla, related to the provision of public space by the public sector through the contracting process, and the project for Pontal do Estaleiro, with public-private involvement for the provision of a new public space from the private sector’s planning and action. To achieve the objectives, data were collected using multiple methods, such as: online questionnaires, interviews, and behavioral observations. The data from the questionnaires were analyzed using frequencies and the Kendall W statistical test, and the interviews were transcribed and then analyzed by frequencies and meanings of the mentioned aspects. The results of the three evaluated cases show that the project originated from a process coordinated by the government, without the involvement of companies that would do commercial exploitation on the spot, was effective in meeting the wishes of the population. Limitations were also identified regarding the use of economic optimization criteria and the disregard of the project’s capacity to meet the demands of the population through private involvement in urban intervention projects. In addition, tall buildings and shopping malls were rated very negatively, indicating that this type of building and use are not desirable for the Porto Alegre’s waterfront. Still, the preference for a waterfront with predominant open spaces and without mischaracterization of the natural landscape was identified. Thus, from the desirable and undesirable aspects by potential users of the waterfront spaces, this research contributes to support the development of guidelines and future projects for the area of Cais Mauá and areas adjacent to Trecho 1 da Orla and Pontal do Estaleiro. Finally, the applied methodology reinforces the possibility of capturing people’s aspirations in relation to urban spaces, as well as their perceptions regarding proposals for such spaces, so that this procedure can be used as a contribution for public consultations before the elaboration of projects whose impacts are of collective interest.

Contemporary labor immigration is a global reality and data show that these displacements have intensified towards cities. The current debate involves agendas on the sustainable development of cities destined for immigrants. In Brazil, haitian immigration posed challenges to municipalities, which received unexpected contingents of people. The objective of this research is to understand how the sociospatial integration of contemporary haitian labor immigrants occurs in Brazilian cities. The city of Lajeado, located in Taquari valley region, in the state of Rio Grande do Sul – Brazil, was selected for the purpose of a case study. Lajeado is a city of european colonization origin of the 19th century and, today, it is a destination for contemporary haitian labor immigrants to work in the slaughterhouse industries exporting to global markets. This is an exploratory case study. Initially, the territorialization of haitian immigrants in Lajeado was mapped. Subsequently, interviews were conducted with three groups of city representatives: municipal managers, local population and Haitian immigrants. Among the results of the research, it was found that there are other boundaries beyond the geographic one to be overcome by the immigrants, since the cultural and language difference between the groups were indicated as the main challenges for the sociospatial integration of haitians in Lajeado. The contribution of the research is to bring migratory studies closer to the field of urban planning and municipal management, at the local scale of brazilian cities.

Abstract:
Shopping malls are important components of the commercial structure of contemporary cities, and in the case of Brazil, in just over 40 years since their introduction have already consolidated themselves as a reference for consumerism and leisure. The insertion of these commercial tools in the urban spatial structure is a challenge for urban planning and management since they act as triggers driving change processes at different spatial and temporal scales. Although there are already known processes which are associated with these acts, there is a need for more empirical studies to contribute to the understanding of urban dynamics and give subsidies to the public power and society about the possible sociospatial transformations promoted by these acts, supporting the impact analysis and discussion of possible mitigating measures. The presente work focuses on the relationship between BarraShoppingSul (BSS) and the structuring of its surroundings in Porto Alegre (RS) to detect occurrences after its implementation, as well as to situate the role of this commercial tool in this transformation process. More specifically, the impacts on the profile of the resident population, the spatial hierarchy and the commercial intensity in the respective area of influence are analyzed with a combination of methods and procedures based on spatial analysis and configurational models. For this, three sociodemographic indicators (population, households and average income) and three configurational indicators (accessibility, centrality and convergence) are compared before and after the construction of the shopping center, in different spatial scales (area of influence and city), with the empirical data based on the IBGE (2000 and 2010) and RAIS (2003 and 2010) Censuses. The results do not detect great changes in sociodemographic indicators, but reveal an ongoing process of change. The configurational indicators point to a local alternation between accessibility and commercial centrality with the consolidation of the pre-existing commercial hierarchy. The discussion of the results shows that the BSS was inserted in a broader process of socio-spatial transformations that are taking place in this region of Porto Alegre. It was observed that the initial conditions, the type of shopping mall and the spatial structure in which it is located, are decisive for the results that are manifested in the space. The outcome discusses the potentials and limitations of the method and the recovery of future studies.

Abstract:
The consumption of fossil fuels as an energy source associated with historical human development is directly related to the emissions of pollutants largely responsible for climate change and the deterioration of air quality in the world today. According to Markard et al. (2012), problems of this magnitude cannot be solved by incremental improvements – they require systemic changes, known as sustainable transitions, which involve changing production and consumption patterns related to the energy and transportation sectors. Electrifying bus fleets from municipal systems is considered a solution that, integrated with broader strategies, contributes to achieving low-carbon mobility. This shift implies changing existing stable structures linked to political, economic, social, cultural and technical factors – which reveals the multidimensional nature of the processes of sustainability transitions. These transitions vary geographically according to the historical and spatial contingencies of the territories in which they are embedded. The interactions and connections between culture, science, politics, markets, among others, configure what is known as socio-technical systems. Lifestyles, regulations and institutional arrangements stabilize these systems and are called socio-technical regimes. This study appreciates the differences between socio-technical systems of various spatial contexts and investigates the associations with their respective degrees of electrification of municipal bus fleets – considered an indicator of the transition to low carbon mobility. To do so, it develops a comparative case study among 46 municipalities in the world, exploring quantitative relationships among 80 attributes that characterize their socio-technical systems. Based on statistical analyses and an inductive-deductive approach, two territorial profiles were typified by the study, explaining 78% of the degrees of electrification of the sample. The results indicate that transitions tend to have greater development opportunities (i) in territories where systems are not fully consolidated and their regimes are still being shaped (“developing” territories) and (ii) in “developed” territories that are receptive to change and flexible in incorporating more sustainable production and consumption patterns into their sociotechnical regimes that tend to be aligned and consolidated. The first case seems to explain the great advance of China and the various initiatives that are currently advancing in Latin America. The second case seems to explain the relevant degrees of electrification seen in Northern Europe, followed by the rest of the continent – justified by cultural issues, where commitment to climate action and social welfare motivate the incorporation of sustainable innovations and the advance in the electrification of municipal bus fleets. On the other hand, North America and Oceania are similar in their low degree of electrification and their cultural and urban models: sprawling cities and consolidated private car culture. The identified geographical patterns and profiles also show that there is no universal arrangement capable of changing the socio-technical regime of mobility. The success of a sustainable transition is tied to the recognition of the territorial specificities of where it is embedded and the design of particular strategies and solutions that articulate the sociotechnical systems and regimes that prevail there – an argument that contributes to guide future projects and research.

Abstract:
In the last decades in Brazil there has been a significant increase in the use of private cars and, consequently, an increase in the negative impacts on life in the cities, such as traffic jams, accidents, pollution, degradation of the quality of environments and health problems of urban populations. One way to try to reduce these problems is to expand the so-called “sustainable modes” of transport, which include public transport and active modes – which do not use motorized vehicles – being the main one, the ‘on foot’ mode. Walking is free, does not pollute and has a positive impact on health, in addition to promoting urban vitality. Contemporary research studies ways to favor travel on foot through, among other measures, changes in urban form, seeking to encourage greater densities and a mix of land uses in areas with good physical accessibility. These attributes, along with others of a local nature such as paving, lighting and weather protection, are, according to recent literature in transport and urban planning, what is known as “walkability”, a characteristic of the built environment that, the greater it is, the more it contributes to the adoption of the ‘on foot’ mode. This work studied the relationship between the travel behavior of the population of a small / medium Brazilian city and the characteristics of its built environment, seeking the confirmation of the hypothesis that the more dense, diverse and accessible neighborhoods or areas are the more people tend to walk. An empirical study carried out in the city of Carazinho-RS used statistical techniques to observe such relationships, from measuring the walkability of the city in GIS and conducting interviews with a sample of the inhabitants of the city. The results show that the urban attributes condensed in the “3d” categories of the literature – density, diversity and road design – are effectively able to explain, at least partially, the travel behavior of the interviewees. Despite the low general use of the walking mode – indicating a dependence on the car even for short journeys – the highest frequencies of walks – controlled by gender, age and education level – were from individuals living in the city center. This confirmation of the walkability hypothesis as a preponderant factor of influence on modal choices made a particularity of the city explicit: its strikingly monocentric urban structure, with a single truly dense area that concentrates most of the travel destinations. This center, historically constituted from the railway station located in the main topographic plateau of the city, is, therefore, the area that has the best articulated road network and accessible on foot. Consequently, it is the only one where walking tends to be the preferred mode. These findings add to the body of evidence from the research on walkability and can be extended to cities of similar size and socioeconomic constitution, in search of planning strategies and public policies that make them less dependent on the automobile and, therefore, more sustainable.

Abstract:
This thesis explores the relational dynamics between the territorial division of labor of multinational corporations and regional urban networks. The object of study comprises the two supply chains of tobacco and chicken meat, in the context of the Vales region (RS, Brazil) and its sub-regions of Vale do Rio Pardo and Vale do Taquari. Based on the assumption that the urban network is a reflection of and condition for the territorial division of labor, the general objective is to analyze the relationship between the territorial division of labor, of multinational companies in the tobacco and chicken meat production sectors, and the regional urban network of the Vales region. The methodological procedures are based mainly on desk research, using data from the CNPJ of existing companies in the region, from the Federal Revenue and the establishments registry of MAPA, collected in 2020, in addition to secondary data from national and state agencies, such as IBGE (2010, 2014 and 2018), COMEX / STAT (2018), RAIS (2018), CAGED (2018) and SES-RS (2020). The analyzes confirm the relationship between the urban network and the territorial division of labor – notably in the tobacco and chicken meat production sectors – in the Vales region, which is even more evident when comparing the sub-regions of Vale do Rio Pardo and Vale do Taquari. In the Vale do Rio Pardo region, as the territorial division of labor of multinational companies of the tobacco production sector are highly centralized in Santa Cruz do Sul, it results in a more simplified urban network. And in the Vale do Taquari region, the greater decentralization of the activities of the multi-localized companies of the chicken meat production sector in several municipalities, generates an urban network with a higher density of spatial interactions.

Abstract:
This research addresses the socio-environmental conflict between constitutional rights to housing and the ecologically balanced environment. Through the analysis of the application and flexibilities of Law nº 13.465 / 2017, which deals with Land Regularization (REURB), deepening the look at the issue of settlements and occupations in environmentally vulnerable areas. For this, a case study located in the municipality of Porto Alegre (RS) was selected, which corresponds to an environmentally vulnerable and borderline area with the municipality of Alvorada (RS), where a socio-environmental conflict related to the application of the new policy is occurring. housing presented by Law No. 13,465 / 2017. Supported by the critical aspect of social risk theory, the concepts of environmental justice and social conflicts, the main objective is to understand the socio-environmental processes that, on the one hand, involve conflicts in the search for housing and on the other hand the right of everyone to the ecologically environment. balanced. As a result of this investigative method, it was found that in irregular occupations, when faced with the impossibility or difficulty of resolving the conflict through resettlements to geographically more suitable places, the public authority acts in the possibility of acceptance, and the non-interpretation of risks long term and mainly on larger scales.
