ABSTRACT

This article seeks to analyze the continuities and inflections in the Brazilian Foreign Policy (PEB) that
occurred in the four years of Jair Bolsonaro’s government (2019-2022). To this end, the speeches given by the
Brazilian President at the General Assembly of the United Nations throughout his mandate are analyzed from three
axes, selected due to their relevance to the internal and external political conjunctures then established, and because
they are historically relevant guidelines in the PEB, as well as the guidelines contested by the international
community during the Bolsonaro government. The three themes, which serve as the basis for the discursive
analysis of the foreign policy of that period in time, are ideological partnerships and ideology at the domestic level;
the climate, the Amazon, and the Environment; and the role of Brazil in the international scenario. For the
discursive analysis, the texts are examined, mainly, from the theory of three authors, considering the discourse as
a political act: Patrick Charaudeau, who understands the mediatic discourse from three instances: the production,
the product, and the reception; Ernesto Laclau and the theory of social construction; and, still, Dominique
Maingueneau with the enunciation scenes, the ethos, and the discursive genres in his approach. From this
investigation, and using the concepts coined by the author Charles Hermann (1990), an attempt was made to define
whether there were changes in Brazilian foreign policy and, if so, to what extent. This evaluation was reconciled
with an analysis of the developments of Brazilian foreign policy in the period, supported by a literature review,
primarily academic texts, in order to assess how the eventual continuities and inflections in the speeches were
reflected in the practice of the PEB under the command of President Jair Bolsonaro.
