Abstract:
This research explores the influence of autonomous participatory arenas as expressions of counter-hegemonic groups and movements that seek to influence the planning and the production of the territory. Especially in the countries of the Global South, contemporary neoliberal reasoning has had significant impacts on urban space, triggering citizen mobilizations and expressions of discontent with living conditions in cities and the current political and economic conjuncture. The resulting urban crisis reveals the failure of traditional planning models, which have failed to respond to urban problems and the desires of different groups in society. When spaces sanctioned for social participation ignore the essential rights of the population, citizens begin to demand new spaces for action. “Insurgent planning” thus underpins the study of resistance processes and creative practices that groups and movements have used to respond to their demands and claim essential rights: To belong to the city, to produce it, to inhabit it, and to appropriate the spaces in which people live. Using a qualitative, exploratory and descriptive approach, six experiences are analysed – three in Brazil and three overseas. The research focuses on how emergent collective practices created by agents organized in socio-political networks have contributed to influence the production of territory, independently and/or in opposition to institutional processes. The counter-hegemonic actions of the groups studied, exemplify a political, independent and autonomous attitude, which strengthens collaborative networks and citizens’ emancipation. These actions are expressions of collective claims aimed at tangibly accessing the right to be part of the city and its planning decisions. The groups and movements use invented spaces, art, playfulness, memory retrieval and creative practices, thereby broadening the debate on contemporary urban processes, expressing dispute over territories and proposing alternatives to conventional practice. The study of these emergent collective practices demonstrates the potential of creating spaces in which citizens become more active participants in the design of the city, claiming rights and resisting the neoliberal order and the commodification of cities.

Keywords: insurgent planning, collective action, territory, collaborative practices, urban agents, socio-political networks, popular citizenship practices.

Abstract:
This thesis addresses the issue of sustainability in the urban development policies proposed by the municipal government of Porto Alegre, Brazil, for the area known as Lower 4th District (Baixo 4º Distrito). In order to verify the degree of sustainability contained in these policies, this research analyses the urban revitalization and economic reconversion plan proposed in the 2016 Masterplan do 4º Distrito de Porto Alegre. The thesis has two parts: a theoreticalconceptual part, in which the contemporary process of urban restructuring and the precepts of sustainable development are discussed; and another, the case study, which analyses the inclusion of the conceptual dimensions of sustainable development in national public policies and local plans for the Lower 4th District area. In the last three decades, a number of plans and projects have been introduced by the local government with the aim of restructuring its former industrial district. By examining the circumstances that led to these proposals, it is possible to identify three distinct periods: the Technological period 1995 to 2004; the World Cup period 2006 to 2009; and the Consortium period 2013 to 2016. Each of these reflects a distinct political ideology and real estate marketing position, driven by a new economic and spatial dynamic, based on public-private partnership and sustainability narratives. In order to assess the degree of real sustainability contained in these policies, the Emelianoff-Acselrad Verification Model (MVEA) was introduced, which uses prioritised techno-material and socio-environmental set of criteria. This research made it possible to identify the use of an environmentalized narrative, where the term sustainability is now used as a government and business marketing tool to lend credibility to any urban project. The MVEA is intended to serve as a benchmark for both the formulation and evaluation of plans, projects and public policies aiming for genuine sustainable development.

Abstract:
The intense urbanization process of urban centers, together with the lack of planning, has resulted in the growth of inequalities in the distribution of goods and services, in the deterioration of urban space and, consequently, in the users’ quality of life. As a result, studies on urban quality of life and sustainability have become increasingly relevant, especially through the construction of indicators at the local, city, neighborhood and building levels. Among these scales, the one of neighborhood has been adopted and pointed in some studies as the one that best represents aspects related to the quality of urban life and sustainability, by including in its range of coverage: housing, urban infrastructure systems and community services level. Among the contributions of these studies, the following ones can be mentioned: the systematization of a database with different sources of information; the review and refinement of a robust set of international and national indicators. In contrast, the analysis of these studies also allows us to identify some challenges and gaps that still persist in the construction of indicators of quality of urban life and sustainability, such as: the difficulty of making this information compatible due to the use of different methodologies in data production and, especially, the difficulty of accessing such information, mainly in the Brazilian context. Faced with this problem, authors have recommended the inclusion of users’ value perception (local residents), in order to make the results of such evaluations less dependent on secondary data. The objective of this thesis project is to propose a method for evaluating the quality of urban life and sustainability that is adaptable to the scale of Brazilian neighborhoods. The concepts used for this research are related to quality of urban life, sustainability, urban indicators and users’ value perception. The research strategy adopted is the constructive one or design science research. Constructive research is defined as an investigation capable of producing innovative constructions, such as: models, methods, organizational structures, information system projects, or a combination of these. In view of this strategy, the research is divided into three broad stages. The first step is to identify the contributions and limitations of the existing evaluations that deal with the evaluation of the quality of urban life, aiming to explore the potentialities and opportunities of improvements for the proposal of the method of this research. The second stage aims at structuring and operationalizing the proposed evaluation method, which are implemented and improved during three empirical studies in which three “limit situations” of Farrapos neighborhood, located in the City of Porto Alegre/RS, are evaluated. In the third and last stage, the proposed method is evaluated based on the perception of public agents who are technicians of Porto Alegre City Hall. The main contribution of the research refers to the proposal of the evaluation method, which is operationalized through three phases. The first phase of the method operationalizes the identification of the levels that form the conceptual model, as well as the customization of the data collection instrument. The second phase of the method proposes a unified data collection, analysis and processing protocol. The third and final phase of the method structures a combined analysis of the quantitative and qualitative data of the research through visual devices that contribute to the dissemination of the results among the agents involved and to the identification of the weaknesses of the investigated urban space.

Abstract:
This work lays the foundations to an attempt: finding ways in which the architect can approach the building site in search of an alliance at the level of the production of the collective worker. Guided mainly by the texts and experiences from Sérgio Ferro, one arrives at a diagrammatic way to project, engendering three “bodies”: the project’s problems (a productive policy), the previous project (a project “from” production) and the building site-drawing relationship (doing is thinking and vice versa). The machinic connections of these “bodies” present different issues (such as shape, strength, material, production, etc.), always focusing on didacticization / experimentation, would act as potential triggers for a gradual “opening” in the project. This also creates conditions for the shattering of the exercise of power. Such splintering make see the transversalization that might occur amid the aim objective of this alliance – the open project itself. To guide such connections, the “philosophy of the event”, by Gilles Deleuze and Félix Guattari, became necessary. The research brings to dialogue this philosophy with Sérgio Ferro’s concepts, in order to be able to reconstruct them and open them up, such as the “poetics of the hand” and the “free work”.

Abstract:
This thesis addresses the landscape as an element of social construction, that bears cultural traits which are revealed through a man’s precise and creative process about nature, associated with a way of life, knowledge, practices and the activities developed throughout the time that territories are built. The “wine landscape” is a common good of history and culture. In it are expressed the various values of the territory and its interaction with current demands. The research is oriented towards productive landscapes linked to products, cultures and manufactures of a specific place, and that is why they are intrinsically linked to it. Thus, the wine landscapes take on great prominence on the world stage, at the same time that they imply a series of tensions that surround their journey. The study is located in the Geographic Area of Vale dos Vinhedos – RS, formed by rural and urban areas of three cities: Bento Gonçalves, Garibaldi and Monte Belo do Sul, whose wine production is the first, in Brazil, to be recognized with the Denomination of Origin (2012) granted by the National Institute of Industrial Property (INPI), from where the analysis of the contemporary role of wine production associated with the landscape begins. It seeks the understanding of historically configured landscape values, as well as the current demands that focus on the winemaking landscape in order to to explain the contemporary dinamics of transformation and identify the impact in this scenario. To embrace this exploratory axis, municipal legislation relevant to land use, landscape and cultural preservation are also analyzed, seeking to show how the different interests at stake are hierarchized, and their compatibility with the references and values that historically give rise to the issue, and which give it the currently recognized condition. The hypothesis of the study is based on the fact that there is a contradiction between the valorization and the preservation of the historic wine landscape that gives reference to the region. In this sense, the research focuses on the analysis of this viticultural landscape from urban and regional planning, demonstrating relationships between the continuity and updating of productive spaces in the face of the growing demand for new uses, seeking to establish the cultural dimension of the studied landscape as a coherent parameter for the territorial preservation, planning and management process.

Abstract:
This research aims to investigate, through the analysis of urban quality indicators, the implications of physical-spatial attributes related to urban space and buildings with diferente heights and ground floor interfaces in the preference and satisfaction of users of a small coastal city. To achieve the proposed objective, the city of Capão da Canoa – RS was selected as the area of study. Data were collected through multiple methods used in the area of Environment and Behavior studies, such as observations of behavior, and the application of questionnaires in loco and via internet for residents and vacationers from three contexts: (i) 6 blocks with a predominance of low-rise buildings (up to 5 floors) with mixed uses on the ground floor (residential, comercial and services); (ii) 3 blocks with a predominance of medium-rise buildings (between 6 and 9 floors) with garage doors and blind walls on the ground floor; (iii) 6 blocks with a predominance of high-rise buildings (10 to 12 floors) with garage doors and blind walls on the ground floor. To increase the number of respondents to the questionnaires, an online sample of residents and vacationers of the neighborhoods Centro, Zona Nova e Navegantes in blocks that were not part of the selected contexts was considered. Structured interviews with residents and vacationers from the three contexts, public managers, civil builders, and property developers were also applied. Quantitative data were analyzed using parametric and non-parametric statistical tests and qualitative data analyzed through interpretations of meanings and frequencies. The results show that, according to the perceptions of residents and vacationers, the context with a predominance of low-rise buildings tends to have the best and the context with a predominance of high-rise buildings the worst urban quality indexes evaluated in this research. However, high-rise buildings correspond to the typology that is currently being built in Capão da Canoa due to the influence of the civil construction market, under the justification of greater use of the soil, economic and tourist development of the city, attraction of new residents and vacationers and generation of jobs in the municipality. Additionally, even though highrise buildings with 12 floors do not cause major problems in medium and large cities, the way in which these buildings have been built in a small coastal city like Capão da Canoa tends to produce more negative than positive effects, especially, when located in front of the waterfront or in collecting routes (20 meters). It is also verified the negative impact of the type of use (garage doors and blind walls) and the lower visual and functional connection of the ground floors of tall buildings with the street is also verified in the aesthetic quality, in the safety regarding the occurrence of crimes and in the use of open public spaces adjacent to these buildings. Therefore, the results obtained can contribute to the academic reflection about the qualification of coastal cities through the construction of buildings with ground floor interfaces connected to the open public space. These results are also expected to assist in the decision making of architects, urban planners, civil builders and other professionals involved with the urban form and in the preparation, by local governments, of urban legislation that can improve the relationships between building heights, housing densities and ground floor interfaces of buildings in small coastal cities.

Abstract:
This thesis discusses the State’s role and the need to observe local autonomy in face of the judicialization of urban planning based on data obtained through the author’s master’s research in the Post-Graduate Program in Urban and Regional Planning of the Federal University of Rio Grande do Sul – PROPUR – UFRGS regarding irregular or clandestine land division in the Municipality of Porto Alegre. Considering the attributions and the separation of the Executive, Legislative and Judicial Branches, the research’s interest lies in analyzing the jurisdiction of urban planning as presented by decisions made by the Justice Court of the State of Rio Grande do Sul (TJ-RS), the Federal Supreme Court (STF) and the Regional Federal Court of the 4th Region, based on the Federal Constitution of 1988, in an attempt to elucidate the matter of the attributions of the Judicial Branch – whether or not it is an instrument for the execution of urban planning. The thesis also discusses the difference between the Common Law and the Civil Law systems, as well as the analysis of the urban legal doctrine followed by the votes cast in such court decisions. Furthermore, it assesses the inertia and the omission in the implementation of public housing policies in light of the legal doctrine and the Judicial Branch, verifying the need to optimize extrajudicial action in land regularization and to accommodate the people’s active participation in the public housing budget.
