In accordance with UFRGS General Rules , Title III, Chapter I, Section 1a, IFCH CONSUNI is comprised of the Unit Director, as its President (with casting vote, in addition to the common vote); by the Deputy Director; by the Heads of Departments; Coordinators of Undergraduate, Postgraduate, Research and Extension Committees; by the Directors of Auxiliary Bodies; by the Chief Librarian; by the student representation of the Unit, elected by their peers, in accordance with the Internal Regulations of the Unit; by the teaching representation of the Unit, elected by its peers, in accordance with the Internal Regulations of the Unit; by the representation of the technical-administrative servers, elected by their peers, in a number equal to that of the student representation, according to Unit's Internal Regulations .

It is for CONSUNI to:
- to exercise, in a superior character, within the Unit, the normative and deliberative functions, establishing the teaching, research and extension guidelines;
- propose to the University Council the creation, extinction or restructuring of Departments;
- approve the Unit's Plan of Action, Activity Report, and Budget Proposal;
- merge Commissions and create other Commissions, Advisory Services or mechanisms necessary to fulfill their duties;
- approve decisions taken by the organs of the Unit;
- delegate powers to other deliberative bodies within the Unit;
- deliberate on omitted cases within the Unit;
- to elaborate the Internal Regulations of the Unit, with the participation of all segments, for later approval by the University Council;
- approve the Internal Regulations of the Departments and other organs of the Unit;
- meet ordinarily once a month and extraordinarily whenever convened;
- to act as the highest court of appeal within the Unit as well as to call for examination and deliberation on any matter of interest to the Unit.
